The English convoy had been detected shortly after it crossed into Indian Ocean by RCNB Crozet. The IO SOSUS continued to monitor the actions of the English flotilla. Royal Cochin Naval units patrolling in the Indian Ocean region would be alerted to watch out for any potentially hostile actions by the English.

In order to safeguard the Kingdom from cyber warfare from within and without National Intelligence Agency, Central Bureau of Investigation, National Reconnaissance Agency and Strategic Reconnaissance Agency are operating as a joint venture the National Communications Database. A redundant secure system with three parallel physical operation centers at Madikery, Shimla and Kathmandu, NCD is a depository of all electronic communications going on in the Kingdom.

All Internet Service Providers would send a duplicate parallel of their data traffic to this Signal Intelligence database. Tier I, Tier II and Tier III ISPs have to comply to this mandate. Three massive signal farms at the three NCD locations would process them using an intricate Cloud Computing Architecture with Artificial Intelligence Processing. Redundant processing of the raw data would be conducted at the three data centers independently using in house decryption teams. Geosynchronous satellites would also monitor all communications apart from NRA's own network of communication antennae to capture any data transmission from a non native ISP. Strategic Reconnaissance Agency would be tracking all LEO, MEO satellites traversing Cochin territorial space and their communications would be captured by SRA's ferret satellites, aerostats and Trisanku Space Station. Records of all internet, telephone, mobile phone, VLF, ELF, SW, MW, FM transmissions made in the nation would be captured by the National Communications Database. Any commercial and conventional communications would thus be captured. Any non conventional communications detected would by default be tracked for possible subversion.

The data received at the National Communications Database, being in bitstream would be sifted in a modular process. All routing information would be analysed for network security purposes. All open communications would be analysed for key intelligence target patterns. Secure communications would be decrypted by progressively higher decryption machines and further analysed. Each NDC would consist of 50 BDH150 , 50 PFLOP Super computers in a Cloud Computing Architecture developed by Varma Institute of Fundamental Research and an Artificial Intelligence Protocol developed by Rajendra Varma Advanced Research Laboratory. Urgent data would be immediately be sent to CBI and NIA. Every bit of data received at the NDC are stored in vast subterranean databanks. Databanks that are full are relegated to reserve status in an ever expanding database as every data is considered non erasible for future intelligence applications. The data would continue to be accessible under the Cloud Computing database however through the interface of a mirror which would screen users from direct access to data without necessary clearances.

The National Data Centers have been in operation for several years now and the operations have been streamlined in such a way that the Kingdom of Cochin is one of the most information secure nations in the world.

For years they had been working as part of different agencies with the same aim, doing similar jobs. Now for the first time a Joint Command Center for Cyber Warfare has been set up, with a deceptive name - Section 323 or Section Cyber Warfare. Composed of Cyber Security and Network Security experts from National Intelligence Agency, Central Bureau of Investigation, Strategic Reconnaissance Agency, National Reconnaissance Agency, Strategic Engineers Corps, Research and Testing Directorate, Royal Cochin Special Forces and Varma Institute of Fundamental Research and ace hackers and crackers identified from several walks of life by CBI, Section 323 would be the principal Cyber Warfare unit of the Kingdom of Cochin. Ultra secretive, Section 323 does not advertise. Its discrete office at Bangalore is tucked away amidst the sprawling Electronic City Campus ensures a degree of anonymity for its staff. The building housing Section 323 is also one of the best protected in Bangalore with its entire Security being undertaken by Royal Cochin Special Forces albeit under guise of civilian security personnel. Unknown to the other companies operating in the building even the facility management at this secure building is managed by Central Bureau of Investigation.

It is from these premises that the defenders of the Kingdom's Networks work from. With access to every principal Government Department, ISPs and the Online Service Providers Section 323 is always on the watch for attacks against the IT infrastructure of the nation. Though at any time Section 323 may not have more than 200 staff at its office in Bangalore, its personnel are assigned to IT Services department in every major Government office. These officers may not have the designation of Cyber Security Officers but their jobs would be to ensure the security of these departments. When faced with significant attacks they call in support from Section 323. Section 323 also has teams stationed at the three National Communications Databases.

