  1. All of the doors had been locked, the chamber swept for bugs, and all cell-phones turned in before the closed Joint-session of congress.

     

    Senator Morgan, chair of the Join Committee on the Conduct of War, would ask recognition from President Reese to address him and the congress. "Mister President, Madam Vice President, fellow members of congress, the Joint Committee on the Conduct of War - which consists of myself, a few members of the Senate, and about a dozen representatives from the House - have worked hand in hand with the Senate Select Committee on Intelligence these past few hours via telephone and video conference before meeting here in Oklahoma City. After hearing several reports from the Kansas National Guard, State Government, the Texas National Guard, and the Texas Rangers I can now confirm that the forces currently attacking our Federation are of a nationalistic, fringe group who have acquired weapons, ammunition, and vehicles. 

     

    "These men are not simply guerrillas or rebels, most of them seem to be highly trained. The Kansas National Guard shot down several F-16s, F-15s, a few F-22s, and at least five strategic bombers heading towards Federation military installations and population centers. They have highly trained pilots, paratroopers, and special forces who all seem to be ex-military. Their goals, from what we gather, are to obtain entirely or partially the State of Kansas and possibly the State of Colorado to be under some type of militaristic government. Personally, I believe we are dealing more with a Mongolian horde here than an actually military under a legitimate government. 

     

    "Before we get into what actions the Joint Committee on the Conduct of War suggests we take, I would first like to make a quick recap of events. On Friday, June 27 at approximately 5:10 in the morning the Kansas Air National Guard scrambled two jets to intercept a bogie heading towards closed Federation air space from Nebraska. The bogie turned out to be two F-22s who were scouts for an armada of fighter aircraft escorting dozens of bombers and troop transports. The Kansas Air National Guard was not able to see the incoming armada of aircraft because we believe either their radar or aerial tracking equipment was either scrambled or hacked. Once logging onto the Federation Air Force's radar nodes, only then could they see what was coming at them. President Reeses was contacted immediately. Colonel Sanders, Commander of the Kansas Air National Guard, put out a call for Brigadier General Simpson who lead the push against the rebels that attacked Wichita a few months ago. 

     

    "A distress call was made to the Federation military and other State National Guards who could help immediately in defense of Kansas. The Texas Air National Guard deployed its entire 4th Air Wing to Kansas to assist in stopping the progression of any foreign military aircraft along with 18th Corps of The Texas National Guard consisting of 20,000 soldiers. The Texas Rangers passed onto Texas Governor Anthony Sparks that there were unconfirmed reports of paratroopers in the Oklahoma panhandle and south Kansas border near the panhandle which prompted the immediate response. So far, from what we can gather, these reports were false. But we certainly are not out of the woods yet. 

     

    "As of now, roughly everything above I-70 is not under our military control in the State of Kansas. In Colorado, we do not have control of anything north of Highway 34 or East of Highway 71. The good news is that they control no major population centers outside of a few towns, the bad news is that over 400 people were killed in Denver after a strategic bomber made it through our air defense and into the city. It was shot down before it made it to downtown, but eight of the twelve runways at the Denver International Airport have been severely damaged which will make relief and military options in the area a bit more difficult. 

     

    "Now, everyone is caught up and has been briefed. This is what the committee, who has also spoken with the Army, Air Force, and Kansas National Guard, believes we need to do in order to resolve this situation. Kansas Intelligence believes the foreign troops in their State number between 15,000 to 25,000. There is such a big discrepancy because they still have forces moving in. But there is something that we know, which they think we do not. They have three main Forward Operating Bases which they tried to camouflage but our three remaining spy satellites, the other two which have been shot down, were able to find them out of the fog of war. 

     

    "One is north of Salina at the end of I-35 where it turns into highway 81. The other is just outside of Leavenworth which is not far from Kansas City. The third one is in Colorado, just south of the Prewitt Reservoir. We have sustained losses on the ground in the air, but we seem to be far superior in the air as it stands now. Currently, there are no advancements being made but it is only a matter of time before they push forward. We advise, Mister President, a plan thought up by a pilot in the in the Louisiana Air National Guard. The Texas and Louisiana Air National Guards have, together, six B-52 Stratofortresses. The plan is pull the same trick they did on us - scramble their radar so they don't see us coming and bomb them to hell early in the morning. This would require leadership from the Air Force to guide those bombers at all costs to drop their full payloads on the enemy and hopefully annihilate a large portion of their ground forces. After that, we can push forward and reclaim what has been taken from us. 

