In light of the theocratic tendency and history of terrorism from this regime, Tianxia shall not permit this government to acquire: long range combat capable aircraft (defined as a combat radius greater than 550 kilometers), nuclear weapons, missiles in range greater than 500 kilometers, more than 100, 000 soldiers and 1000 armored vehicles. Mercenaries or other third parties used to bypass these regulations will also be denied. Further Russian and Tianxia Inspectors must be allowed unfettered access to verify this. We are nothing more than a mountainous community seeking independence. How would you expect our nation to acquire 100,000 recruits, when our population is only 2 million strong? And our air force is but nonexistent! We would be pleased with a machine that could fly! Even so, we bow to your terms, and your leniency to our Republic in times of instability. We must note, though, we do not hold a terrorist past. Would one consider the American revolutionaries terrorists? We never targeted civilians, we only fought for independence.
