The Ministry of Defence has began the withdrawal the Disparuean Forces' soldiers, tanks and aircraft within GLS. Pikachurin Posted October 17, 2009 Author Report Share Posted October 17, 2009 Amendments to the Disparuean Constitution Commons Hemicycle New Parliament Building Jubilife, Disparu Minerva Paradizzo, a member of the Democratic Party and leader of the Commons' majority, looked at the sea of faces in front of her, and said, "Greetings, my fellow Members of Parliament. Today, I have been given the honour of addressing the Commons about the Democratic Party's planned amendments to the Constitution. Let's start with the electoral system. We believe that our current system is severely flawed, no offence to the honourable members of the Disparu Committee that made it. It has too much red tape and provides a better chance of causing instability to the Government. The current system would allow government deadlocks to happen. How do we solve this problem? Well, we came up with a better system that would ensure stability, reduce deadlocks and make the election process more streamlined. Instead of voting on almost every single high-profile government position, citizens will now only vote for which party they want to represent their riding in the Senate and Commons. Let me give you an example. In the current system, citizens would vote for a separate MP and a separate Senator. In the proposed system, citizens would vote for a MP-Senator pair selected by the political party for that area. As usual, the pair with the most votes wins. Now you're going to ask; how are we now supposed to appoint officials for our Executive and Judicial Branches? Let's start with the Executive. For the Chancellor, whichever party has the most seats in the Commons gets it's leader to be Chancellor. The same thing with the Executive Triumvir; whichever party has the majority gets to have their Triumvir candidate to be the Triumvir. As for the Ministers, we first thought that the party who currently holds the majority gets to hold all eighteen ministries, but other parties might not be able to voice their opinions in the Executive Branch if we did that. In order to remedy this, we've decided that we'll also use results from the Commons. Let's say that 70% of the Commons is made up of the Democratic Party, while 30% of it is made up of another party. Using the proposed system, 70% of the Executive Branch will have to be made up of the Democratic Party, while the other 30% will belong to the other party. The Chancellor gets to allocate which Ministry belongs to which party. While were in the subject of the Executive Branch, we want to merge the Ministry of Infrastructure with the Ministry of Development since they do the same work anyways, we want to create the Ministry of Culture, for Disparuean culture, and the Ministry of Transportation, for the management of our national transportation systems, and we want to get rid of the Ministry of Internal Affairs, since it's work falls on a gray area and it's an extremely useless ministry. We also want Elections Disparu to be independent of the Government to make sure that our national elections aren't biased. Speaking of elections, when this amendment passes, all elections will be merged and held every five years, to ensure efficiency and stability. The voting age will be further lowered from 16 to 14 while the age for assuming office will be lowered from 22 to 20, in order to keep good and fresh ideas flowing into the Government. As for the Judicial Branch, well, we'd like to ban political parties in this Branch. Our justice system is supposed to be unbiased, and having a Judicial Triumvir that's in a political party just screams bias. The Judicial Triumvir will still be the Supreme Judge and can appoint the Puisine Justices. If these amendments pass, the Government changes will be severe enough to warrant another election. Speaking of amendments, we also want to change how constitutional amendments are handled. In the current system, amendments are handled just like a regular bill, which is not good. In the new system, all amendments to the constitution will have to be ratified by the Governments of every single province. An amendment needs at least 75% support from all provinces in order to pass. If the amendment does not pass but they are still favoured, a national referendum will be held. The new system may be slow and tedious, but changing an important document would obviously require the opinions of the entire nation, not just the Legislative Branch. That is all. For obvious reasons, the exact nature of the upgrades were not released to the public, however it is currently rumoured that the upgrades were caused by the Disparuean Forces' reaction to the attacks on the Disparu-GLS Border. The complex, located approximately 500 km southwest of the city of Snowpoint, is now in ruins and can no longer function. "Even though we probably won't be able to reuse the accelerator, I still think finding it would benefit us in some way," said the search team's leader during an interview. When asked about the future of the site, the team's leader responded, "After the Government has gone through the site to make sure everything's okay, it will probably turned into a museum and a science centre to commemorate Canada's contributions to technology." "We find it unfortunate that a beneficial bill to the people of Disparu