1. "Thank you for the clarification." Signed for Neo Tokyo, Hajime Sugiyama, Head of Neo Tokyo
2. "Before I sign, I wisht to confirm something: The Nanhai Islands means all the islands in the South China Sea. Has the Paracel Islands been given to Articuno Islands, or are they still under OU?"
3. Has the discussions been finished, so we can move to our new lands?
4. Neo Tokyo, upon hearing of its patron going north, starts sending all of its 150,000 troops to Paracel Islands. The reason was simple: To unify all of the Nanhai Islands not under the Oceanic Union.
5. "Neo Tokyo does not wish to be a burden to anyone by closing off the waters to any commerical or military vessels, as long as the vessels in question are not a direct threat to us. We can assure you that we still continue custom and allow the waters to be free for innocent passage." OOC: The Malay Federation doesn't own any of the islands, unlike your claims. So, I see no reason why I would have to consult with him, unless he brings up the issue in OU directly.
6.
The Pratas Islands, Scarborough Shoal and Spratly Islands* are the property of Selenarctos. If you wish to lease rights on these islands, you are more than welcome to send representation to discuss details but the transfer/sale of these islands is not an option at this time. EDIT: *All of the Spratly Islands with 200nm of Selenarctos.
Sugiyama felt his jaws tighten when he saw the transcript from Selenarctos. He had expected them to be a problem, but it was not as much as he thought. He made adjustments to the map. "Applying the current territories and claims of Selenarctos, I have made this map. Orange is Articuno Islands, Brown is Selenarctos, and Yellow is Neo Tokyo. The Spratly Islands that are under Selenarctos are within 200nm from all the main territories of Selenarctos. Is the Oceanic Union now satisfied? I hope that there is no filibustering now." OOC: iKrolm, I've actually given you more than 200nm, so please don't complain about the map being small and such.
7. "If that had been the prior decision of the Oceanic Union, Neo Tokyo will accept it. On the other hand, we would like to have clear and undisputed rights tothe entirity the Spratly Islands, the Pratas Islands, the Macclesfield Bank, and the Scarborough Shoal. Would that be enough?"
8. OOC: If you would now be kind enough to start the internal OC discussions, I would be most happy.
9. OOC: Editted to fit your conditions.
10. The only thing that might be a problem is possibily using OOC reasons to deny. Other than that, I see no reason. Example: Taipei was being reserved for a new player, but it was given to an experienced player who happened to be a OOC ally. I am okay with this, but it can be something that is bad.
11.
OOC: We have set up a temporary building in Xining, as our capital Baoji is being rebuilt from the devastating Sino Civil war. We are interested in your answer,
OOC: I apologize.
12. General Hajime Sugiyama arrived in Darwin with a map for the Oceanic Union. "Australia has notified us that the islands of the South China Sea are under the protection of the OU, so I have come to Darwin to use the Queen's good offices. Neo Tokyo, despite its name, is a Chinese country, and we are looking to reunify the island that have been historically Chinese. The map I have brought shows what I have in mind. The red line is approximate border of the Asgeirsson Doctrine. The Yellow circles are the islands we claim, and the brown is what the states of OC may claim, since they are occupied by them the last time we checked the records. In the wish for ethnic unification, I hope the Union may be far and allow us, the true relatives of the Chinese in those islands, to be able to claim the area."
13. OOC: Talk about manipulating Botha Mode. You do not have the land to cover the islands if your capital is at Xining.
14. "We know the islands, but were making sure Australia knew the territory also. We ask why the islands would be under the Oceanic Union, since they are not located under the Oceanic Sphere. Also, we know that Australia will be giving independence to Indochina without confirming with the Oceanic Union. Why the difference?"
15. Classified Reply We will of course take good care of all people currently living on the islands. It is our duty for they are family. In the event we do not, we have our patron who would look out for the welfare of the people. We also wish to clarify a bit: The territories we are discussing are the all the South China Sea Island that were part of PRC/Acca Dacca, correct? Namely, the Spratly Islands, the Paracel Islands, tThe Pratas Islands, the Macclesfield Bank, and the Scarborough Shoal. OOC: I'm assuming that no other claims it.
