Another aggressive Alaskan assault ended with another country’s demise.
Canada’s final grace was a new land for Procinctia – Bear Island.
Unfortunately the Canadian’s didn’t specify which Bear Island.
Forces previously affiliated with Procinctian operations in Canada force took advantage of the situation and secured all three islands (and Bear Island in Norway ).
Procinctian officials claimed this was undoubtedly Canada’s original intent.

Procinctia’s government-in-exile began setting up offices (with no essential personal) on Bear Island in Lake Temagami.

The Union of Arctica believes, but is embarrasingly unsure, that an island named Bear Island, possibly next to Fitzwilliam Owen Island directly below its Arctic holdings, belongs to the Union. However, since our mapmakers are unsure, as are our law researchers (damned search limit) of the existence of these islands or even the existence of the treaty with some Canadian nation (possibly Kitex?) that handed over these possibly imaginary islands, we will simply accept Procinctia's claim, but retain our claim to Fitzwilliam Owen Island. Moreover, pending detailed geological examination of the area, the surrounding ice may be either Arctican territorial waters or sovereign territory.

Procinctian travelers are urged to look for the conning towers of submarines and announce their intent to cross into Arctican waters and/or territory with semaphore flags. Should the Procinctian in question not be in possession of any signal equipment, they will be held in violation of Arctican sovereign territory and/or waters, whereupon the Union will declare the entire extant population of [i]Ursus maritimus[/i] to act as enforcers of Arctican law. May the indigenous god of death Aguta have mercy on your souls, because the bears will not.

Bear Island, Svalbard archipelago

Despite being the desolate, cold, and lonely place many Procinctians preferred very few were actually on Svalbard’s Bear Island.
One twelve man squad was on the beach ‘securing’ the otherwise uninhabited island.
On a makeshift sonar a single incoming ping quickly turned to dozens rapidly shifting into hundreds snowballing into thousands before filling the screen with contacts.

Tens of thousands of seagoing vessels peaked over the horizon like a rising sun.
Cruise Liners, oil tankers, bulk freighters, fishing boats, even yachts – crafts of all sorts and sizes - littered the ocean further than any eye could see.
Unknown to the soldiers on the shore these boats were filled with Canadian refugees desperate with uncertainty who fled the mainland to escape Alaska’s invasion.

Procinctia had promised [b]*any*[/b] Canadian or Greenlander, civilian or military, refuge in their newly acquired province . .

Thousands of near simultaneous broadcasts requesting asylum completely jammed Procinctia’s rudimentary communications. . .
. . . yet would be easily heard by anyone with decent communications infrastructure.

The Procinctian communique, having been sent across the globe, was picked up by the Korian fleet as they neared the shores of the Eastern seaboard of North America. Having already sent coordinates to pick up the Cyrantians, a second message was sent out, alerting the Procinctians that the Fleet knew of their existence and the Medical Board's willingness to help.

Leftenant, “It’s a telegraph, thank the oceans! Finally someone’s using something we have actually have technology to make an uncluttered response with.

It made little sense to Ofka as he read through the Procinctian message which had been forwarded to him by the Medical Board. How the one island that had been given to Procinctia by the collapsing Canadian government could suddenly hold the massive amounts of refugees described in the message was absurd. There was possibly no way an island of that size could hold all those people and the Procinctian population was not estimated to be that large.

"And what does the Board expect me to do with this?" He turned to his junior officer, Lieutenant Baikova. "The Fleet is in the Caribbean and the Enclave wouldn't have nearly enough ships to help this large amount of refugees."

"The best we can do, sir," Said the young lieutenant through her green helmet. "Is go and assess the situation, there are other countries, the Russians or the Germans who could help with this crisis. But the least we could do is draw attention to it and place our boots on the ground first."

"Well that's another issue, Lieutenant. What boots?" He spoke the truth, there was only a small contingent of Korian Marines in New Greenland and they were used for policing the new Enclave, Ofka couldn't spare any more men for an assessment of a refugee situation across the Arctic Ocean. "However, if the Board is adamant about us providing some kind of help to these people. I want you to take one of the smaller ships and head over to their coordinates and radio me with just how drastic this situation's become."

"Alone, sir?"

"No, take five marines with you, that should be plenty. This is a reconnsaiance mission, Lieutenant. Do not promise anything until you contact me first so that I can contact the Board."

"Of course sir."

A few hours later, Lieutenant Baikova was churning through the freezing water of the Arctic Ocean towards the Procinctian location with five Korian marines to see for herself the state of the refugees on the Bear Islands.

More than forty thousand (counted) vessels – give or take a few hundred.
Resembling the worst of Indochina’s boat people too many – including rafts and wide variety of improvised craft – didn’t seem particularly seaworthy.
Procinctia’s inadequate garrison couldn’t make any reasonable guess to how many people were out there.
Twelve soldiers to police thousands, hundreds of thousands, or maybe a million (possibly) desperate exiles didn’t seem reasonable.

Despite apparent overwhelming impossibility, with a vague outline that wasn’t anywhere near enough a comprehensive plan, the commanding Leftenant issued orders that almost guaranteed spreading limited manpower far too thin, “Antonio, scavenge freighters for anything useful.
Chatka, check tanker crafts for blatantly obviously hazardous materials.
Domingo, scout for military types.
Guy, help anyone making landfall.
Isabella, convince the fishermen to share their catch.
Jose, scour the ‘fleet’ for useful communications.
Kamleika, look through passenger craft for extra cabin space.
Llorente, find boats capable of beaching.
Marken, keep open communication with. . . anyone.
White Bear, cover Guy.
Ramirez, patrol the southern beaches. All of it. Prepare to do everything.”

