Their careworn faces took one last look at the sky before sealing the doors and sinking the city to the ocean floor. They had devised an elaborate system to get air from the surface to the city. Procinctia has existed as a nation of bunker dwellers for a year, we know as much about subterranean dwelling as anyone, and we are more than willing to share our expertise with the Andonian remnant. If it is in the deep water, you need a tech level beyond the RPer with the highest amount of tech to handle the underwater current and the pressure. 2. Anyone can drop some underwater charges into the water, onto your underwater city. How are you going to defend it? Quote

The underwater city is not Andonain propaganda *lie* it's, it's… really, it’s just really… uh technical, that’s the ticket. Scientific stuff, of science.You tech level is WAY too low to have an underwater city. It could very well be conventional bunkers under very shallow water (3-10 ft estimated), the water is necessary only as camouflage, to hide from prying eyes and satellites.