16. Classified Note to Australia The Islands of the South China Sea have been historically Chinese, with the People's Republic of China last having it. We of Neo Tokyo wishes to have the islands as part of our country, for although there are many Japanese within, we are mostly Chinese now. We sincerely hope that Australia would help in obtaining ethnic solidarity.
17.
"If you believe anything is more South and East of Asia than these islands without being in the Doctrine...your competency clearly needs called into question. Get out of our land, now."
OOC: I reconned. Sorry if that was not clear for you. Edit: Not a problem.
18. OOC: Before every idiot says the islands were formerly Acca Dacca, see the following links: http://forums.cybernations.net/index.php?showtopic=57431&view=findpost&p=1810682 http://forums.cybernations.net/index.php?showtopic=66057&view=findpost&p=1819431 They were always territories of PRC, never part of Acca Dacca or the Indochinese protectorate. Edit: All right, I figure I'll just have to be nice. Consider this as a recon. IC: Transmission to Australia After reviewing the mountains of treaties and papers of former PRC, we have become lead to believe that the islands are uner the protection of Australia. We wish to discuss about having those islands as part of Neo Tokyo.
19. -Transmission to United States of China- Yes, we will use diplomacy, but the point is, it was never a protectorate of the People's Republic of China. We hope that Australia understands this.
20. OOC: I'll settle this IC. -Reply to Australia- The former People's Republic of Chin has not given you the islands. They gave you their Indochinese protectorate and none of their territories. Also, the islands are not covered by the Imperialist Asgeirsson Doctrine. With this, the islands are terra nullius, and therefore we have a right to claim them. OOC: I knew people don't know enough geography to see what is what.
21. Neo Tokyo: "Ten thousand years!" -Classified Message- We believe Guangxi should be reunified. We shall transfer it to you, in exchange for a stronger voice within Hainan.
22. When PRC abandoned its Indochinese territories, it neglected to do anything about islands of the South China Sea. Neo TOkyo decided to take advantage of this, and sent all of its 100,000 troops south, establishing the Province of Sansha under the Paracels, Spratlys, and Zhongsha Islands Authority. OOC: Keshav has done nothing about the islands, making it empty. I hereby annex it.
23.
USA Air Forces in Hainan and Taiwan begin regular daily training exercises in order to sustain a high state of readiness and to acclimate to South East Asian environmental challenges.
OOC: Which part of Hainan? I don't remember letting you on Hainan.
24. The signing of the Compact of Free Association between the United States of China and Neo Tokyo was a boom for the Chinese within the Japanese ruled country. The establishment of settlements on the coasts by USC led many Chinese to move there, searching for jobs in the blooming Economic Development Zones and to receive major aid packages and security from their cousins. There are small movements for joining the United States among the emigrants. The shift in population slowly turned many parts of the Neo Tokyo countryside into Japanese enclaves, with Guangxi turning over 75% Japanese and Hainan around 55%. The Japanese were building up a modest homeland of their own, complete with Shinto shrines and temples. One could hardly know if they were in China or Japan. There were much worries within Neo Tokyo of the demographical changes, but freedom could not be stopped.
25. A unnamed representative arrived in Guangzhou. Upon being escorted to the USC representative, he spoke, "Neo Tokyo wishes to have good relations with USC. Although we had trouble in the past over Taiwan, I do not see why hostile feelings should continue. Therefore, we have intentions on accepting the proposal you sent. Our leader has already signed it."
Compact of Free Association Preamble: New Tokyo hereby freely enters into a Compact of Free Association with the United States of China. This Compact does not remove the sovereignty of New Tokyo, the Compact is considered a law and can be repealed by either part. Article I. Self Defense Forces shall become part of the Joint Command for the Neo Whampao Brotherhood in wartime and under the command of the Chaiman of the Central Planning Commission. New Tokyo shall have the power to conduct its own trade agreements but not have the power to conduct its own foreign relations military agreements. Should this treaty be voided all military equipment of the United States of China shall be given to China immediatly. Article II. Signed for Neo Tokyo, Hajime Sugiyama
