1. Signed Co-Prime Minister of the Koryo Confederation Lee Myung-bak
 2. "We'lll discuss the exact issues later on, since we agree on the overall issues. Would you do the honor of having the draft of the threaty done? I suggest using 龍鳳條約 as the title for it"
 3. "With prior notification of the base you wish to be in so we can arrange things beforehand. This means Koryo also could station a few forces on Hainan to protect access through the South China Sea?"
 4. "Those that Rebel Army protect, we leave alone. The treaty: Shall it be a comprehensive MDoAP with a Free trade cause?"
 5.
It stays Korea forever
Yes sir, but until it is no longer Korea geographically. Would that be okay?
 6. "Guanwai." came the equally simple reply. ".... But both Guannei and Guangwai don't have to be restricted to their limited means, do they? There are the oasis where the treasues of the East and the West met, and the forests where the the brave men went west and east. Our minds seem to be on the same wave. Shall we move on to the treaty?"
 7. "There is a slight different in our view of the Central Plains. We follow the view of Guannei, the land south of the Long Wall, as being the proper area of China. The Mongolians and Manchus, along with Yodong(Liaodong), are considered to be family who are to be separated from the Middle Kingdom. and in the future, brought into the fold. Would this be too big a difference in the eyes of the Hanzu? We do not wish to let differences in beliefs to be the reason for ruptures in what should be the strongest partnership in East Asia."
 8. "Joseon was the most Confucian State, but it was very unfortunate it fell into the Neo Confucianism trap, bringing forth the stagnation which was also the doom of the Song. We shall make sure that never again will there be the same degrading. Before we proceed to writing out a treaty, there is an issue that the Emperor of Koryo wished to be settled beforehand. What is the definition of Junghwa(Zhonghua) for the United States? The clashes between the Dongyi/Beidi with the central should not be replicated, so He wishes a finalized joint policy on the borders of the Middle Plains."
 9. Lee arrived in the capital of China, and was lead almost immediately to Prime Minister Wei. Upon the first meeting, Lee handed Wei a small letter from the Emperor of Koryo, writing in a stunninly beautiful calligraphy: 高中关系是把东方文化传播到全世界的同伴关系 "There have been many clashes in the past between the two great civilizations of East Asia. Now is the time for us to be partners in representing the East. The Confederation has been looking at the actions of the various Chinese states, and it is the will of the Emperor to follow a One China Principle. With this, Koryo will recognize the United States of China as the sole legitimate Chinese government in the land of Junghwa(Zhonghua). This means that we shall deal only with the United States in all affairs that happens to our west. At the same time, we wish to have strong ties, both economically, politically, and militarily."

 12.
To: Queendom of Australia It is had to believe it so when Australia was the fundamental foundation, with the Asgeirsson Doctrine. The modesty shown would certainly delight our Emperor, whois very traditional on matters like this,\. The Confederation wishes to discuss the possibilities of establishing a economicsal partnership beofre going on to more hard aspects of politics. I shall be going to your capital soon. Koryo Minister of Foreign Affairs and Trade Yu Myung-hwan
A few days later, Yu arrived in the capital of Australia. OOC: Where is the capital of Australia?
 13. Foreign Minister Yu Myung-hwan penned the following letter to the Queendom of Australia
To the Queendom of Australia The Koryo Confederation has a view that Oceania is perhaps the most important region to the Confederation outside of Northeast Asia. Since the Queendom is the leader of the Oceanic Union, I would like to start Koryo's Oceanic relations with the Queendom. Koryo Minister of Foreign Affairs and Trade Yu Myung-hwan
14. *Transmission to the United States of China* The United States of China's request for an audience has been noted, and Co-Prime Minister Lee Myung-bak shall be going to Taibei. Please prepare for his arrival. **Classified** Gaegyeong Lee boarded Air Koryo One, heading for the capital of China. In his hands were special instructions from the Emperor, which read, "There can only be One. Attempt to finalize agreements on future spheres."
 15. Prime Minister's Office, Gaegyeong "It is quite interesting that those pig-foots are the ones to first recognize us, even before we're actually independent. What do you we should do, Chairman" said President of Daehan Lee Myung-bak. Chairman Chang Sung-taek replied, "Those imperialists might have come to their senses now. The Emperor has given me full powers to discuss anything, SO I'll be going to meet them."