     

    "Also, Mister President, and my fellow congressmen. This act of war can not go unpunished. I believe we need to launch a full scale invasion of the regions of Nebraska, South Dakota, North Dakota, Iowa, Wisconsin, and Minnesota. From there, we can systematically dismantle and destroy this organization and establish a protectorate over this region with cooperation from Cascadia and possibly the new state of Free America. We believe Brigadier General Simpson should lead our ground forces.

     

    "I also advise, Mister President, that Vice President Kennedy or the Secretary of State contact the United States government and fill them in on what has happened, what is happening, and what we plan to do after we bomb those invaders to kingdom come. I'm sure the Americans are worried about their own national security and we don't want them to think we are rapidly expanding our borders either. Finally, I would advise that we do not seek the help or assistance of any foreign power for the reason being that this militaristic group most likely has derived its strength from a sovereign nation feeding it supplies. We wouldn't want our enemies friend shooting us in the back of the head after promising to give us a helping hand... Thank you Mister President, I now yield."

    General,

     

    As I assume you know, the State of Kansas is under attack what seem to be either nationalists from Nebraska or a greater fighting force. While I believe the Federation military can put this down without too much effort, I believe it is our responsibility to help in any way we can. I am ordering that the 18th Corps, consisting of 20,000 Texas soldiers, to be deployed to Kansas once they are mobilized. The Texas Rangers in Amarillo believe that paratroopers may have landed somewhere north of the Oklahoma Panhandle and pose a serious threat to Amarillo and the mostly undefended rural areas of the Texas panhandle. 

     

    You are to eliminate all enemy combatants that pose a threat. Coordinate with the Air National Guard to go ahead and paratroop soldiers into Kansas however I warn that a sizable portion of the State may be under threat within the next few hours. Proceed with caution and be ready for combat. I am in contact with the Governor of Nebraska who has reported to me that Wichita is currently not under siege of any type but intel believes it will be soon. Everything above Interstate-70 is believed to be under control by this group while there may be scouts closer to Texas/Oklahoma panhandles.

     

    I am also ordering the activation of 1st Corps and the 2nd Corps, consisting of 40,000 Texas soldiers, to move into FOBs in north Texas outside of the metropolitan areas of Dallas/Fort Worth, Wichita Falls, Lubbock, Amarillo, and any other strategic points that you may find of value. The 1st Air Wing of the Air National Guard will be providing your men air support. I advise that the 3rd Corps and 4th Corps, consisting of 40,000 men, but put on battle-ready alert and head to their bases immediately in case of need for deployment.

    General,

     

    As I assume you know, the State of Kansas is under attack what seem to be either nationalists from Nebraska or a greater fighting force. While I believe the Federation military can put this down without too much effort, I believe it is our responsibility to help in any way we can. I'm ordering that the 4th Air Wing be deployed to Kansas immediately and be fully armed and fueled. There are unconfirmed reports that paratroopers have dropped as far south as the Oklahoma panhandle or close to it. You are to see to it that all foreign bogies are shot down while on your way to Wichita. From there, coordinate with the Kansas Air National Guard in repelling whoever these foreigners are. In addition to the deployment of the 4th Air Wing, I am activating the 1st Air Wing to patrol north Texas, specifically Amarillo which I believe is currently the city most under threat.  

     

    From what I have heard from the Federated government, Kansas Air National Guard radar intel was either hacked or scrambled which allowed up to 300 aircraft - many combat aircraft - in Kansas. Because of this, I am ordering that you have diagnostics ran on our radar and detection services and installations immediately. Until the diagnostics are complete, crosscheck all intelligence with the Air Force's radar intel. I will be contacting the Texas Army National Guard shortly. Expect a big uptick in soldiers across the board.

  4. The unpleasant slurps of coffee echoed throughout the underground Kansas National Guard Command Center  just outside of Wichita. Colonel Sanders was typically only at command four out of the seven days of the week, but he decided to show up on Friday so that he could have a good excuse to miss work a few extra days next week to spend time with his family and take a vacation down to Louisiana. 

