Malcom Fox, a member of former Dictator Kong Jim li's elite party, was the first of the men to declare rule over South Sudan. Malcom had been able to prove he was next in line for rule. He declared that the name South Sudan was inappropriate for the country, and a new name is under way. A partially democratic government is being set up, in which the House of Represenatives and Congress can vote to deny any of the leaders rule, and that the citizens elect the congress and HoR, although the leader is not.