The role of Section 323 is not just defense but also offense. As the Fifth Domain of Warfare, Section 323 also evaluates possibilities of attack against nations and organizations potentially hostile to the Kingdom. With the assistance of NIA and SRA they are able to hack into commercial communication satellites and with the resources of a nation state and intellectual backups of some of the brightest minds in the world Section 323 is capable of launching covert attacks against the Kingdom's enemies in such a manner that all traces relating to the Kingdom would be erased. Section 323 is capable of targeting the Infrastructure, Power, Banking, Industrial, Communication and Trading sectors of enemies. The offense team is also involved in designing worms and malware which can be implemented by NIA Officers to cripple any hostile nation's infrastructure. It also actively assists NIA in gaining intelligence from enemy targets.

With rampant nuclear attacks all over the world and with the Strategic Command going to DEFCON ONE, the failsafe measures are kicking in. Principal Durbar members and Protocol Successors of Cochin Royal Family are discretely travelling to different corners of the Kingdom to preplanned Strategic Shelters. The failsafe communication channels have been readied to take over in case conventional communication lines are severed. Though emergency measures have not been declared yet to prevent panic at the higher echelons of Government, the Ministry of Interior and Royal Cochin Police Forces officials are preparing for immediate activation of Nuclear Shelter Protocols.

Seemingly without pattern, the rogue nuclear attacks and counter attacks are taking the world into a dangerous situation. A wrongly timed or wrongly placed nuclear launch could even trigger a larger war.

The increasing mobilizations and apparent Strategic Alert deployments in the region has cause the Kingdom of Cochin to go into DEFCON TWO. Strategic Command remains at DEFCON ONE. Full theater DEFCON TWO alert has been declared for all Royal Cochin Defense Force units.

The sudden loss of connection with his friend did not worry Jibin. After all internet is not as good everywhere in the world. However when repeated attempts at buzzing his friend who is on an exchange program with a foreign university did not work Jibin raised the chat window. He tried to raise chats with some other friends who are online and it all worked out, except for those of his friends who are abroad. Jibin did not however pay much heed to it and when he came back after making some coffee around 20 minutes later, a cousin of his working abroad had pinged him for a chat. Without worrying much about the seeming loss of communications some time back, Jibin went back to his chats.

The bad news from a major branch office of the Tatra Automative Works jolted Yevgeny Filat, the Vice President (Productions) of TAW. Sitting up on the bed he checked the time on the bedside alarm and asked,

“Sir, the crane for the engine block assembly yard had one of its chains break and the engine block came crashing down on the assembly floor. The four injured are the assembly line movers. Condition of one is critical and the other three also have some serious injuries. We have sent them to the hospital, however the assembly line is now halted. We have 10 more units of the order from Ceylon Tea Corporation pending which we have to deliver by tomorrow.”
“Is there no way you can speed up the schedule?”
“No Sir, we are as of now fixing the crane, however that in itself is two hours of work lost. We have also sent for replacement staffers from other shifts but they also would not be here for another three hours. It is not possible to complete the order tomorrow itself.”
“Okay, I will place a call to the Ceylon Tea Corporation myself informing about the delay, meanwhile…….”
The sudden beeping sound of termination of connection annoyed the Yevgeny however he brought up the number from caller list and dialed it again. Again no connection. By now he was getting more and more annoyed and tiptoing softly to avoid waking up his sleeping wife, Yevgeny went to his study to turn on his laptop to call Mandhar Kanth via the company intercom portal. Again an inexplicable fault is preventing Yevgeny to initiate communications with the Jaffna Branch. He then called the Tatra Corporate Communications Center in downtown Urumqi and ordered them to set up a secure satellite communications line. After an excruciating 15 minute delay, the connection was made with Jaffna branch and Filat could complete relaying the instructions to his subordinate official.

Shaukat Afzal is driving his truck carrying a consignment of vegetables from Pollachi to Palghat when the Coimbatore FM radio station he loved to listen to suddenly went off the air. Though he tried to switch to all other FM and MW channels in his truck’s radio console, all of them gave the same static. Cursing his old truck’s radio system, Shaukat switched on the rackety old tape player to listen to some Tamil film music.

