If I were to guess, either someone who thought that "destroy money reserves" got them money, or someone that wanted to test out their new weapons. I would lean towards the latter possibility, assuming that there's no one with a reason to go rogue on you. (Alternatively, it could be someone who has a "grievance" with something about your nation. You're still small enough that people with such mentalities are a possibility.)

They are not "stealing" money, the only spy operations related to money either destroy it, or deny it to you. Also, I would advise getting more spies 50 (the maximum you can have with 0 intelligence agencies), will not stop anyone with more spies. (And no, I'm not the one spying on you). As Jesusfreak said above, talk to your alliance (if you're not ghosting TGE, that is). You probably should get spies. 50 will not stop 200, let alone 550. I don't think I even need to mention 800. >_> Edit: When I checked the attacker hadn't been revealed. (Searching exposed spy ops can be highly useful.)

Slot inefficiency aside, are you *positive* that it wasn't added to your cash on hand? (Also, if this is an actual bug, this thread probably belongs in Report a Bug.)

It should be noted that one computer can have multiple IP addresses, and if you see an IP in the 10.0.0.0/8 range, or 192.168.0.0/16 range, then your on a subnet. (Oh, and 127.0.0.1 is localhost.) Some sites such as "Shields Up!" (IIRC) will show you the IP they see you as.

I'd personally pick the environment option. Improving your environment by one point is +1 happiness (about +$2 income), *and* it improves your population by approximately 1.25%.