has been rejected by the capitalists and bourgeoisie that fill the seats of the Commons. Had this been passed, the people of Disparu will be freer from the grip of the evil corporate giants in the media, and we would have less of these useless copyright cases in court," said a spokesperson for the Communist Party. "Actually, it's actually good that this bill didn't pass, otherwise it would've infringed on a Disparuean's right to ownership, and other copyright laws we have in place," said Chancellor Cynthia Celeste during a quick interview. Had it passed, the Anti-Copyright Bill would have abolished all copyright licensing and patents (and destroying the Disparuean Patent Office in the process), and all works and inventions, both current and future, would be immediately released into the Disparuean public domain. Aurasphere is Disparu's plans to construct a defence network capable of defending the entire nation from airborne attacks, whether it be from aircraft or missiles (both normal and nuclear). Aurasphere is currently composed of five modules: Module 1: St. Lawrence Aerial Defence System Status: COMPLETED The St. Lawrence Aerial Defence System (SLADS) is a network of anti-missile and anti-aircraft towers scattered throughout southwestern Disparu. The SLADS is responsible for protecting southwestern Disparu from airborne attacks, especially high population centres such as Hearthome, Canalave and Jubilife. The SLADS is only capable of shooting down aircraft and normal missiles. Module 2: Borealis Aerial Defence System Status: COMPLETED The Borealis Aerial Defence System (BADS) is a network of anti-missile and anti-aircraft towers scattered throughout northern Disparu. The BADS is responsible for protecting Disparu's Arctic regions, especially the cities of Snowpoint and St. Mystere. Like the SLADS, it is only capable of shooting down normal missiles and aircraft. Module 3: Atlantic Aerial Defence System Status: UNDER CONSTRUCTION The Atlantic Aerial Defence System (AADS) will be a network of anti-missile and anti-aircraft towers scattered throughout eastern Disparu. The AADS will be responsible for protecting much of Disparu's eastern regions, especially the cities of Eterna and Pastoria. Like the SLADS and BADS, it is only capable of shooting down normal missiles and aircraft. Module 4: Black Mesa Nuclear Defence System Status: INCOMPLETE The Black Mesa Nuclear Defence System (BMNDS) will be a nuclear defence system located in central Disparu, specifically the area near the now-abandoned Black Mesa Research Facility built by the Canadians. As it's name states, it will be responsible for protecting Disparu from nuclear attacks. The BMNDS will be connected to the AADS, BADS and SLADS mainframe computers. Module 5: Aura Satellite Network Status: 0/3 LAUNCHED The Aura Satellite Network (ASN) will be a network of three military geostationary satellites in orbit above Disparu. Clearing her throat, Isabelle faced the sea of reporters and said, "Bonjour, Disparu. As most of the international community knows, Disparu's predecessor, Canada, has helped humanity move forward in terms of our scientific knowledge and capabilities. A good example of this would be the space elevator southeast of Libreville. Disparu, on the other hand, is scientifically incompetent. I don't need any evidence to prove this - just read any scientific journal or magazine. There are no mention of any Disparuean research projects, whether they be publicly or privately funded. My predecessor, Samuel Oak of the Democratic Party, never did anything significant during his term. As your new Minister of Science and Technology, I am here to change the status quo. Disparu will no longer be the scientifically incompetent nation it once was. As you may have heard, unless if you've been living under a rock somewhere, we've recently rediscovered the remains of the Canadian-built Black Mesa Research Facility, a research complex that contains a system of particle accelerators. Even though most parts of the complex is still intact, the entire research complex has been looted and partially destroyed by unknown forces. We were originally going to turn it into a science museum, but our priorities have changed. Instead of turning it into a museum, we will restore the research complex into its former glory, in the name of science. Here is an image of the site, along with an outline on where the particle accelerator will be located. The particle accelerator will be restored during the following months. The province was renamed after a Government-sponsored referendum found that a majority of the province's citizens preferred "Nunavik" over "Northern Frontier". "We believe that Nunavik reflects our Inuit heritage better than Northern Frontier does," said Nunaviker Governor Marc Söderström during a press conference by the Provincial Government. Teams are currently working on fixing signs, documents and other objects to reflect the name change. The name change has been supported by the rest of Disparu and the Federal Government due to its simplicity and symbolism. ---------- Repairs to Saint Joseph's Oratory completed Major repairs in Saint Joseph's Oratory, a Catholic cathedral in Canalave, have been finally completed. Costing approximately $35 million, the project repaired most of the Oratory's damages and infrastructure. The Oratory will be opened to the public as soon as possible.
