    The doctors arrived to the island without much hassle at all. Communication was successfully established with the ship when it was about fifteen miles out at sea, proving that the Guardsmen knew what they were doing along the lines of radar and coms installations. The medical ward was in very good condition compared to what many other Antarctic facilities had to deal with. A shipment of antibiotics, anti-virals, and some steroids was sent with the doctors along with other medical equipment and fluids. Four young doctors, and one who had more "expeirance" as older people like to say, began their duel work of studying microorganisms on the island and tending to the health of the scientists. 

     

    The wind turbines successfully produced electricity around the clock. The strong Antarctic winds on the island provided a magnificent source of energy that was clean, affordable, and infinite. Signy Research Station was still powered on diesel generators but plans were made to either soon construct their own wind turbine there because burring power lines would prove to be futile in the permafrost. A small battery of anti-ship and anti-missile weapons were on the island - painted white to blend in with the environment - but the  mission of the island was to have a peaceful observatory and research station for the scientists. 

     

    ​Satellite communication was set up between Houston and the island for the scientists and doctors. The National Guard's plan was to keep the base staffed during the winter as well, something many Antarctic facilities did not attempt until they were well-acclimated with the conditions of an Antarctic winter and the harsh weather and lack of sunlight that came with it. Governor Sparks made sure a large amount of money was going towards the facility so that this could happen. Heating supplies, building materials, and plenty of non-perishable food was either being stored there are ready to be sent. The largest advantage the island had going for it was that because it was a mainland facility, it could still be reached in the winter. Granted a ship may have to overcome monumental waves and terrible weather, but it could be done theoretically. For now, it was a race against the clock to get everything ready for Fall. "Fall" somewhat lost its meaning over there on the island. There weren't any trees for leaves to fall from. Autumn would have to work for now. The true seasons there, however, were "Winter" and "Day-After-Tomorrow Winter". It's a movie reference.... I hope you got it because I thought it was funny.

    1,300 soldiers arrived in Prince George after travelling a good distance. They would set up a FOW base and greet Tikalian and Cascadian troops - offering gifts of fresh food and supplies from the FPS Sam Houston. Meanwhile, another wave of troops from Port Niihau would launch from the ocean via the San Antonio Class flotilla's aircraft and airdrop them over the city of Vancouver. Reinforcements in the form of vehicles would arrive a few days later.

    1. The NWO shall not interfere in the internal business of American nations.

    2. The NWO shall not launch invasions of foreign lands or act offensively. 

    3. The NWO shall not conduct diplomacy on behalf of its members with foreign nations unless it is to prevent or stop colonialism. 

    4.The NWO shall not "police" the Americas or penalize member nations for warring with each other.

    5. The NWO is not obligated to defend an American nation if they start or are brought into a war.

    6. The NWO is obligated to defend an American nation from foreign colonialism.

    7. The NWO shall not tolerate an American nation offering foreign nations military facilities in the Americas.

    8. The President has no term limit, but can be taken out of office is his nation ceases to exist or if two-thirds of the nations in the NWO vote to remove him from office. Such a vote can take place only once every four months.

    9. There are no "observers" of the council - a nation is either a member or is not. A member can be voted out of the NWO by majority vote for any reason pertaining to unethical practices to harboring foreign nations interest in the Americas.

    10. The NWO shall not support the colonization of continents outside of the Americas.

    11. An American nation has its capital in the New World (which includes North America, South America, and the Antarctic Peninsula), its seat of government in the New World, a majority of its population in the New World, and originated in the New World.

    12. A three-fourths majority of the council is needed to change any of these twelve principals.

     

    "I hope you could please add these into our charter before we move forward, we'd be much obliged. Also," said Anthony as he turned to Prince Chak Tok Ich'aak, "Your Highness, your first duty to the New World Order is to appoint a Vice President. After which we can all sign the charter and return home. What nation do you nominate to hold the Vice Presidency?"

    I am very sorry to hear that you were not invited to the meeting. The intent of the meeting was to simply establish the international organization, however anyone is welcome to join. I am sure the intent was not to keep Baffin Island out. If there is anything I can do to help, please let me know.