Heng Bao is sleeping by the counter in the 24 hours Fuel Station on the road between New Delhi and Jaipur while the television in the corner of his booth is flickering at mute. At 2AM the scheduled news program was disrupted and only static was seen on the TV. If Bao had tried switching to other channels the same static would have been seen. Even when the channels came back at 2.30 Heng Bao did not notice anything, engrossed as he was in a very deep sleep.

Similar communication outages occurred all over Cochin. It would also be experienced by any person from a foreign country on trying to initiate communications with people in Cochin. Just as inexplicably as the communication breakages occurred, precisely 30 minutes later, it was reestablished.

The routine Communication Security Protocol Testing was successfully completed by the Section 323 personnel along with the National Communications Database, National Reconnaissance Agency and Strategic Reconnaissance Agency. At a single command from Gen. Mohammad Faraz of Royal Cochin Police Force at 0145, all communication channels to outside of Cochin had been blocked. In the concerted action, overrides placed with all the cellphone networks, Internet Service Providers, Landline telephone service providers, radio stations and television stations. All commercial communication satellites would also be subjected to inexplicable jamming while over Cochin airspace for these thirty minutes, seeming like a software glitch. During this thirty minute period of communications blackout, the National Reconnaissance Agency’s electronic intelligence satellites and network of terrestrial antennae would sweep for any sort of electromagnetic signal traversing the Cochin skies. Complete communication blackout would be thus enforced and ensured. After the routine test, the communication systems were reset with most citizens of Cochin hardly noticing what happened.

This protocol is being designed to elucidate the means of continuance of Government and Administration in case of a nuclear attack of the National Capital Region and principal cities are subjected to nuclear attacks. While civilian casualties would be limited to an extent through Nuclear Shelter Bunkers reasonable loss in population is sustainable strategically. However loss of vital Administrative infrastructure, records and personnel would be a debilitating blow that would hinder an adequate rebuilding effort while also in many ways contributing to panic and chaos amongst the citizens. To prevent such an eventuality the Hill Palace recommends formulating the following Emergency Administration Protocol.

[b]Alternate National Capital Region[/b]

In case Cochin City is ever subjected to an irreparable nuclear attack there needs be an alternative center of Government. In light of the reduced Administrative importance given so far to the city of New Delhi, it has been chosen as the Alternate National Capital Region. Though the city itself had been the center of Government for Mughals, British Empire and later the Republic of India, with the advent of Dragonisia and Kingdom of Cochin, the city itself has been relegated to status of a Provincial Headquarters. Any potential strategic indefensibility faced by New Delhi in comparison with Cochin City has been eliminated by the incorporation of Punjab and Sindh provinces of erstwhile Marscurian Pakistan thus securing the Hindu Kush, Sulaiman Range and the Baluchistan Plateau as natural defenses along the western frontier. This deliberate refusal to give administrative clout to New Delhi is likely to pay dividend in the current strategic climate with its position as the best place as an Alternate National Capital Region.
The historic Mughal and Lutyens era buildings of New Delhi are to be renovated and modernized with speed. Infrastructure for rapid continuance of government with communication links to all Backup Ministerial Headquarters to be set up here. Rashtrapathi Bhavan, the official home of President of erstwhile Republic of India is to be renovated as a summer Palace for the King of Cochin, while also readying it to serve as replacement for the Hill Palace.

[b]Backup Administrative Infrastructure[/b]

