I think this will be helpful to those that recieve harrassing messages and the such. Whats the notification that the user is blocked or does it 'go through' and just not get to the person recieving?

Actually NpO doesnt use "NpO Applicant" anymore last I remembered. They switched to "Polaris Applicant" to prevent confusion between the two applicant groups.

could be map position then. I went through each thousand mark, and it seemed like 4k+ land area was where it got messed up.

Looking at the ingame map, any nation with 4000.00 land and higher dont get that land area ring on the nations "view map" page. Reason people are in an alliance is to grow and be protected, while helping their alliance grow and help it. Just sending aid helps alliance nations re grow more quickly then forcing to sell tech. If thats how you do it then fine by me, but to me, those that need rebuilding aid I would gladly send aid to. Also 150 tech/3 mil is very cheap still.

May want to check a graveyard, or look at the CN Wiki. But yea, GOONS got wiped out a while back.

Being tech-raided does suck, anyone that has can tell ya. Alliances are about protection, but mostly about friendship and comraderie.When I was in the NPO, I had made many friends and comrades, some of whom I still talk to every so often. When you join an alliance, make sure you like the group. If you can, go onto their IRC channel, talk to them a bit and see what they're like. just my 2 cents.

I agree with this. If I remember correctly an alliance made a policy about joining then leaving, depending on the circumstances( like being given aid and other forms of help)