    The next wave of soldiers coming from Port Niihau were aboard the San Antonio class flotilla which met up with the Maritime Fleet. The next two battalions of soldiers would land at Prince Rupert and establish a new FOB. Once the soldiers were all grounded, 3/4 of them began a quick march along with their vehicles to Terrace. Meanwhile, the flotilla would head back to Port Niihau to pick up more troops. Tikal and Cascadia would be reminded of the Federation's mission which they had discussed earlier once the troops had landed.

    News of Sleepy Hollow

     

     

     

     

    A permanent ban on out-of-state fishing vessels was made in a Royal Decree by the Baron following a large number of vessels from Louisiana and Texas entered the Hudson Bay and began trying to fish in the cold northern waters. The Baron immediately deployed the Forest Guard, belonging to the Sleepy Hollow National Guard, and ordered the ships to leave the Hudson Bay waters controlled by Sleepy Hollow and thus the Plains Federation. When asked if this was a legal move, Baron Dusk stated it was "not for greedy economical reasons, but for conservative ecological reasons. Over fishing has plagued the waters around North America before, and I refuse to see that happen in the Hudson Bay, especially when a sovereign state not far from us partially depends on these waters for fishing." The Baron declined to offer and further comment, and is rumored to be in discussions with the Councils of Dark and Light to prepare for Halloween and other holidays in the approaching months.

    The Texas National Guard was making good progress considering they were on a frozen rock in the middle of the Atlantic Ocean. "Frozen Rock" is a harsh term, perhaps. The soldiers who were at the island were qualified to build structures and install the sensitive equipment on the island, but volunteered to come with the incentive of an impressive bonus. Some of the Guardsmen truly wanted to go because visiting the Antarctic had been a lifelong dream, or visiting an island, or just visiting a place that was basically a frontier even for modern civilization. The island was beautiful. It's long treks of snow were immaculate; covering the landscape in a smooth blanket that extended to the coast and either stopped at the rocky beaches or at jagged cliffs. Only a few coves or harbors provided a safe place to set up base camps, while the rest of the island was a snowy, independent mystery. 

     

    Scientists already had begun to arrive and were preparing to conduct studies on the ecology of the island and the waters around it. Many of the scientists didn't like the soldiers snooping around or taking constant pictures in an environment that could be extremely fragile or hosting undiscovered/endangered species. The soldiers saw the scientists more as killjoys than appreciators of the island. While they established their short military patrols throughout the sparsely populated base camp, had snowball fights, played cards, or did anything else the twenty-two year old men could think of, the scientists were complaining about how some of their beakers were broken or a soldier was smoking. "Bla bla bla" as one soldier said in an imitation. Though their points of view were different, the soldiers and scientists got along well enough.

     

    In the following days the soldiers had set up three wind turbines and built a small fishing dock. The radar and communications systems were up and running. Perhaps the biggest challenge now was getting more scientists to the islands, building more dwellings and laboratories, and establishing a medical ward. Houston had one of the best medical centers in the world, and most likely the best in the Americas. Doctors were offered double their pay to come to the island and fill the positions of the needed five doctors. They were expected to arrive soon, though soon could not be soon enough. A medical catastrophe could be the worse disaster to strike the men there, but luckily nothing like that had happened.

  14. "There have been treaty organizations for the New World before. The 'American Treaty Organization' is a good name. It's simple and to the point, but it might be a bit too generic. Perhaps if we add one word... 'New American Treaty Organization' with the acronym being NATO, that could work. As for the structure, I believe we should keep it simple like the name. Every member will make up a council, we can call it the New World Council, and the council will elect a President who will chair the council. The President will then appoint a Vice President of another member nation who will assist the President - such as running meetings when the President isn't there or taking presidential responsibilities if the President's member nation ceases to exist.

