As you may know, two nations linked to the Confederation - Blue Heaven and the Imperium of Canada, have been diplomatically aggressive to each other as of late. This aggressiveness goes against the spirit of the CAN's Charter, more specifically, Article II of the Charter:

"Arctica is in favor of a CAN protectorate over Procinctia," the Arctican representative spoke up. "That country has long been administered by an inefficient administration, and with the disappearance of Generalissimo, it has gone even further downhill.

As I'm sure you're all aware, Procinctia has been in ruins for years. A joint effort by the White Cross and its own government to renew the land has cleaned up much of the radiation, but has been ineffective in restoring infrastructure and services. Thus I am proposing that all CAN members and observers who are willing create a fund whereby a CAN-administered program be initiated to restore Procinctia and draw its people out of suffering. Arctica is willing to make a contribution if the members of the Confederation are in agreement, and the Arctican White Cross has pledged to help with emergency supplies and support of refugees, if needed.

Please take my proposal into consideration and bring the people of Procinctia out of their suffering and turn their land into a prosperous one."

Atlantis currently recommends observer status for France at this point in time. Because their Arctic lands constitutes a colony and the majority of the nation lies outside of the American continent, observer status would allow us to promote bilateral relations while at the same time ensuring we are not drawn to conflicts outside of the Arctic, which is what the CAN is designed for.

It has occurred to us that the monarchy, that despicable regime, had failed to sign as an observer. So here's our signature:

Oh, and it has occurred to us that all members of CAN happen to be in North America. Therefore, the Commonwealth of Texas would like to make a suggestion: change the "A" in CAN from Artic to American. By doing so, the CAN would be able to have a greater influence on world politics.

"Sir, the Arctic encompasses nations from Europe and Asia, I would be terrible to just close off membership to Americans. Our international relations are bad enough, without a large bloc vying for control over world politics, wars have started like that.

Also, I believe France should receive full membership, their holdings on Wales Island are NOT a colony, France has long held influence in the Imperium due to the cultural and ancestoral heritage.

The Atlantic states isnt even in the Arctic circle, and if you are, the magority of your Nation lies outside of it on the East Coast of North America.

An exception was made for yourself, as so it should be for the Empire of France, IE, a claus along the lines of say for example:

"The Empire of France is only applicable to active the CAN MDP in the even their Arctic Holdings are attacked

It is mereley a suggestion, but we gave them the Island, and we know it is not a Colony."
