I know it's very close, but there is a subtle difference, and I can't remember if 1 happiness is slightly more or less than $2. I used to know all these things off the top of my head, but it's been a long time since I've really bothered to do any of the math of this game on my own (not as much to do once you have all the improvements and wonders and a stable trade set!).