All principal ministries would have back up of their administrative data at a B Class City while also maintaining backup administrative infrastructure at a major Provincial city. This measure is to be done in such a manner as the establishment of Government structures in these secondary areas would be seen not as a strategic means, but as a routine expansion subject to increasing requirement on space and personnel and with the urban issues of congestation that are facing Cochin City. In times of war and peace individuals of Cochin Royal Family selected as part of Royal Succession Line are required to not congregate at any physical place for long periods of time. During periods of Emergency, when DEFCON is TWO or higher, individuals of Royal Succession Line are expected to take station at their assigned Command Bunkers. Designated Crown Prince would receive preferential protection equivalent to that of the King and would occupy Command Bunkers at either Cochin City or Alternate NCR. Queen Mother as Head of Family of Cochin Royal Family and Principal Arbiter in succession issues and her designated successors would also be transported to assigned secure quarters. Alternate secure communication links apart from any commercial, military or Ministerial controlled channels would be designated for use by the Royal Succession Protocol to remain in touch with each other. Tripunithura, the ancestral home of Cochin Royal Family would be equipped with infrastructure to act as National Capital if all of these protocols are invalidated by debilitating simultaneous nuclear strikes at all the principal cities, a strategy of attack envisaged in case the worst case scenario promulgated by Royal Cochin Defense Forces with several nuclear capable countries from Asia, Europe, Africa and Americas attacking Cochin simultaneously. In case of death of King of Cochin and Queen Mother, Royal Succession Protocol for the succession of the next National Command Authority would proceed according to the Succession Protocol ratified by the King and Queen Mother and entrusted with the senior most Cabinet officials, the Ministers of Finance, External Affairs, Royal Cochin Defense Forces and Royal Cochin Police Forces. The onus on preventing any succession conflict arising in the eventuality of the deaths of King and Queen Mother rests with Cochin Royal Family. In case of such a conflict National Command Authority would be de facto shared by the Senior Cabinet Officials as enumerated above.

Ministry of Health, Center for Biological Warfare Defense and Center for Chemical Warfare Defense have been ordered to start limited mass production of the effective counter to the studied chemical and biological weapons. Limited production run to be conducted under CBWD and CCWD supervision at Ministry of Health approved plants. Ministry of Health to cooperate with Ministry of Interior to identify suitable sites for wide dissemination and distribution of defensive systems in case of a systemic attack on the Kingdom.

This was the first offensive action conducted by the Section 323. The 5GW wing of Cochin swung into action upon receipt of orders from the National Intelligence Agency to break into the communication networks of the Republique du Fleuve. For the time being the onus was on decrypting their authentication cyphers and gaining valuable SIGINT. The Ocean Surveillance Ship CNS Manya which is now around 500 kms offshore of Republique du Fleuve has a communication down link established with the the Section 323 HQ in Bangalore. With help from one Asper which is conducting ELINT sorties along the territorial borders of RdF various communication channels are being recognized and the hacking efforts are on the way. Orbits of some COMSUR satellites of Strategic Reconnaissance Agency have now been reconfigured to maintain a horse track orbit around the RdF.

As the hacking efforts are on the way another aircraft takes off from the NAS St. Helena. The Raven UAV is a high altitude stealth platform which is thermally and electromagnetically masked to prevent detection by any concurrent technology in the world. Flying on to its loiter altitude over RdF, the Raven would start collecting SIGINT as well as reconnaissance over the territory of the RdF. These preliminary intelligence operations would if successful be very helpful for Cochin and its allies.

The successful penetration of Republique du Fleuve's communication systems was followed by Section 323 conducting a systematic study of the encryptions of major networks. The communication networks controlling all the vital industries, telecommunication service providers, defense and governmental communications are all now tapped by Section 323. Working in a clandestine manner several worms have also been introduced into the routing tables and IOS's of RdF's communication network to be remotely triggered by certain pattern of ICMP packets. Through proxy servers set up important communications pertaining to defense, government and industries are also being tapped and forwarded to Section 323 servers. Mechanisms have also been put in place to replace the principal servers of RdF's networks with Section 323's proxy servers so that all communications would be routed through it. These mechanisms would ensure that Section 323 would have absolute control over every aspect of RdF's communications while also ensuring that any attempt by a third party to attack RdF's communication networks would also be analyzed by Section 323. Special attention is being to find any Permissible Action Communication Links pertaining to RdF's nuclear arsenal.

While the Cyber Warfare Offense had proved to be a success, the clandestine ELINT mission proved to be a failure as the Raven UAV crashed into the Atlantic Ocean only a few hundred kilometers from RdF coast. While it is within a 200 NM radius from Republique du Fleuve, efforts are being made to ensure the complete destruction and irretrievability of the high tech surveillance vehicle. Thus a team of MARCOS would be flown in from the CNS Kirov carrying 4th Marine Division to conduct an underwater demolition operation to completely destroy the sensitive equipments aboard the Raven. The 8 man team would fly to NAS St. Helena aboard a GH44 from the CNS Kirov and then emergency deployed to the crash site by a GAL Blackhawk stationed at NAS St. Helena. This operation would be of a clandestine nature for absolute deniability.