     

    "The Council will have the power to pass directives with a simple majority vote. Directives should be made sparingly and only for very important matters. Any directive should never impede the following: What an American nation does within their own borders is not the business of NATO, NATO does not exist to launch invasions of foreign lands or act offensively, NATO will never conduct diplomacy on behalf of its members, NATO will not police the Americas or penalize member nations for warring with each other, NATO is not obligated to defend an American nation from foreign aggression, NATO is obligated to defend an American nation from foreign colonialism, NATO will not tolerate an American nation offering foreign nations military facilities in the Americas, NATO will not degrade itself to politics - when it is time to act all members are expected to work together. The President has no term limit, but instead can only be taken out of office if his nation ceases to exist or if two-thirds of the nations in NATO vote to impeach him from office. Such a vote can take place only once every four months (OOC: IRL one week). There are no 'observers' of the council - one is either a member or not. 

     

    The President will be the official spokesman of NATO but will take the official position NATO takes which is to be set by the Council. The President will not take sides in international affairs unless it directly ties to protecting American nations from colonialism. The President may appoint a Vice President. The President chairs the council, sets the agenda, has a vote in the council, and can issue edicts that do not conflict with the council's directives and are within perimeters set by the council. The President is also responsible for investigating threats of colonialism in the Americas, organizing members to prevent colonialism, and leading members when the time comes to act.

     

    The Vice President is the deputy executive of NATO. In the event the president is removed from office he will become acting president until the council elects a new president. The Vice President will remain in office unless the new president chooses a new Vice President. The Vice President can only be removed from office by a President or if his nation ceases to exist. The Vice President can be designated any of the President's powers by the President. The Vice President is a voting member of the council. 

     

    Any American nation is welcome to join NATO and does not have to be voted in, however any nation in NATO can be voted out by a two-thirds majority but NATO will be expected to still protect their lands from colonialism. An American nation has its capitol and seat of government in the Americas, originated in the Americas, hast most of its land in the Americas, and has a majority of its population in the Americas. 

     

    Also, I believe NATO headquarters should be in Tikal since our friend in Central America has done such a good job at enforcing its well-known 'Monroe Doctrine'.

  15. The Governor of Texas, Anthony Sparks, had his seat next to the Prince of Tikal. The Governor represented the Plains Federation on a regular basis and had proper authorization from the State Department to do so. After listening to the other delegates speak he took his turn. 

     

    "I concur with President Evans. I believe such an organization could be a good safeguard against colonialism, however it should only be structured around defense from foreign colonizers. In addition to that, this organization would need to be more than just a good excuse to make a really big treaty. It would need to be organized, structured, and have a good central system for it to function properly. If a member nation attacks another member nation, I feel that should be irrelevant to this organization because at that point it becomes very easy to destroy the entire organization with just one war. We aren't here to do political favors or strengthen alliances between specific nations, we are here to protect our countries from colonialism."

    OPERATION ICILE

     

    After permission was granted from the Federated government, Governor Sparks called back one Arleigh-class destroyer from the Pacific to escort multiple transport vessels to the Antarctic Ocean. On board other than the crew were 500 soldiers of the Texas Army National Guard Corps of Engineers and tons of building supplies. The troops would split up to occupy Orcadas Base and Signy Research Station. The Federation and Texas flags would be raised above both stations. The first objective was to establish permanent radio contact with the small flotilla off the coast of the island and a secondary objective was to set up a small radio beacon which would be easier said than done because of the height the island's peaks. When it was finally done, however, radio contact would be established with any vessel that would come over the horizon. Satellite communications would later be established directly to National Guard Headquarters in Austin a research centers in Houston.

     

    The soldiers quickly built multiple barracks at Orcades Base to house the soldiers for the night. Supplies like generators and heating equipment were also brought to the islands. While the bases were somewhat snowed in, the stations had only been recently abandoned and were still recoverable. A small wind farm of a few wind turbines were set up to power the Orcades Base. The final main objective were to set up small radar installations which were capable of seeing a few hundred miles out. Once this was done, the Governor was contacted that the mission was accomplished. Enough food was unloaded from the ships to last those who were staying a few months. The soldiers would most likely fish as well while their scientist friends researched the wonders of the world. Scientists would come in droves in the following weeks, however an immediate wave of forty arrived within the next few days to begin research. 