     

    ​The continuous slurping of the colonel was abruptly interrupted by an airman speaking into his microphone, "Unidentified aircraft this is the Kansas Air National Guard, you are approaching a closed airspace: Sector Concordia. If you are a Plains Federation aircraft identify now." "...." No response. "Unidentified aircraft, you are approaching Plains Federation airspace. Identify or alter your course now." "...." No response. The airman turned to Colonel Sanders who was excited just to hear the voice of another human being. Someone moved the radar of North Kansas on the screen. It showed the one small blip in the color yellow, signifying it was unidentified and possibly foreign. 

     

    "No response from the aircraft Colonel. Orders?" the airman said. Sanders was nearly done with his coffee but continued to savor the caffeine it was providing him at five in the morning. "Scramble two 22s from Topeka and have them go intercept. Give the aircraft another warning, the coms might be down." The airman did so again but once again heard nothing in response. A second blip suddenly showed up on the screen, splitting from the original. It must have been two aircraft flying close together. "Unidentified aircraft, this is the Kansas Air National Guard. I repeat again, you are encroaching on Kansas airspace. Direct your course immediately or you will be shot down." 

     

    It took about twenty minutes for the F-22s to meet the unidentified aircraft right off the Kansas/Nebraska border. By then they had already entered Plains Federation air space. The Federation jets roared in the sky as they approached the two bogies. What was thought to be two civilian aircraft were two fully armed and equipped fighter jets with no national insignia on them. "Unidentified aircraft, this is Captain Marx of the Kansas Air National Guard. Divert your course thirty degrees, we will escort you to an airfield to land in where you will be detained for invading Plains Federation airspace. You have 60 seconds to comply or you will be shot down." 

     

    Once again, no reply. A large warning message on the massive screen in control popped up reading that there was an interference in radar, it was possibly being scrambled. "Switch over to the Air Force's radar, they're usually more reliable than ours." A green loading bar took about twenty seconds. A sea of yellow blips filled the screen at the Nebraska/Kansas border. Sanders dropped his coffee mug, allowing it to shatter on the ground. The command room came to life as airmen began making calls to Kansas Air National Guard airfields. "Get those two boys out of there! They don't stand a damn chance against whatever the hell that is." 

     

    A crippling transmission filled with static came in, "Mayday mayda- EJECT EJECT," followed by silence. The two blue blips on the command screen, which represented Plains Federation aircraft, turned black. Many of the airmen turned to the colonel as the yellow swept into Kansas airspace like a swarm of honeybees. "Get everything in Topeka, Salina, and Wichita in the air. Call Air Force command and make sure they are alert, then call the governor. I'm going to call the one man I know can help us out here." 

     

    "This is Colonel Sanders, Kansas Air National Guard. Patch me into Brigadier General Simpson, we have a problem."

    "Private, go get me a Coke. This is going to be a long morning I can just feel it. I bet it's going to rain." Air Captain Leonard checked his watch and noticed it wasn't even past 5:15 in the morning and he already wanted to go back to bed. One of the junior airmen brought the captain a Coke which he hastily opened and consumed. The captain and a few of his closer comrades were relaxing in his office, waiting for their 6:00 AM duty to begin. Suddenly a young man barged in the captain's office holding a letter in his hand. "What the hell do you think you're doing?" The private fell to his knees while he tried to catch his breath but handed the letter to the captain. 

     

     

    KANSAS AIR NATIONAL GUARD COMMAND

     

    NOTICE: MASSIVE AIR INVASION FROM NEBRASKA REGION. ATTACK IMMANENT. BATTLE STATIONS, NOT A DRILL.

     

    Before the captain could finished the first sentence the base's air raid sirens roared to life. "Now hear this: Airmen, man your planes. Airmen, man your planes. Command confirms we are under attack, this is not a drill." They all looked at one another and bolted for the door. Once outside they saw a mass of Federation airmen running outside, zipping up their uniforms while they ran to the jets that were already fueled. Other airmen were bolting out the door with rifles while others were heading towards the ammunition-depot to pick up javelins and other anti-air weaponry. "Now hear this: Paratroopers to be considered hostile. Paratroopers to be considered hostile." 