Though he is the Commander of Task Force 167 for the overall operation theater commander is Rear Admiral Meenaxi Saxena. The MARCOS Team W26 had arrived at NAS St. Helena an hour ago and while observing the tactical situation decided that more than speed thoroughness was required hence asked for the Metac. The Metac aircraft in question is part of the Regimental Fleet of the 25th Special Forces Regiment based at Nilambur and is flying on an emergency basis to St. Helena.

"Okay guys, wake up. We are almost there. Charan you wake up too. Dont you know these navy guys would go crazy if they see a plane flown only by one half awake pilot?"
"The co-pilot who is sleeping in his chair with an eye patch over his eyes to sleep groggily wakes up, "Hmmm. Okay, now hold on a while longer, kiddo. I will take care of the op and the return flight upto Crozet. Get as much sleep as you can till then, okay?" The Major commanding the Special Forces Metac said while stretching this limbs to get the kinks out of his system. Having flown from Air Force Base Ponnani and refueling over Crozet Maj. Charan had slumbered off to sleep in a thoroughly non regulation manner leaving Lt. Cheng co-piloting the aircraft to handle the flight till St Helena. The daredevil aviators of the Special Forces Fleet are used to breaking usual safety regulations do their types of missions which challenge the very notions of safe flight.

[u][b]Two hours later[/b][/u]

Following a flight path apparently towards Union of Free Africa the MT05101, now painted with still wet fake colors of an old Transvaaler freight airliner is slowly getting closer to the coast of Republique du Fleuve. Around 130 Nautical Miles West of Luanda the rear jump door opened and the team of 8 MARCOS jumped out into the sky. Closing the jump door, the Metac flew on with hardly a change in its course, speed or direction.

Having jumped from an altitude of 32000 feet and in bright daylight, the Captain commanding the Team W26 prayed that nobody sees their free fall. Separating themselves into a rough diamond shape in the mid air MARCOS Team W26 controlled their flight with their adaptive jump suits. At the determined open altitude the commandos would open their parachutes out of synchronism to prevent any mishap and not to create a larger optical cross section for any observer. With their speed greatly reduced the commandos dived one by one in to the cold waters of Atlantic Ocean. Kicking themselves out of their parachutes and on to the surface of the water the commandos first of all retracted their parachutes into a pouch and then donned their diving apparatus which they had attached to their bodies and carried in a rucksack for the jump. While ensuring that none of his team mates have left any innocuous reminders of their visit Capt. Choudhary, the Commander of W26 checked their position via GPS and found themselves to have landed around 1 km West of the target coordinates. At his instructions the team started swimming towards the target coordinates.

Swimming through the cold treacherous waters of South Atlantic Ocean is no mean feat but these MARine COMmandos are trained to operate in even harsher weathers. A dive so close to Equator and that too in day time? This is as good as a picnic! As they neared the target coordinates, the MARCOS two at a time dived underneath on their own power, fighting buoyancy to determine the exact location of the crashed Raven. Diving thus for stretches of five minutes and resurfacing while another two dived back, in around 15 minutes the MARCOS had found the actual wreckage. Now a team of four including Capt. Choudhary and two demolition specialists dived down towards the wreckage. Adhoc ballast weights were gathered using rocks on the ocean floor and thus two Commandos supported the demolition specialists as they attached underwater demolition explosives on to sensitive parts of the UAV while also retrieving the highly sensitive guidance and communication circuits which form heart of RCDF's network centric warfare. After placing the explosives and priming them for demolition, the team surfaced and swam a few meters away from the crash site. Meanwhile Capt. Choudhary activated his encrypted satellite phone which sent a burst of laser to the nearest SRA COMSAT communication satellite of Strategic Command. The communication was forwarded to the Metac whieh was now retracing its course after reaching near the Rebel Army islands near the Space Elevator. As Maj. Charan started receiving the communication feed from the MARCOS commandos he rechecked their present coordinates.

