OOC: Open to nations with territory in Asia and Eastern Europe

IC:

Invitations had been sent out to the nations of Asia, and those in Eastern Europe to attend a summit in Shanghai about a new alliance for the stability in the largest land mass on Earth. The United Federation of the East's financial center of Shanghai was one of the fastest growing metropolises in the world and a symbol of Asia's growing economic prosperity. On the agenda for the SCO would be:

[*]Strong cooperation for anti-separatism, counter-terrorism, guarding against subversion.
[*]Increased intelligence cooperation.
[*]Cultural Exchanges.
[*]Economic Cooperation and breaking down barriers to trade and opening of borders.
[*]Establishment of common standards and practices throughout the region, particularly in regards to transportation.
[/list]

Further Chairman Jia, Vice Chairman Kou, and Premier Wei will all be available for private discussions during the summit by any leaders who wish to discuss private matters.

President Sham Dawkins made the flight to Shanghai aboard a modified CT-23 Strategic Airlifter, an aircraft that had originally belonged to his own company, and now his nation. The large aircraft may have lacked the sleek looks of executive jets, but it allowed for the plane to carry its own mobile military command center, as well as a small and simple sleeping quarters and office for its executive passenger.

The spacious interior of the plane also allowed the transport of the presidents' own NEM "Prowler", which had been modified from its standard armored personnel carrier configuration to accommodate the President in a more roomy interior, although it still had a spartan feel to it. It was a feel that Dawkins liked, opposed to lots of extra features that could have been installed at his behest, he was a man who enjoyed his comfort, but he also didn't like to look too flashy.

As the leader of a now stable regime in Central Asia, he felt that this meeting was too important to pass to one of his cabinet ministers. Dawkins had ordered Dr. Vladimir Yakolev, the Clique's Foreign Minister, to accompany him as well, recalling the foreign minister from overseeing proceedings as an observer at the Trade Federation, the move of bringing two prominent Caspian leaders to the summit was an inkling of what this organization might mean to the Clique. His country had already taken a step towards involvement on a global scale, seeing their first deployment of troops to Communist Australia, and his desire to work with other nations in an international stage was developing as fast as his nation was.

A message was sent back to Autarch Visari, "Autarch, Chairman Jia will meet with you one on one prior to the official reception at the summit." Another private transmission was sent to President Sham Dawkins of the Caspian Clique, requesting to see if he was available for a meeting with Premier Wei Hai during the same time.

Information was sent to the various delegations that the Pudong Shangri La was selected as a location for guest accommodations and that the UFE would provide security.

A schedule was sent out to the delegations:

Day One would consist of an official reception followed by a presentation by Premier Wei, it would end with a banquet.
Day Two would start with a debate followed by a banquet.
Day Three Close of Summit.

As soon as the CT-23 Transport set down, and was safely parked, the President and his small entourage quickly drove off their unmarked "Prowler" transport, looking conspicuously like an over sized Sport Utility Vehicle. The vehicle quickly made its way into the city proper, making for the summit's venue, arriving at the doors.

As Sham Dawkins and Vladimir Yakolev stepped out of the Prowler, they looked around.

"Vlad, I don't think we're in Caspia anymore," Dawkins quipped, admiring the bustling city, which was much bigger then their own capital of Ashgabat, as one of their staffers shut the door. Yakolev let out a hearty laugh, and clapped his President on the shoulder.

"Let's see what the Premier wanted to speak about before this shindig gets started," said Yakolev, as Dawkins marched up the steps, Yakolev following close behind.

Chairman Jia nodded, "It is good to see you again Autarch. How may I help you today?"

Meanwhile Premier Wei was dressed in his trade mark single breast charcoal suit. Wei was reviewing his notes awaiting the arrival of President Dawkins, in one of the many specially prepared private conference rooms of the hotel.

Dawkins and Yakolev, both dressed in crisp business suits, were escorted into the venue by a few UFE staffers, and directed to the private conference room where Premier Wei was waiting them. He adjust his suit a little, as one of his escorts knocked on the door, then opened it for them.

"Premier Wei, may I present, President Sham Dawkins, and Caspian Foreign Minister Doctor Vladimir Yakolev," announced the staffer.

Dawkins stepped forward, and bowed his head in a Caspian customary greeting, before saying, "Premier Wei, it is an honor." He stepped forward, offering his hand with a polite and a sincere smile.

Visari, now an old man, nodded and began to speak.

[i]As you know, our nation recently suffered a devastating civil war. Only thanks to our friends in Germany and China was I able to take control of the government again and bring peace and stability. However, while European Dalmatia is now under the control of the central government, I wish to bring the former Asiatic Dalmatia under the control of the central government. Asiatic Dalmatia has dozens upon dozens of vital materials needed to rebuild our Empire. In addition, it would help the morale of my people greatly, if they were to see our proud Empire re-united once again. Comrade Jia, to put it simply, I wish to aquire control of our asiatic territories once again.[/i]

In Wei's meeting:

Wei: Mr. President thank you for taking the time to meet with me today, I trust your journey here was a pleasant one

Dawkins: It was quite an enjoyable flight, Premier, I rather enjoy flying. Thank you for inviting me to meet with you today. I was pleasantly surprised by your invitation.

