In order to be at a level where raiding is worth it a nation must have a grown a certain amount and spent a great deal of time doing so. It is unlikely they will leave the game just because lost a few levels of technology.

MK, Umbrella, and TOP stand out from the others. There are some alliances like UPN, TOOL, and IRON (and some others) that don't deserve to be on this list.

One thing we can do to promote the game is take advantage of the new digg. Admin can create an account and we can all be followers and with such a large amount we can easily get content to the frontpage. That's an easy way to promote the game to a large pool of people.

NPO, are you seriously trying to convince people that if the power structure wasn't against you wouldn't be practicing EZI? Am I only to honestly believe you wont go back to those practices if/when you gain the upperhand in CN again?

I'm going to state the obvious and say neutral alliance like GPA and TDO are the most peaceful. Besides that, I think all other alliances have to be at least somewhat warlike because of the complexity of the treaty web.

Now, unless I am missing something big, you guys were told he was a rogue. He needed to pay reps. You then proceeded to aid the rogue. It seems like common sense that the money could have been used to pay the reps in his place. Given that, I don't understand your reasons for complaining about this.

In the case the HOS member steps down or is forced from his position, then he shall assign someone to take his place, pending the Senate's approval. The Senate must approve it with a 5/6 majority for the appointed to become the new HOS. [b]Chancellor of Domestic Affairs[/b] The Chancellor of Domestic Affairs shall oversee all internal affairs for the alliance. The CDA shall supervise trade, the acceptance or denial of registering applicants, public relations for CDA, membership assistance, and perform all necessary functions to maintain appropriate internal policy. [b]Chancellor of Foreign Affairs[/b] The Chancellor of Foreign Affairs shall represent the diplomatic hand of Posaris. The Chancellor of Foreign Affairs shall negotiate treaties and diplomatic agreements, establish embassies, secure peace and assistance, and perform all necessary functions to maintain their respective ministries. [b]Chancellor of Defense[/b] The Chancellor of Defense is in charge with the defense of the Posaris Alliance. The Chancellor of Defense will organize and command the military, and will work with the Chancellor of Economics to coordinate banking nations and aid in a time of war. [b]Chancellor of Finance[/b] The Chancellor of Finance is charged with maintaining the finances of Posaris. The Chancellor of Finance will manage the bank, coordinate technology and trades, and aid members. [b]Chancellor of Immigration[/b] The Chancellor of Immigration is in charge of recruiting for the Posaris Alliance. The Chancellor of Immigration works with the Chancellor of Domestic Affairs to handle all new member applications, issues, etc. [b]Section 4A: Deputy Ministers[/b] Deputy Ministers shall be appointed by their respective Chancellor and shall serve until they are appointed or until removed from their position by that Chancellor. Assistant ministers will fill in for their Chancellor should the Chancellor be away. [b]The Senate[/b] The Senate is a body of 6 leaders elected by the members of the alliance. The first Senate shall be voted in 6 months after the Declaration of Existence of the alliance. Elections for Senators shall commence monthly after that with 3 being voted in each month. The term for each Senator will be two months, with 3 Senators rotating each month. As such, the first Senate will only consist of three members. Prior to elections there shall be a 72 hour nomination period. Any member can nominate any other member, including themselves. To be on the ballot a nomination must be seconded. 72 hours after the nomination period there shall be a 48 hour voting period. The three names with the highest number of votes on the ballot shall become the new Senators. The Senators will act as the voice of the people for Posaris. The Senate leaders act on the behalf of the alliance membership in issues of amending the charter, giving recommendations of expulsion/disciplinary action, amendments/revisions to the charter, the appointments of alliance government, etc. [b]5. War[/b] [b]Offensive War[/b] Posaris does not condone any unapproved acts of aggression for any reason, without the authorization of the Head of State, Chancellors, or designated members who are authorized to issue such orders. [b]Defensive War[/b] Any member nation may defend their nation, if attacked. The member must notify the Chancellor of Defense or his Deputy of the attack in the appropriate area of the Posaris forums immediately following the attack. [b]Nuclear Policy[/b] The Posaris Alliance has instituted a “NO FIRST STRIKE POLICY” when it comes to nuclear warfare. Any member that violates this policy will be subject to disciplinary action, including expulsion. [b]Tech Raiding[/b] Tech Raiding in Posaris is only permitted if the following conditions are met: [list] [*]The nation being attacked is not part of the blue team. [*]The nation being attacked does not have nuclear weapons. [*]The nation being attacked is unaligned. [/list] [b]Spying[/b] The use of spies against another alliance for any reason is strictly prohibited. The Posaris Alliance is opposed to any form of sabotage, and any nation guilty of this will henceforth not be considered a member of Posaris. This also includes spying within the Posaris. [b]6. Amendments[/b] [list] [*]Any member of Posaris may propose an amendment to change/add an amendment to the charter. [*]All amendment must pass by a 66% vote of the entire membership. [*]Once an amendment has been approved by the membership, the amendment becomes law, once 2/3 of the Senators, Chancellors, and Head of State approve and sign it. [/list] [b]7. Disbanding and Mergers[/b] In order for Posaris to disband or merge, a vote of the entire alliance must be taken. If the membership of the entire alliance approve the proposal, the vote becomes effective immediately and the alliance either merges or disbands. [b]8. Alliance Sphere[/b] Posaris is a blue sphere alliance. All members of Posaris must be on the blue sphere at all times while in the alliance. The only exception shall be if a nation already has a trade circle prior to entering Posaris. [b]9. Public Behavior[/b] Members of the Posaris Alliance are hereby upon admission to Posaris,expected to condone themselves to the rules set forth in the Member Accords. The Member Accords are the rules of conduct for which all members must adhere to while a member of Posaris. [b]10. Posaris Law:[/b] Once a member is accepted into Posaris, members are bound to all laws of Posaris, which include: [list] [*]The Constitution of Posaris.