As he came to within 15 kilometers of the commandos the Major took the Metac on a sharp dive. At nearly the same time the MARCOS Commandos formed themselves into a group of 8 attaching themselves to a central harness in extreme tightness to each other. While each commando looped himself and grabbed onto the attach points on his team mates's uniforms Capt. Choudhary shot a gun type of device which shot a capsule to an altitude of 100 meters pulling a high tension Vectran/Kevlar composite weave cable which was attached to the central harness as well as to the individual commando. As the capsule reached an altitude of 100 meters a pressurized canister in it was trigged thus filling the tightly packed Vectran/Kevlar balloons with Helium gas thus keeping the composite cable taut with tension. A non thermal flare would also be triggered which would enable the Metac now flying level after the dive to see it clearly. The skyhook mechanism on the Metac made contact with the taut composite cable as the Metac powered up its flight thus in effect adding another 600 kilograms of weight to its payload. The MARCOS commandos braved this momentous tug of force upon every part of their body as they were lifted bodily out of the water into the air going from naught to 400 kmph in mere seconds. Having received special G Force training along with the best fighter pilots of Royal Cochin Air Force these MARine COMmandos are trained to withstand such forces, despite which injuries are common amongst the Skyhook trained Commandos and fatalities regular.

As the commandos soared into the sky pulled by the Metac the remote detonator on the Raven exploded destroying the last recognizable remnants of the Raven UAV and scattering it into indistinguishable bits along the sea floor. The mission is a success.

Strategic Command has been given a standing order to interdict and destroy any MediaCorp satellites in a Low Earth Orbit above any Cochin or Cochin controlled territories. Strategic Reconnaissance Agency is hereby commanded to plot the courses of every MediaCorp Medium Earth Orbit satellite passing over the territories of Cochin and make active attempts at monitoring communication spectra used by the said satellites.

The GG25 Inter Continental Ballistic Missile launched from Port Blair is heading on a course with an estimated target to be the Lake Balkhash region of Almaty. As the ICBM made landfall over the Coromandel Coast, the Strategic Air Defense Network had achieved a solid track on the inbound missile. However the missile was permitted to go through the multiple ABM defenses and it flew past the Himalayas.

Meanwhile at Bishkek a Strategic Command Jadayu Mark2 is scrambling into the air. The specialized JM2 is carrying a single weapon apart from four Air to Air Missiles for basic defense. Racing up at Mach 2, the JM2 clawed into the upper atmosphere bearing the heavy rocket underneath its fuselage. Responding to the directions from Strategic Air Defense Command, the JM2 maneuvered itself to be aligned with the track of the incoming ICBM and near the edge of its flight ceiling, lobbed its missile payload towards the ICBM.

The modified AIM-SA missile raced up towards the exo atmosphere and at a predetermined range from the incoming ICBM which had by now started making counter interdiction maneuvers triggered its warhead. Unlike the stock AIM-SAs which have Kinetic Energy warhead, the warhead of this AIM-SA is a fission-fusion thermonuclear warhead rated for a blast yield of 500KT. Unlike the normal thermonuclear warheads with radiation cases made of Uranium or lead, this warhead has a case of chromium so that full nuclear yield is converted into neutrons. The intense neutron flux bombarded through the reinforced shell of the missile and fried up the guidance circuits and trigger circuits on the dummy warhead and missile system thus interdicting it before it reentered the atmosphere.

The Strategic Command has thus tested out its neutron bomb Anti Ballistic Missile. The next generation of this missile would see a dedicated Surface to Air platform based on the SDA6.

Several components of the Project Gold Shield are being tested here starting with new design models for the HAWK radars, XL 12 200 NM radars, XL117 400 NM radars, XL27 60 km radar and various airborne and ground borne mobile radars. A larger testing yard is also being created for the testing of the newly arriving Jadayu Mark 4 prototype aircraft and a whole range of Unmanned Air Vehicles developed by Gosree Aeronatics Limited and Mahindra Aviation Private Limited.