     

    The captain and his men were among the first to enter their planes and get in the air. Dozens my Kansas Air National Guardsmen were in the air within minutes, though the small State only had so much firepower. At this point they were just evading the inevitable unless the Federal government came into help. Intelligence officials from the Kansas State Government brought word to the Federated government that they believed it was Nebraskan Nationalists with either the help of a foreign power or a group of very powerful and wealthy organizations. Their motives were unclear, but it was apparent that they did not like the fact that the Federation was in Kansas. 

  5. Governor Sparks would send back one of the treaties with the signature of the President. The Senate would vote on it once the second session of Congress began, however it was widely believed that it would have little to no opposition.

    8,000 of the remaining 10,000 soldiers would return home. The 2,000 Texas National Guardsmen would remain there until Federation troops would come to replace them. Now that the base was complete, it was capable of housing soldiers, aircraft, and vessels if necessary. The Texas Maritime National Guard would return home to port in Galveston via the Panama Canal. The soldiers would come home through Tikal and cross the Rio Grande within a few days.

    It comes under the may not RP another person's citizens. Even in a merger you have two nations working as one. Not one actual nation. At least that is how I think it works.

     

    Well it depends how you do it. Because I like Texas so much, Mara said I could RP Texas. I use most of my IG stats to RP the Texas National Guard, and I also RP the rest of the National Guard for all of the other States while Mara RPs the Federal military. However, if some international war were to break out I would allow Mara to RP my National Guard troops (maybe not all of my Texas ones) to use in the war. 

     

    It is fine to RP other people's characters or people - so long as you have their permission.

     

    EDIT: I also control the House of Representatives and about an equal split of the Senate. Essentially, I have more citizens in Texas than the rest of the Plains Federation combined, I control more soldiers (Texas NG and the rest of the NG) than the rest of the Plains Federation combined, and I control a sizable portion of the Federal Government. The Plains Federation is now pretty much a co-partnership between Mara and I instead of me being the minor player in it, however I let her take lead since she founded the nation and controls the executive branch (plus our politics are so similar it's not even funny).

    Amendment 1 - Mutual Defense

     

    Section 1

     

    The Plains Federation and the Principality of Tikal shall act in mutual defense of each other regardless of the situation: cyber warfare, physical conflict, trade embargoes, or threat of any of the aforementioned. However, if one party offensively declares war on another nation/group, the other party is not obligated to follow suit. 

     

    It is short and sweet, but I believe it will get the job done. This is, of course, on top of our already standing treaty. I look forward to hearing back from you.

    2. How many GMs must be in agreement in order to start the discussion regarding the removal of a player?

     

    A. At least one of them

    B. At least 2/3 of them

    C. It must be unanimous

     

    3. What % of the community must support removing a player from the community in order for the vote to be considered successful?

     

    A. A simple majority (over 50.00%)

    B. A two-thirds majority (over 66.66%)

    C. A three-fourths majority (over 75.00%)

     

    I agree with having these options. Nothing wrong with that. I support it.

    Director Rojas, I Anthony Sparks, Governor of the State of Texas. President Reese has authorized myself to conduct these talks between our two nations. As governor of the biggest State in the Federation and the one closest to Tikal, I believe we will be able to have a fruitful discussion between the secured message system which we are currently utilizing. 

     

    I am pleased to hear that your government would like to update our current treaty. President Reeses shares the same interests and, with the connections I have in the Federation Senate, I am positive the treaty would be approved once congress convenes for its next session. Is there something that you have to propose to us? Or would you prefer we take the lead on that front?

  11. It should unanimous

     

    The reason why it is unanimous for the GMs is just so we don't go around banning everyone. If a player is exceptionally awful then I am positive that the GMs could come together and agree to set up the vote for him/her. But the vote for the community would be a simple majority of course.

  12. I believe a good polling option would be this:

     

    "If unanimous agreement from the presently standing GMs is reached, then any one of them make a poll-thread to in act the Zero Option in regards to that player. A simple majority of the community would be required to in act the Zero Option after that point." 

     

     

    Short and simple. I feel this will allow the community to get rid of truly bad/abusive players but will prevent us from banning just anyone based on emotions. 

  13. ​I don't mean to be that guy but there was no Recent discussion on this topic and really this should be two separate votes: 50k+ rule and banning rule by community vote. 

     

    There needs to be a proper discussion on this first. There have been a lot of new people join since the last one, a few left, and a lot of things have changed.