     

    A short press statement was released declaring that the South Orkney Islands were claimed for the Plains Federation.

    News of Sleepy Hollow

     

     

     

    Baron Dusk made a Royal Decree public today which officially recognized the Monarch Butterfly and pumpkins as national symbols of Sleepy Hollow. Farmers saw a dramatic demand for pumpkins after the decree went public. Dozens of pumpkin patches around the Hollow were harvested by eager patrons. One radio personality said that "there isn't a single home in Sleepy Hollow that wont have a pumpkin outside of its door tonight." A second decree later that day raised the Hollow's sales tax to five cents on any item sold above two dollars. The Baron hinted that the tax system may soon be reorganized, but for now a slight increase will be necessary to stock up for goods and food for the coming winter.

    State Government Becomes 'Cash Flow Positive'

    Louisiana has broken to cash flow positive after an increase in business.

    Known as a "Sportsman's Paradise", the State of Louisiana is not the economic center of the Plains Federation, however that may be starting to change. 

     

    This year, the Port of New Orleans saw exports and imports both rise roughly fifty-five percent which brought in millions of dollars to the city and region. The City of New Orleans experienced a five-percent bump in population in the last twelve months alone. Meanwhile, other Louisiana cities like the capitol Baton Rouge and one of the cultural centers of the State, Lafayette, have underwent a large amount of outside investment from places such as Texas or northern Louisiana which are trying to capitalize on the on the State's increasing prosperity. 

     

    Out of every North American city, New Orleans has the highest number of students being educated at private schools not necessarily because private education is stellar or even affordable in the State's largest city, but because public education is so poor that for many parents there is no other choice. Mayor Jack Dupree, who is rumored to be considering a bid for governor, pledged that he will "spearhead the an overhaul of the New Orleans Public School System with the new revenue coming in and a change in administrative policies." The Teacher's Union has expressed concern on "overhaul" of the current administrative system. Union spokeswoman Amy Blanca released a press statement reading, "The Teacher's Union believes the NOLA School System is troubled because of a lack of funding, not administrative burdens or misguidances." The Teacher's Union later posted a correction to the message which changed "misguidances", which is not a word, to "misguidance". 

     

    Controversies like this always arise when large amounts of money come into the treasury of any level of government. The State government has also had some debate on what to do with money after it had a green budget, meaning more money was coming in then being spent by the State, for the first time in two years. The governor urged the State congress to approve his proposal to inflate spending on his controversial welfare initiative which the Louisiana Republican Party has officially labeled a "money-pit". Mayor Dupree, on the other hand, said the State needs to focus on upgrading the degrading infrastructure that the State should be maintaining and "the public school system of our State which our governor and our congress has ignored for the past three and a half years," according to the mayor. The Republican party has also advocated the reduction of the State debt instead of just paying off interest, something Dupree supports as well.

     

    Texas Governor Anthony Sparks congratulated Louisiana's government on Friday for breaking cash flow positive. "Many States here in the Federation seem to be moving forward economically, including Louisiana," Sparks said. "I look forward to meeting with Mayor Dupree in New Orleans next week, I'm sure it'll be an interesting visit."

  19. Samuel met the Empress and her  crew at the airport. He welcomed them to the Plains Federation and the State of Oklahoma. They entered the President's motorcade, which didn't have the president inside it, and headed for the President's residence. When they arrived, Samuel introduced the Empress to President Reese and he to her. They all sat down after everyone was offered something to eat and drink. Because the empress was a guest, Samuel asked if she would like to begin.

    The flotilla of San Antonio class ships and a few destroyers picked up more vehicles and 2,000 more soldiers from Port Niihau who had just arrived from their journey from Tikal. In a similar fashion to the successful landing at Anchorage, Alaska; another landing would take place for the troops and vehicles at Juneau, Alaska. The Maritime Fleet would rondevu with the flotilla and drop the troops off a Juneau. The flotilla then set sail back to Port Niihau to pick up 2,000 more troops. The fleet stayed within range of the city and awaited another rondevu.
