You would be able to get around 629 infra with your "145 million". Also, you lack aluminum and construction, which makes a big difference in the cost of infra, so you'd be looking at around 2.3 billion needed for that "jump". You will be able to get about 600 or so with that much cash, but as others have said you probably want a fair bit more on hand. I've got more cash than that and I'm only at 4999 infra...
