The Imperial Axis

Preamble: We, the Imperial Axis (tIA), come together to form a dignified alliance to stand tall in the CyberVerse. We are a brotherhood, gaining our strength from our fellow members. Our brothers must take pride in our alliance and our ability to fight, and must truly believe in "Dum spiramus tuebimur" (While we breathe, we shall defend). They must uphold the moral values of tIA, with character, dignity, integrity and pride.

Article I - Admission

1) Any nation (that isn't on another alliance's ZI list) is welcome to join tIA, we offer protection and charity.

2) In order to gain admission into the Imperial Axis, a nation must fill out the form properly in their own thread in the correct area on the official off-site forums of tIA.

3) Each applicant will undergo a period of questioning upon the first day of admission. This is standard procedure to figure out the history of each and every prospective member.

4) Each applicant will undergo a ten (10) day training period to learn the processes of the Cyber Nations game, and that of our alliance.

Article II - Membership

1) By agreeing to join the Imperial Axis, a nation is agreeing to adhere by the rules and procedures of this charter and in official alliance policy codes or government rulings. In the case said rules are violated, refer to Article VI Section 1

2) Upon admission into tIA, a nation is agreeing to be a member of the Imperial Axis, and of no other alliance.

Article III - Forum Behavior

1) A member nation is to remain courteous and respectful at all times.

2) A member nation is expected to help the alliance in all ways, and do their best not to tarnish the image of the alliance as a whole.

Article IV - Government Structure

1) Field Marshals- The joint leadership. Appointed, two members.

2) Joint Chiefs of Staff- Appointed, two members. In charge of overseeing the interpretation of the charter, and heads the justice department. Also, personal assistants to the Field Marshals, assigned to assist the Field Marshals in the running of the alliance. The Joint Chiefs of Staff have the same power as the Field Marshals, but may be overruled by them.

3) Secretary Positions - Are to be elected by the vote of the entire membership every 45 days in periods of stagnancy between elections. The Secretary Comptroller, Intelligence, and Policy will be grouped together in the same election week, and the Secretary of Defense and Personnel will be grouped together in another election week.

i.) Secretary Comptroller-In charge of all things financial, ranging

from aid requests to war-rebuilding.

ii.) Secretary of Intelligence-In charge of all things dealing with

The Alliance's foreign policy. Heads the envoys and diplomats.

iii.) Secretary of Policy-In charge of all things domestic including tasks

like forum masking, creating audit lists, locating ghosts, and heading

the school of knowledge towards all members. They are expected to

work closely with the Secretary Comptroller and the Secretary of

Defense.

iv.) Secretary of Personnel-Responsible for the upkeep of all TIA

members. Some of their responsibilities include heading the

recruitment and recording activity within members.

v.) Secretary of Defense-Heads the warfare programs in the alliance,

writes military guides for the betterment of the alliance, and organizes

attacks against rogues and ghosts when necessary. Expected to work

closely with The Secretary of Policy.

Article V - Membership Structure

1) Private- Standard Member. After one week trial period they are promoted.

2) Corporal- A member who has been in the alliance for more than a week. Corporals are eligible for basic aid programs.

3) Sergeant- A member who has been in the alliance for at least three weeks. Sergeants are eligible for all programs, and low level government positions.

4) Master Sergeant- A member who has been in the alliance for one month and over. All government officers regardless of position will be awarded this rank.

5) First Sergeant-A member can be promoted a First Sergeant only by a First Sergeant or a Sergeant Major if they are viewed to have evolved throughout their time in the alliance, and have shown respect, determination, and loyalty to the Axis. This signifies a change from what can be viewed as the first stage of the alliance to the second. All government members that are Secretaries or above will be awarded the rank of First Sergeant as well.

6) Sergeant Major- A rank in which only the past and present Field Marshals and Joint Chiefs of Staff may hold. Holding this rank allows you to become an honorary adviser, and the Sergeant Majors will become direct liaisons from the general member base to the government.

Article VI - Justice

1) All members accused of a crime against tIA or any other alliance is to stand a trial with the Secretary of Policy presiding as judge, and the Field Marshals (2), Joint Chiefs of Staff (2) and the Secretary of Personnel (1) serving as jury. If convicted, the ruling is final, and supported by the entire tIA.

2) The decision reached by the five (5) members of the jury is final and can not be disputed unless by a 2/3's vote of the general membership.

Article VII - Legislation

1) For a treaty to be passed within tIA, there will be a vote. Each Field Marshal shall receive 1 vote, while each Joint Chief Of Staff shall receive .5 votes. For this, majority wins. In the event of a tie, the Secretary of Intelligence will vote. He will be given .00000000000000000000000000000001 vote.

2) For a Declaration of War, the same principle will be followed as above, except in the case of a tie, the Secretary of Defense would be called upon to vote, with his .00000000000000000000000000000001 vote.

Article VIII - War & Nuclear Weapons

1.) Any attack on a member nation of The Imperial Axis will be treated as an attack on the entire alliance. Proper ramifications will be sought.

2.) In the event of an attack on tIA by another alliance, tIA vows to seek diplomatic resolutions before resorting to all out warfare.

3.) Any member nation of tIA can "tech raid" an unaligned nation.

i.) Tech raiding is done at the nation's own risk. tIA will not financially

support a nation that is involved in a tech raid until the war is expired

or peace is reached. All tech raids must adhere to the tech raiding policy.

4.) Though the research of nuclear weapons is embraced by tIA, all member nations are not to launch nuclear first strikes unless otherwise noted by one of the Field Marshals.

i.) In times of nuclear conflict, tIA will use nuclear weapons strictly as

defensive purpose if so approved by the Field Marshals.

Article IX - Charter Amendments

1) A Charter Amendment may be presented by anyone in a Government Position only. Once created, the bill must be passed by a majority vote within the Field Marshals and The Joint Chiefs of Staff, where the FM will receive 1 vote each, and the JCoS will receive .5 votes each. Should it pass, it will then go to the whole membership to vote on, and majority wins.