A few hours later when Lieutenant Baikova arrived the first Canadians would be making landfall. . .

When Baikova and her marines were only a few leagues away from the island, they could already see the great horde of rafts scattered across the horizon. It was inconceivable the amount of people who had come to this small place for refuge, even more inconceivable was that these people had decided to stay. Slowly, the Korian ship passed through the rafts and made landfall on the island itself as the Lieutenant jumped down off the boat into the knee-deep, freezing water and proceeded to walk through the great crowds with her marines at her side.

When they arrived, Baikova sought the nearest official to ask to be taken to the Procinctian leadership on the island. The Korians couldn't stay long, this matter was far too great for the Fleet or the Procinctians to handle alone and it would require outside help from either the Europeans or the North American states.

The nearest ‘official’ Baikova and her Korian marines were able to find on shore was an overworked sergeant directing equally haggard people making landfall in a disjointed line that was quickly becoming a mob.

It wasn’t hard to find Procinctians’ commanding officer. . . the only other non-Korian soldiers they had encountered on the island. . . trying to make a phone call from atop a makeshift tower built from more than a hundred creates of antitank rockets.
One thing Procinctian’s weren’t short on was antitank rockets.

Overlooking blatantly unique attire Eduardo addressed the Korian newcomers, “Not Canadians. . .
You’re the reinforcements – right?
For a minute I was starting to believe Sedna forsaken us here.
Finally the jokers in command realized we’re going to be more than struggling without manpower.”

Procinctia’s efforts to establish a foothold on Lake Temagami’s Bear Island stepped up to whirlwind pacing before the Halifax conference settled Canada’s fate.

Every five feet around the island’s circumference working fire hydrants were arbitrarily installed in a bizarre perimeter, with redundant farther inland hydrants every yard.

Taking advantage of the lack of administration to stop them Procinctians began purchasing [b]*ALL*[/b] of the firefighting equiptment from every community within more than a few hundred miles at unreasonable generous prices.

Multiple diesel driven high-pressure water nozzles from ex-Canadian fire rescue craft were being mounted on rooftops.

Formerly Canadian Firefighters were being recruited en masse. . .

On Svalbard’s Bear Island the outnumbered Procinctians made some progress accommodating the unexpected refugees.

While the Procinctians couldn’t effectively communicate with the English-French speaking refugees the soldiers issued rough orders by waving their guns and yelling loudly in Spanish.
Surprisingly things somehow got done through this morally questionable gunpoint directed labor. . . but the Korian observers probably weren’t particularly impressed.

Six finds amongst the container vessels were instrumental in housing displaced Canadians; memory foam mattresses, empty cargo containers, military grade Portable Sanitation Units, plastic construction tarps, crates of strawberry lemonade juice, and boxes fresh lemons.

Makeshift shelters were made from empty cargo containers, insulated with plastic tarps, and furnished with mattresses.

Anyone from an improvised craft of questionable integrity was offered jury-rigged- shelters while those fortunate enough to reside in actual seagoing craft were advised to remain aboard.

Strawberry lemonade juice was disturbed to prevent dehydration with lemons passed around to avert scurvy.

These vessels are being sent to assist with repairing the Canadian vessels to keep them afloat until something can be done to providing housing for the people on them.

We encourage all other members of the International White Cross to help out in this and the other situations around the globe as we could use all the help we can get, whether it be in Procintia, the CAU-Midwest Republic Conflict or in the terrible news of the recent conflict erupting down here in South America and consequential nuclear radiation crisis.

Half of keeping control of any situation is pretending you still have control of the situation. . .

First, if you can give us a location for the South American warehouses, we can move shipping through the region to try and bring it north - although admittedly finding free shipping vessels not acquired by other competing firms will prove quite difficult in the wake of the recent land-based travel restrictions. We should be able to acquire some ships however to begin bringing some of these units to their requested destinations in Procinctia.

Beyond this, we have other ideas as well. We propose utilizing the larger vessels that have approached from Canada to produce an extended living quarters for refugees. Concrete Pillar structures will be placed along the sides of the vessels which will allow them to be held in place and held from underneath from sinking. The ships will be placed radially from points on the island and then connected to land via air-bridges, which will not only connect the craft to the shore, but will also connect the craft to one another allow individual to move from vessel to vessel. At the same time, efforts will be under way to restructure the inside of the ships with materials to form a series of apartments for each of the residents, while more permanent solutions can be devised on the remaining land of Procintia through the private market. Small communities can then be set up on each of the ships, with soil even being placed along the tops for small parks for the residents to enjoy, or to produce small community gardens for food.

By using the structures of the ships themselves to provide living space for many of the individuals in an orderly mannerism we should be able to accommodate the difficulties associated with this complexity. Over time with some effort by those on board, perhaps you could transform these floating systems into floating cities akin to the Lillypad design:

The Hershey Corporation has recently branched out into the defense industry and we have had much success in this venture with the government of the American Commonwealth. For the suggested price we are able to offer 4000 fully equipped security personnel along with another 8000 in logistics and support personnel for a period lasting one year. We should be able to establish some semblance of order and begin humanitarian operations. I have also been notified that the American Commonwealth will be providing material and possible manpower aid for the situation. All told we will be able to ship several thousand tons of food, medicine and equipment per day via the ship and air resources available to us. We are also willing to train and/or expand your currently existing security forces if that idea works for you.
