Your Government Position on nuclear weapons set to allow them You are required to fulfill all three requirements to get nukes. Uranium+large war chest+hidden nuclear silo+Weapons Research Complex+loads of tech (I think)+MP (only if the CN nation isn't in the 5% zone)= powerful nuke attacks. Infra+tech+land+economical improvements+economical wonders= more tax collection, resulting in larger war chests, and faster way to get nukes.
