A Message to Emperor Thomas Atkinson-Asgiersson, Protector of the Empire, Captain, Lord Sovereign of the East Coast

From: Robert Paradis, Mayor of Columbia & President of the Council of Mayors

A recent census of the city of Columbia has revealed that 64.9% of the population is in favor of forming a nation in conjunction with the other cities in Missouri.

In a meeting of the Council of Mayors last week, we discussed the possibility of independence. Most other mayors found the same- that a majority of the population supported independence. We concluded that, based on the will of the majority, Missouri should declare independence from the Empire of Pravus Ingruo as soon as is reasonable. We realize that this is a large step, and wish to work with the Empire to ensure our security, and yours, until a stable government is formed.

[size="6"][u][b][center]Formal Declaration of Independence[/center][/b][/u][/size]

We, the members of the Council of Mayors, in accordance with the will of the majority, do on this day declare that the State of Missouri is independent of the Empire of Pravus Ingruo. Based upon this, we declare these:
1. The cities, counties, etc. of Missouri shall be known collectively as the Federation of Columbia.
2. The state of Missouri, as of this day, ceases to exist as a political division.
3. The Council of Mayors and its President shall serve as a transitional government until such time as a Constitution can be drafted.
4. The Federation of Columbia be a nation of peace, prosperity, and security, from those who would take those from us.

It is the [u][i][b]FEDERATION [/b][/i][/u]of Columbia, not the Republic of Columbia.
