Ah. But here, note the difference between an eye for an eye and Karma. Karma suggests all will be given their own justice for their actions, and an eye for and eye (vengeance) states that you should give it back as taken. It takes a lot of effort to choose targets for people and I don't envy those whose job it is to coordinate. LiquidMercury's girlfriend must be really pissed at him by now. I don't think most of it was slipping into peace mode, a lot of them hit peacemode before the war started, i remember that being one reasoning to just get the heck in, once they knew the war was coming NPO was diving into peace mode pretty quick.
