Monarchy was widely considered the best for quite a while, now it seems to be a toss up between Monarchy, Capitialism, Republic, and Democracy. What do you consider to be the best? You'll find a general consenus that Democracy is the government of choice for collecting taxes. Capitalist is good for paying bills and buying infrastructure. Communism is a good war government. If you don't need the environment benefit, Revolutionary Government is good because it gives the +1 happiness for collecting as well as the benefit for bill paying and infrastructure purchases. They fix your env +1 and may even let you lose a borderwall if you have them. Republic or Capitalist are almost the same, you have to decide if 10% spy odds are better than the 5% upkeep discount. If you have 50 improvements $3000 * 0.05 * 50 = 7,500 a day. Democracy VS Republic, you have figure out if +1 happy is better than the env / peeps per mile fixes.
