Strategic Reconnaissance Agency's constellation of LEO reconnaissance satellites picked up the troop movements in China. As attempts were made to gain some situation report from the Cochin Embassy in Beijing, SRA's MEO and GEO satellites noted down the thermal blooms indicating destruction of the Articuno Islands' satellites. Special tasking have been given to the LEO recon satellites to increase the monitoring of the developing battlefields in Articuno Islands.

RCDF is going from DEFCON ONE to DEFCON FOUR as a phased reduction in alertness across the board due to the termination of hostilities with Tahoe.

Strategic Command is ordered to DEFCON THREE readiness across the board but DEFCON TWO in Cochin-USC border sectors.

The ELINT Merat of Royal Cochin Navy is loitering in a racetrack course 300 NM West of Silvassa, north of Mumbai. The conformal sensor arrays of the 4 engine transport aircraft is tuned to various communication frequencies known to be used by Madurastan Air Force and Madurastan Navy. The orders had come to track the Madurastan Navy frigates and extreme care is being taken to be as unobtrusive as possible. A high powered optical camera on the fuselage is also tracked towards the radar returns which seem to emanate from the Madurastan Navy frigate. Since this is a new class of vessel all of its parameters would be recorded by the intelligence so that friendly fire would be avoided. Besides though the two nations are best of allies, business is business.

The Merat continued on its routine, aka boring course while continuing to communicating with Cable Nodal Point Porbandar who are calibrating the SCDN instruments upon the course and location details the Merat is feeding them.

GANGOTHRI
ANTARCTICA[/b][/u]

It is the strangest consignment yet to arrive at CBWD's capacious Testing and Evaluation Facility at Station Delta in a remote area of Gangothri Province. Isolated in near center of the entire compound is a large concrete warehouse. This highly insulated and isolated structure is built in terms of three successive concentric layers by the special construction teams of Quarter Master Command's Corps of Engineers.

The outer layer is a concrete hull uniformly 1 meter thick resting on ultra heavy duty shock absorbing springs on a reinforced concrete and piling strengthened foundation, strengthened so that it can survive anything less than a 50KT direct nuclear explosion or a magnitude 10 earthquake upon it. If a greater explosion hits it, the results are acceptable to the facility.

The gap between the outer layer and penultimate layer is always maintained at atmospheric pressure 5 times greater than the maximum recorded pressure in this region. High intensity Ultra Violet radiations lash out throughout this air gap and a system of magnetized ionic filters and nano filters maintain a continued flow of air through this gap so that any aberrant chemical or biological particles would be trapped by the filters.

The penultimate layer is another concrete hull, again one meter thick. They too rest upon the outer layer through a system of heavy duty springs and shock absorbers.

The gap between penultimate layer and secondary layer is maintained at near vacuum by a set of 8 heavy duty suction pumps whose outlets are severely sanitized through ultra violent and chemical sanitization. It is maintained at a temperature of 100K.

The secondary layer like all layers is once again one meter thick. Again a system of shock absorbers as gravitational interface with the other layers.

The final air gap between secondary layer and inner layer is maintained at very high pressure, at 10 times Standard Temperature and Pressure (STP). It is also maintained at an ambient temperature of 373K.

The inner layer encloses a space 100meters wide, 100 meters long and 20 meters high.

This inner chamber maintained at STP of 298 Kelvin and 100 kPa is the testing area. A complicated pressure/temperature lock system enables transfer of containers in intermodal size range, viz, 20ft long, 8ft wide and 8'6" tall. An annex structure maintained at STP serves as transfer area from where a container would be used to transfer contents to within the inner chamber.

The Annex area is now filled with the bleating of around 50 goats, indeed a strange sound to hear in a place so close to the South Pole. The insulated biological transport container had arrived via a HALOB at the Gangothri Air Base and from there air lifted by a GH44 to the Center for Biological Warfare Defense's Testing and Evaluation Facility. The transport container was opened inside the Annex facility and the absolutely terrified inhabitants transferred to the transfer container by the grim faced staff of the Facility. The airlock and pressure lock took them to the inner chamber where the locks on the transfer container opened.

The poor animals perhaps scared of the grim offwhite area in front of them or because they feared to venture out from close proximity with their fellows did not venture out of the box. However the smell of fresh cut grass, water and other manner of fodder placed there earlier by the Unmanned Ground Vehicles of the facility slowly drew them out of the container, permitting it to be withdrawn to the Annex.

