The Southern Cone region of South America has faced hardship through the last decades. Wars, impoverishment, corruption and foreign invasion name a small number of afflictions they have seen. In their past, they have warred and made peace. They have threatened and supported. The relationships between Argentina and Chile and Uruguay and Paraguay created a unique web as they grew in wealth and power alongside their Portuguese comrade, Brazil. The era of war has come to an end as the Holy American Imperium resurrected. Underneath the veil, the mestizo population of the Southern Cone has come together as one. United as a nation for the protection of their culture and their land, they work with their indigenous comrades.

 

Political and military leaders join together, in perhaps the most cliché matter, to discuss what they must to do secure their nation and ensure its success. They took upon the readings of Mariategui and Marti with an understanding that the power must always rest with the people and their ability to provide for their family and for their nation. They must remain independent and against those that seek to influence their internal affairs. They must create a responsible government for the people to usher in a new era of prosperity.

 

To usher in elections, the leaders of the military sought to maintain stability. Admiral Rodolfo Codina Diaz, the commander-in-chief of the Chilean Navy, took the lead on establishing the temporary council of leaders while a constitution was written and permanent leaders elected. The regional civilian leadership did not see the reason for military control, but did not protest the idea due to the promise of elections. Diaz, as the leader of the newly formed council, would officially request the regions of Chile, Argentina, Paraguay and Uruguay be allowed to form as the Southern Cone Republic (Republica del Cono Sur).

Diaz called Wei Hai, Grand Secretary, in order to formally ask permission for independence to form a new government and nation. Without this formality out of the way, any further planning was wishful thinking.

A leaked bobtube video would show the Department of Uruguay Administrator Rapheal Montessori, formerly of Chile, spontaneously break out into song and dance at the news of the rise of the Southern Cone Republic.

Diaz laid the phone down on the receiver and turned to his counterparts. His face didn’t show emotion for a few seconds before a smile appeared.

 

“We can begin planning for the future.”

 

An official declaration of existence was announced to the world at a press conference led by Diaz. He would state his intentions for creating a democratic government dedicated to improving the life of the average citizen. The process, he declared, would be finished by the end of the year to ensure proper elections could take place. While this would be going on, the various commander-in-chiefs from the regions armed forces would form a council of 12. This council would be charged with creating a constitution and maintaining order during the transition period.

 

After the press conference, there were a small number of low-key protests over military rule, despite it being a temporary measure. While the media attempted to report on the development, they ended as soon as they started, prompting people to believe it was merely a rumor. The reality in the country was numerous arrests were made and charges filed against the hundreds of instigators. In the towns where they occurred, a curfew was instituted by their respective mayors.  At the provincial level, civilian leaders applauded the transitional governments’ efforts to provide stability for the electoral process.

As the election time drew nearer, the Council was nearly finished with the constitution. Diaz, as head of the temporary council, was encouraged by his peers and family to campaign for the Presidency. The reality of the situation was a little different. Rodolfo wanted to lead, however he was fine remaining the Commander-in-Chief of the Navy.

The constitution details a democratic, yet stable system which is based in the democratic and militaristic governments from previous ruling groups. The Southern Cone will have two councils, one of military leadership and the other of political leadership, where military leadership could be on the political council as well. Diaz will serve as chairman of both councils, after being elected so by the members of each.

Diaz spoke to both councils, primarily those against this system, to assure the stability it will provide for the nation and for the reemergence of a strong Latin American nation.

“The time has come” he said, “to create a defense against those who seek to influence our internal politics and our way of life. We must have a strong military, with an equally strong political structure, to ensure our preservation. We must work in unison, as a united force to lead this nation by example and to be an example of power and prosperity in Latin America. We will work with our counterparts across the continent by encouraging cooperation and unity as a region.”

Televised to the public as a passionate rally call for volunteerism, national pride and cultural pride, there seemed to be millions of supporters in favor of Admiral Diaz’s position. Supporters rallied in the street, drowning out any source of dissent. Police stationed near the groups watched on, looking for any possible signs of trouble. Mayors looked from their windows and watched people marching on, shouting their new leaders’ name. Some of them had worrying looks on their faces. Many of them were alive during the Pinochet and Dirty War era. They feared for what might return, yet they were optimistic.

As soon as Admiral Diaz was made leader, he pushed for communication with his counterparts around the world. The government would respond to the nations seeking to meet with SCR representatives. Diaz would also push for representatives to meet with nations abroad who are of interest to the Admiral’s plans.
