To the members of the R.U.S.S.I.A.N pact:

The Government of the U.D.R.V. invites all RUSSIAN pact members to (another) summit in Vaule's capital Sygh-Varthys.

Proposed Agenda

-Input from new member nations regarding RUSSIAN policy thus far

-Further discussions regarding the possible introduction of a RUSSIAN common currency

-Extension of the RUSSIAN rail network plans to include new members

-Extension of the RUSSIAN missile defense network to include new members

-Proposal for RUSSIAN Naval Exercise.

-Discussions regarding the disturbing statements about RUSSIAN issued by the Uyghur Khaganate

We approve the UFE's petition and grant them observer status at this summit

Ambassador Nikolai Ushakov and his assistant are already on their way.

Preparations have been made for their arrival have been completed

Crimean representative arrives.

The Crimean representative is escorted to the Conference Hall.

We will begin once the other RUSSIAN pact members arrive.

It appears that Forever Battlefield, Estovakia and Rossiskaya are not yet here. We will begin the summit anyway. At this time we invite the Crimean Representative to take the floor to discuss their view regarding RUSSIAN policy thus far, as well as the prospect of a RUSSIAN common currency.

RUSSIAN common currency should be something of a must. Our bloc is close, REALLY close. we have faced every conflict together and stand together. There is no reason our economies should not be more united. I suggest the Vaule's currency. they are a central unit in RUSSIA. I agree that dual currencies can be used but that the use of a RUSSIAN currency is a must.

I, myself, am willing to transfer Northern Empire's gold to a Vaule coinage system.

Rail networks and a trans-RUSSIAN highway system will be drawn out if others agree to it.

The Crimean representative, Buros Venosluv, walks in front of the group,

"Hello dignitaries and representatives, ladies and gentlemen, members of the R.U.S.S.I.A.N. Pact, I am Representative of the Crimean Empire Buros Venosluv. The policy of the Pact, as my government and I see it, is a very good one. Not only does it offer protection militarily but also insurance economically. We are, undoubtedly, the powerhouse of the north. The workhorse of the east. Over the recent years, members of the R.U.S.S.I.A.N. Pact have worked to secure their borders, increase economic prosperity, and work for the good of the Pact. Although a fairly new member, the Crimean Empire has, and always will, stand in awe of the R.U.S.S.I.A.N. Pact. We have seen the Pact grow from a mere idea leaked out of the Russian Empire to a bloc of nations supported by similar policies and strong foundations.

"This meeting has been called here, to the beautiful city of Sygh-Varthys, to discuss alliance changing decisions. I've been called upon to open this meeting and I'd like to say it is with my greatest honor and pleasure, that this meeting is called to order!

"Our first discussion, according to my understanding, is a common currency. Empress Stephanie Carbon has expressed to me personally that taking away the Crimean Dollar from our citizens will be the second, single, greatest loss our country will ever endure next to losing our sovereignty. The Crimean Dollar, which has been used by Crimeans for 500 years, is part of our culture. Our heritage. Should a new currency be used, we would like to request we keep ours. Thank you."

Buros then sat down, awaiting the next speaker.

The Vaulian representative stands:

"We understand Crimea Iso's apprehension at the idea of a common currency replacing their own. Perhaps we could discus a dual-currency system whereby those members who do not wish to entirely transfer to a new currency, may use both their own currency and the common currency. Such a system, however, would require strict rules regarding which currency may be used for what purpose.

I propose that those willing to go through with a complete currency change should proceed, while those who wish to retain their own currency will be permitted to do so under the dual currency system.

Regarding Vaule, it is still undecided if we will use only a single common currency. If Vaule decides to go the dual currency route, we would use the Vaulian rouble within Vaule and the Russian Common currency for external trade with a fixed exchange rate between the two. If Vaule decided to do a complete conversion to the Russian Common currency, then we would estimate approximately 1 year until the transfer is complete and all old currency would be phased out.

Once this matter has been further discussed, we can move to a vote.

On another matter, one of significant importance, is the pact's view of the Uyghur Khaganate. So far, Vaule has imposed stringent travel and economic restrictions on dealing with the Uyghur Khaganate. We would like to hear from other members on how they believe it would be best to proceed."

Ambassador Ushakov chuckles

"Yes the Uyghur Khaganate. They believe they are better than us yes? From day one they have accused us of attempting to impose our will upon others, when infact we're merely protecting ourselves from those who seek to impose their will upon us. They supported Nordland in the war, and badmouth us every chance they get. all I can say is we wont be able to ignore it for long."

Ambassador Voros addresses the crowd:

"Crimeo Iso can continue with thier own currency, but we'd hope that they would invest themselves into a dual currency system so that the RUSSIAN economy can spread to thier naiton as well. We'd hope they accept this.

As for the currency to be used, the Vaulian rouble seems an acceptable choice. The Northen Empire will begin the transfer as soon as possible. We hope our move to this currency will promote others to do the same.

The Uyghur Khanate has spoken badly about us. We should consider them a future enemy. For now, we should address them, find what thier dilemma is and make sure they know our side of the story. If they seem content with just holding a lasting grudge without any sensible thought, then there is nothing we can do until they slip up and give us the chance we are looking for. Until then, let us try diplomacy."

An Estovakian diplomat arrives shortly after the summit begins and takes a seat whilst listening to each nation's represntative discuss their view. After sending a brief electronic message to the Empress the woman recives a reply and clears her throat before speaking. "Empress Kusanagi agrees with all of the suggestions put forward except that a much harsher response must be made on the Uyghur Khanate and she feels that a show of military force into their nation would provide a much better message than just continued talks and just watching them".

"I don't think military force would be a good idea, mainly because we would be walking right into their trap. So far they have said or done nothing to permanently damage our reputation. However if they had we must remember who we would be going up against. The Khaganate like so many other nations hide behind the RA, and the RA will defend their puppets no matter how wrong they may be.

I think we should fallow Vaule‘s example. Cut trade, cut aid and end travel between all RUSSIAN signatories and the Khaganate. This way they can be sure we are not in any way trying to impose our will on their quaint little country.”

"The Crimean Government would approve a dual currency. However, there is no guarantee that our citizens will use the new RUSSIAN Common Currency. Perhaps, rather than changing currencies in Crimea Iso, we simply change the value of the Crimean Dollar to match that of the RUSSIAN CC. Of course, all foreign exchange between Crimea Iso and her RUSSIAN Allies will take place using the RUSSIAN CC."

Regarding the Uyghur Khaganate, We propose a round of RUSSIAN sanctions. That way we get our message across but do not go too far. We can make it clear that we are open to discussions and seeking a diplomatic solution. We do not approve using military action against them at this time.

We are preparing a draft of such sanctions and will present it shortly. What is the opinion of the UFE on this matter, and would the UFE be willing to sanction them as well?

We shall sanction them. But we ask that we meet with them as well to discuss wether or not these tensions created by them will cease.

Bridges might need to be placed, but i think with international RUSSIAN funds, we can provide suffient funds to complete this project with ease.

Estovakia will also place sanctions like the rest of the R.U.S.S.I.A.N nations have done so also we fully agree with the transportation system and shall do our best to help construct it.

We have not yet implemented the sanctions. Vaule will submit a set of proposed sanctions, based on the ones we have already implemented. Should those present approve our draft resolution, we could then proceed to implement the sanctions.