An hour later when the animals had greater chance to familiarize with the surroundings vents on a set of cylinders on a corner of the chamber were opened remotely.

The scientists monitoring the video feeds coming from the chamber grimaced at the horrible sights they were seeing. In a few more minutes the entire chamber would become an incinerator, burning at 600 degrees Celcius and thus burning out the last remnants of the 50 dead goats and the biological agents that killed them.

The calibration tests had started, soon the clinical tests would begin to test out the antigens developed by CBWD.

With the Increase In Force order having been issued by the Commander of Royal Cochin Defense Forces, the SSMP is going into full production cycle again. As per full wartime production level, SSMP is now fully staffed and the Battalion of RCSF soldiers on detachment to Strategic Command are in full alertness all over the vast mountain range.

Insulated Unmanned Ground Vehicles are assisting the army of engineers and scientists who have devised this intricate production line. The weapons grade material are being transferred from the Material Storage Facility and are being fashioned into various classes of weapons in an efficient process.

The entire manufacturing facility is insulated and remotely operated and not a single biological is permitted into this area. The operators and engineers are in the separate Command Operations Facility from where the entire assembly process is observed and controlled in all its intricate minutiae and overall generality.

With the orders having been received, the staff now know they have fully one year of war time production levels, a year when they would virtually isolated from the rest of the nation. Though there are quarterly replacements for the staff, they know that for a total of six months this year SSMP would be their home. It was not all that bothersome though, adequate facilities were provided for their quarters, though more utilitarian than luxurious.

The process has now started to strengthen the nuclear arsenal of the Kingdom. The following numbers are being produced for this one year period.

[b]Xinjiang Central Prison,

The secure transport truck of Department of Prisons and Rehabilitation left the Maximum Security Prison with 11 of its most dreaded inhabitants. All repeat offenders in crimes varying from terrorism, repeat murders, serial rapes etc, they are all fully secured with padlocked chains and incapacitating tranquilizers applied to them to inhibit cognition and movement. All of these criminals have been condemned to a death sentence by the Courts and even the final appeal of clemency to the King has been rejected. Their behavior within and without the prison walls have also proved that these sociopaths and psychopaths would never be rehabilitated. Prolonged tenure of these criminals in the Penal System would only increase mortal risks of other prisoners who have better chance of rehabilitation.

At the Auxiliary Air Base Qiemo, a rugged looking Metac is parked in a secure hangar. SWAT teams of the province and DPR's own crack Quick Reaction Team are staking out the plane and the hangar area while the military police from Royal Cochin Air Force are maintaining perimeter watch for the massive hangar. As the truck came to a stop inside the hangar, the DPR personnel carried the tranquilized convicts one by one to their cells inside the aircraft. There are 30 cells in the 4 engine turboprop aircraft, each 2 meters tall and enclosing a floor space of 1m X 1m, with walls of armor plexiglass with retractable slots for transferring water and food. As the convicts are placed inside each cell they are being given a repeat tranquilizer shot. In an hour of heavy work the 11 death row convicts had been transferred to the Metac and with the DPR crew taking their watch positions within the aircraft, the Metac started to roll out of the hangar.

Eight more convicts would join the flight from Tibet and 10 more from Nepal before the Metac flies on towards the Maximum Security Prison Facility at Fort Kuono in Andaman and Nicobar Islands.

The remaining 11 Metacs of the Secure Transportation Fleet of Royal Cochin Police Force are also busy elsewhere in the Kingdom. Almost 780 condemned prisoners in various prisons across the country are making their way to Fort Kuono's Level 5 Secure Facility, where they would crowd it with the 35 inmates already held there. These habitual criminals, the dregs of Cochin society would get there one final chance to redeem themselves for the sake of their fellow countrymen.

Antibodies testing has started on a batch of 50 Rhesus Monkeys - Macaca mulatta - at the CBWD Testing and Evaluation Facility. CBWD agents are arranging further batches of monkeys to be caught from the wild across India especially in areas informed by Ministry of Natural Resources as having been overpopulated by the monkeys to the detriment of Biosphere stability. CCWD is also participating in these tests at the TEF in Station Delta.

Sub Continental Defense Network has been modified to include the Lanka Province as part of its coverage area. New Cable Nodal Points have been constructed at Karunegala, Galle and Batticaloa.

