DoE: The American Commonwealth

[u][b]Harrisburg, Pennsylvania[/b][/u]
Outside the Pennsylvania State Capitol Building a crowd numbering in the thousands surrounded the main entrance being held off by barricades and a heavy security presence of police and national guardsmen. There were also dozens of news camera crews reporting live for what was to be a major and historic announcement. A podium occupied the center of the stairs with a giant Pennsylvanian flag set up behind it. A man walked out of the building who was recognized as the governor of Pennsylvania, David Bronston. He was flanked by two more people; Alicia Worthington, the governor of Maryland and Paul Michelson, the governor of New Jersey. Governor Bronston approached the podium set up in the center of the stairs and began his speech.

[i]"My fellow Americans, today is a great day for the people of Pennsylvania, Maryland and New Jersey. It has been several weeks since we were granted independence by the Empire of Pravus Ingruo. Since then we have had a multi-state referendum to determine the futures of our respective states. Yesterday the votes were counted and the people of our great states have decided to come together in a show of unity and the hopes of a better, more prosperous tomorrow."[/i]

A massive cheer erupted from the crowd that went on for several minutes before everyone started to simmer down and let the governor continue.

[i]"As such we declare to the world that the American Commonwealth now exists. It shall be formed in the spirit of freedom and democracy that has always been an American tradition. The proposal to create a central government is being worked out by the legislatures and governors of all three states. Until then Governors Worthington, Michelson and I shall run an executive troika until such time as a government is created. I truly believe this is the beginning of a new age for the people of the American Commonwealth."[/i]

The Californian Republic will extend recognition to the American Commonwealth. May your nation prosper and have a peaceful existence. California is open to developing relations with all North American nations, we do request to have a leased building for an embassy. You may also set up an embassy in Sacramento by contacting our Foreign Relations Office.

The American Commonwealth will provide an embassy and shall establish one in California to lay the foundations for future relationships.

The Confederation of Κυκλοι recognises this new American nation and hopes they will be interested in exchanging goods by trade and embassies. The Confederation also wonders if the land of this new nation incorporates the city and surrounding metropolis of Washington.

While our government isn't fully functional yet such a visit would be an honor. Arrangements can be made for a tour of the nation, meeting with current political figures or whatever else strikes your fancy.

We accept an exchange of embassies and would welcome a discussion of trade between our nations. To answer your question, Washington D.C. is a part of our nation. It is to be our national capitol.

It is the understanding of the Confederation that despite recent drilling efforts in northeastern Pennsylvania, your nation does not sit in a petroleum-rich area. We will be happy to enter a treaty of exchange of oil for tobacco, steel, and zinc.

On the contrary drilling and natural gas recovery efforts in the Marcellus Shale Formation have been highly successful. It is in fact a quickly growing industry that will assist in meeting our energy needs. However, you are correct in saying that the American Commonwealth possesses no notable crude oil reserves. As such most crude oil and petroleum products must be imported into our nation. With that being said we'd be happy to accept your offer of an exchange of goods through the Treasury Department's Trade Bureau which will put you into contact with domestic companies that are able to meet your needs. On top of that the federal government has decided it will be important to build up a strategic energy reserve and would therefore be willing to directly purchase crude oil from your nation.