*To Japan* The Koryo Confederation has accepted Japan's request for discussions, and thus invites the Emperess to Eumwon(Izuhara) in Daemado(Tsushima) for a conference with Co-Prime Minister Chang Sung-taek.
17. The Koryo Confederation establishes itself after being granted independence by Rebel Army. Koryo is a constitutional federal monarchy, lead by Emperor Chiu and comprised of Republic of Daehan and the People's Republic of Chosun. The capital is located in Gaegyeong, which was originally Gaeseong before being renamed to reflect its new status as a capital. Speech from Emperor Chiu (To be released soon) The basic foreign policy of Koryo for now is establishing relationships with East Asian and Oceanic nations. All nations outside the region shall have to wait for the time being.
 18. I claim all of the east Asian land of Rebel Army except Dalian. Dalian will be decided upon later.

 20. Korea has been one of the oldest nations in history, going back five thousand years. Lately, it came under the rule of Rebel Army following absorption after the Emperor of Korea passed Imperial Resolution #103050709, petitioning entrance into Rebel Army. The absorption was good for the Koreans since they became part of the mostt powerful country in the world, and Rebel Army had a foothold in Eastern Asia. Rebel Army soon found out that the logic of citizens - the legal equivalence of all citizens regardless of their status regimes and cultural practices - became the basis for claims to equivalence of an economic and social nature; for equal wages, equal benefits, equal education, equal social services, for an equal standard of living. The consolidation of the welfare state over such a divided and diverse area meant that slowly the central government could not afford the costs of staying whole. The cost of maintaining forces all around the world was another reason for the fatigue. Within Korea, a new political movement was formed, the Damulseongyanghoe. Translated as “Society for the Promotion of Restoration”, it was lead by a man known only by the title “Chiu Cheonghwang”. The Damulseongyanghoe cut across all political and regional differences, unifying Koreans under the dream of independence. On March 1st, the Damulseongyanghoe organized a nation-wide demonstration. Millions of Koreans of all ages cried “Long live Korean Independence!” The demonstration in Dalian was particularly large from the fear that Rebel Army might split this third largest Korean city from the rest and hand it to a Chinese state. Dalian had become almost completely Koreanized during the Empire Era, remaining part of the Korean Empire while most of the Manchurian territories were given away. After the demonstrations, a “Declaration of Independence of the Korean Nation” was sent out to the countries of the world.
Declaration of Independence of the Korean Nation We hereby declare that Korea is an independent state and that Koreans are a self governing people. We proclaim it to the nations of the world in affirmation of the principle of the equality of all nations, and we proclaim it to our posterity, preserving in perpetuity the right of national survival. We make this declaration on the strength of five thousand years of history as an expression of the devotion and loyalty of all Koreans. We claim independence in the interest of the eternal and free development of our people and in accordance with the great movement for world reform based upon the awakening conscience of mankind. This is the clear command of heaven, the course of our times, and a legitimate manifestation of the right of all nations to coexist and live in harmony. Nothing in the world can suppress or block it. We shall safeguard our inherent right to freedom and enjoy a life of prosperity; we shall also make use of our creativity, enabling our national essence to blossom in the vernal warmth. We have arisen now. Conscience is on our side, and truth guides our way. All of us, men and women, young and old, have firmly left behind the old nest of darkness and gloom and head for joyful resurrection together with the myriad living things. The spirits of thousands of generations of our ancestors protect us; the rising tide of world consciousness shall assist us. Once started, we shall surely succeed. With this hope we march forward. - Damulseongyanghoe, representing the Korean Nation
A separate set of requisitions was given to the government of Rebel Army.
Requisitions to the Government of Rebel Army 1. The granting of self-determination to the Korean nation. 2. The establishment of a Korea state within all the lands of the former Empire of Korea. 3. The right for the new Korean state to choose its own political system without interference. 4. The guarantee of Korean independence by the signing of a mutual defense pact. 5. The lease to Rebel Army of a naval and army base within any location in the new Korean State, with the exceptions of Seoul, Pyeongyang, and Gaeseong.