The 10,000 km[sup]2[/sup] expanse of rocky desert in Western Xinjiang is one of the most remote and hostile environments in the Kingdom of Cochin. Almost 300 km from the nearest town, the small town of Lop Nur, Integrated Testing Facility offers several distinct advantages to Royal Cochin Defense Forces. The advent of Rajasthan Canal networks and the succeeding desert reclamation projects in Thar Desert means that the hitherto principal testing facility of RCDF would no longer be available in the near future for testing of tools of wanton and concentrated destruction.

So it was this expanse of land was fenced off to be one of the most secure testing facilities of the Kingdom of Cochin.

The unique geography, the endless flat plains of the long extinct sea which formed the Lop Lake and the wind conditions which prevented fallout fears had succeeded in the choice of this particular expanse.

Formal control and operational responsibility for the ITF fell to the Research and Testing Directorate of Quarter Master Command but strong contingents from Strategic Command, Royal Cochin Air Force and Royal Cochin Army have their presence here. A sizable detachment from Corps of Engineers of Quarter Master Command are also here to construct the various structures needed for the effects simulation for various testing purposes.

The inaugural testing is today attended by Gen. Mahesh Varma, Commander of Royal Cochin Defense Forces, Lt. Gen. Shankar Iyer, Chief of Army Staff, Maj. Gen. Sandeep Zachariah, Quarter Master General and special observers from Madurastan Army. The high power brass are seated in an insulated observation tower which offered 360 degrees view of the entire panorama around them. The 80 ft tall tower is made like a fortress to withstand almost anything except a direct nuclear blast and shielded from radiations. As the senior officers watched an 155 mm Field Artillery gun of Royal Cochin Army raised its gun to a 45 degrees angle, 2 kilometers away. The 155 mm howitzer with a maximum effective range of 60 km due to its Thunder ECT technology had its breech loaded with a GX11 Artillery Shell by the crew. As the officers watched through their binoculars and high definition screens, the lanyard was pulled and atop a tongue of flame the shell was fired.

The 1 Kilo Ton GX11 Fission warhead created a mushroom cloud that had a height of 10,000 feet and its blast effects were measured by a series of manned and unmanned sensor stations located all around the vast testing range. The GX11 tested here is one of the new batch being manufactured to supplement the Kingdom's nuclear arsenal.

The choices were simple for the hardened criminals in the Level 5 Secure Facility in Fort Kuono. It would be unfair to suggest that torture or any such form of excessive force is used here, but this area of the Maximum Security Prison Facility has been particularly designed to be a literal hell on earth. The prisoners in this area are all death row convicts or those sentenced to life sentence of maximum severity. Isolated in soundproof concrete cells with zero human contact permitted, very rarely do any convict remain sane at the time of their execution. It is designed to inflict the maximum punishment on the mind which crafted the inhumane crimes which brought upon this severest of punishments.

Fort Kuono which had been built with a mind to capacity far exceeding its normal occupancy was stretched to its maximum by the 815 prisoners currently in its Level 5 zone. Just one month of mind numbing isolation in these cells had conditioned these criminals ready for the people who came to talk to them. The seemingly drab suits of the questioners did not conceal the fact that these are senior officers of Royal Cochin Police Force.

For a period of 30 days all these prisoners were asked a single question, they were asked whether they would like to volunteer for the Project 628. The questioners themselves did not know what it all entailed, but they were taught what the choices would entail. If they refused to volunteer, they would receive their death sentence as per the judgment, which would not take longer than 6 months for most of them. If they volunteered for the project, most likely they would die, and die horribly, but die knowing that their death would be as a final act of repentance and service to their fellow man. They would be sacrificing their lives for a good cause, however twisted the logic inherent is. If the chances favor them and they survive the Project, they would spend the rest of their lives in comfortable luxury in secure prisons of far lesser severity, in essence their death sentence would be commuted. However the probability of their survival would be slim as per current analysis.

The questioners also added in another thing. If they volunteered for the Project, until the last day of their lives they would be living in comfort and relative luxury.

The prisoners knew that their situation is no different than a goat fed with rich food before slaughter, but most of them decided to play this final gamble of their lives, a gamble seeking redemption.

Of the 815 prisoners, 802 prisoners volunteered for Project 628. The remaining 13 prisoners were executed the very next day at Fort Kuono.
