East Asian Imperium - United Caribbean States Diplomacy

The Imperium had already begun making the required moves to securing the Pacific Ocean, but there was still the canal zones as a potential issue for the Pacific Security. The United Caribbean States movements were noted, and once both canals were secure, the decision was made to send a diplomatic inquiry to restore agreements that the Imperium once shared with Tikal.

Dear Adriana Gonzalez,

The world we inhabit has changed much in the past decade, and with your current stewardship of the Central American Canal Zone, we feel a diplomatic discussion should be held regarding this most important waterway. The Imperium has taken steps to ensure the security of every other entrance to the Pacific, and is further taking steps to ensure that we are able to observe any potentially hostile movements anywhere within the Pacific, a positive relationship with the Caribbean States would further cement the freedom and security of the Pacific for civilian traffic, as well as provide the UCS with our own intelligence capabilities. If your government wishes to work with the Imperium regarding these matters, I will personally visit your capital to discuss these and other matters of mutual benefit.

Noting the advancements of Havana as they drove, he was almost reminded of Tokyo, "The Imperium once held Tikal as its closest ally, with your current stewardship of the Canals, our respective nations are in control of the gates to the Pacific, so to speak. We has experienced several nations attempting to wrest control of the Malacca from us, and we would like to support your own control of the Canal zones, whether diplomatically, or militarily if required, the Pacific Ocean is of the greatest importance to Her Imperial Majesty, and she believes that we can find a common ground in regards to this subject."

"I'm sure we can reach an agreement, however we do have some concerns that we need addressed first. As the security of the Pacific is of the greatest importance to you, the Caribbean and to a degree, the eastern coast of the Americas, are to us. The Imperiums recent claims in south America have caused us some concern. We have no desire to challenge your nations claims to these island's, but we are concerned of future expansions into the Americas by The Imperium, particularly into Central and South America. If we can reach an agreement on this matter, it will go a long way to alleviating our concern and getting the senate to agree to whatever the final product of this meeting will be."

"You have valid concerns, and I can agree that any final product can reflect that we have no interests in further expansion within South or Central America. The collapse of the NWO and so many American nations has left the continents weak, and of those who remain, I do not believe are able to exert much political or military pressure outside of their own nations, with the exception of your own of course.

 

Cascadia is building an Empire, California and the Plains Federation have been silent, and the North Atlantic Federation our intelligence suggests has recently undergone a civil war after their most recent elections. The Imperium doesn't have much of an interest in interference within your continent, but the loss of Tikal meant we were left blind within the Straits of Magellan and the Pacific is far too big for us to secure with mere patrols, having advanced warning of possible threads affords us more liberty of consideration for our own naval movements. We of course will use our own diplomatic and military leverage to ensure that South America remains free of any other colonization if that is your desire, Asia also experienced its own period of proxy warfare by Europeans, I would guess that it is your fear that South America would begin to be used as a battlefield between Asia and Europeans seeking to restore their colonies."

Article I: Non-Aggression
The undersigned agree not to take aggressive action, overt or covert, against each other.
 
Article II: Economic and Scientific Cooperation
Both signatory parties agree to create the necessary infrastructure for civil cooperation between scientists and to make possible exchanges of data and personal for common benefit.
Both signatory parties may provide economic aid and/or humanitarian assistance in times of national emergency when deemed necessary by the concerned party.
Both signatory parties agree to work together more closely in the matters of space exploration and aerospace technology.
 
Article III: Intelligence Sharing
Should any covert or overt threat be made to a signatory by a third party, it is the duty of the other signatory to share any information they may have on the threat.
 
Article IV: Pacific Collaboration
As the gate holders of the Pacific, both signatory parties agree to work together to strengthen relations between the nations of the Pacific in order to promote a safer mutual ocean, with the intent of keeping the Pacific war free and stable.
 
Article V. Mutual Respect of Political and National Boundaries 

The Imperium agrees to not maintain any further expansion into Central or South America. The United Caribbean States agrees to not interfere with the Imperium's goal of Pacific Security, and acknowledges that ideal, in exchange the United Caribbean States will be granted membership within the Pacific Rim, and access to the Pacific SOSUS and Radar Networks when completed.

Article VI: Cancellation
This agreement holds indefinitely, but can be cancelled by any of the two signatory parties at any point of time, provided notice has been given to the other signatory party at least 1 year(OOC: 10 days) in advance.