Wei: Good. I will get right to business if thats alright with you, I am a fairly to the point person. I must say that your nation has impressed us recently with your operations in Australia, your forces seem to be more professional than the australian armed forces, both the Central Military Commission and myself have taken note. I wanted to meet with you to discuss furthering our military cooperation beyond Australia.

Dawkins: I was, and still am a businessman, and getting down to it is not a problem, as I know you are busy organizing this summit, which I thank you for the invitation to. And we also thank you for your support during the Communist Australia Stabilization Campaign. We are definitely looking for strategic military partners, and are definitely amenable to joining in an alliance with your great nation.

Wei: Excellent we are looking at reestablishing our ties in Central Asia, at the moment we hold a full military alliance with Rebel Army, and we expect to renew with the Greater Nordic Empire as they reestablish themselves. We would like to propose a mutual defense and optional aggression pact. In addition to this we'd like to talk about some other issues: namely the regions we have a protectorate over right on your border, joint military access and transit, and interoperability

Dawkins: We would be honored to enter a Mutual Defense and Optional Aggression Pact with the UFE, and increase relations between our nations militarily, and work together to ensure regional stability throughout Asia. And of course, what were you proposing for a plan regarding the Central Asian Protectorate you now hold?

Wei: We expect the Nords to be able to retake the north part of the territory, however, the southern areas, which originally were under another regime prior to about a decade ago is probably going to be different for them to restore order over, we would like to offer you the opportunity to govern these provinces. In the past we had difficulty with them, as their government attacked the UFE, our Nordic allies were better positioned than us to counter attack, they successfully subdued these areas, we would like to see it continue to be in friendly hands

Dawkins: Of course, and the Nords would not be opposed to our direct governance of these lands?

Wei: I do not believe so, the Chairman is meeting with Autarch Visari at the moment, later in the conference perhaps the three of us can get together to work out all the details. The Nords have their plates full, I believe we can arrange a meeting where everyone can come to an understanding.

Dawkins: Of course, we can definitely look into drawing out a map of the area we would be willing to step into should the Nords be amenable to such an agreement. Whatever the outcome, we can certainly accept the terms of the UFE's Military Proposals, and are definitely ready to step into the shoes of governance over those former Nordic lands, should they want us to.

Wei: I will relay that information to the Chairman and Autarch Visari. We can have time to discuss such a proposal perhaps over drinks after the banquet tonight?

Dawkins: Of course. That sounds perfectly fine. We look forward to it.

Wei: Excellent. My aides will work on writing up a treaty, and we should have a draft for you at the end of the day

Dawkins: Lovely, we look forward to seeing it.

Wei: Have a good day Mr. President, I hope you enjoy the hotel, its supposed to be the best in Shanghai.

Dawkins: And it is our sincere hope that this treaty continues to ensure regional security into the future. And to you, Mr. Premier, I look forward to enjoying this summit. Thank you again for your time.

Wei: As do I, see you at the reception.


Jia's Meeting:

[i]You look like hell Mike.[/i] the thought went through Jia's mind.

"Yes I believe that would be something my government would support. I'd like to see a return to order in these territories. The Northern territories we believe your forces can take over soon, however, your nation has taken a considerable hit. We'd like to propose some of the southern territories our joint forces captured from Isoceles be handed over to a newer nation, the Caspian Clique. We've worked with them in fighting back counter revolutionaries in Australia, and my premier is negotiating an alliance with them as we speak. Because Rebel Army has also seemed to have taken some economic hits recently I think it would benefit everyone if we expanded our circle of friends to include them."

Visari nodded, We trust your judgment, as you have been right on various things in the past. We'll be willing to allow the Caspian clique to form.

The northern territories will quickly be re-incorporated into the Greater Nordic Empire. I thank you for your understanding in this matter. The Empire will begin to rebuild at once.

A first draft was sent to the suite of the Caspian Clique for their review and changes.

The Caspian Clique and the United Federation of the East pledge to lasting friendship and harmony with one another. Both nations shall make efforts go remain in contact with one another and conduct foreign policy in harmony. Neither shall raise arms against one another.

Article II. Intelligence Sharing

Both nations shall share intelligence vital to thie security of both nations and it's citizens. Neither nation shall engage in espionage against either nation. Both nations shall cooperate in cryptography.

Article III. Military Cooperation

An attack on one nation shall be taken as an attack on both nations. Should either nation find itself in a defensive war both nations shall cooperate to defeat the aggressor through whatever means are deemed most effective to achieve victory. This treaty may also be invoked to coordinate other necessary military operations. Both nations shall endeavor to increase cooperation and interoperability between the armed forces of both countries. This shall include regular exchanges at general officer training schools and advanced operations training schools of both countries. Governments shall work together to establish interoperability of weapon systems as well as air and sea command and control coordination. Both nations shall cooperate towards maintaining freedom of the seas.

Article IV. Central Asian Protectorate Region

Both nations agree to work with Greater Nordic Empire towards establishing a permanent land solution for the UFE Central Asian Protectorate.

Articel V. Increased Economic and Technology Cooperation

Both nations shall work together to lower their barriers to trade between one another and facilitate economic development. Both nations shall work together to develop controls in order to facilitate cooperation in proprietary high technology.

Article VI. Cancellation and Revision

This pact may be revised by mutual consent. This pact may be cancelled by either part with seven days notice during which time it remains in full force.[/quote]
