Access to Eachothers Missile FacilitiesTo verify article I, article II will give each other access first launch systems if permission is sought first to verify their no longer hot trigger status. This applies to weapons targeted at each others borders. It has been Vaule's policy thus far, that no other nation (even RUSSIAN pact members) will be permitted any form of access to our missile facilities in whole or any part thereof. We have no intention of changing this policy. While we are more than willing to agree to all of the other terms (including Article 1), our position on Article 2 is as stated above. IC: The principle focus of the strategic cooperation treaty is for countries with strategic arsenals, therefore it makes little sense to have signatories without strategic arsenals. However for them we are petitioning as said to be permanent observer members to the bloc where we will sign ODP and non aggression parts.
