Anarchying after 2nd attack

I think their is a bug in either SE or TE as SE allows you to anarchy after the 2nd attack while TE doesn't. As I didn't see anything documented on this difference, I cannot see a reason for one to allow it and one to not.

Considering I've anarchied in TE after an overpowering follow up (2nd attack) it doesn't seem to be a bug in TE. I've done this multiple times so far.

As far as I know, anarchy is caused by depleted troop numbers, not by the number of attacks. If they have low enough troop levels, I don't see why you wouldn't be able to send someone into anarchy after one attack, let alone two.

I'm fairly certain you have to attack them after they have depleted numbers. So in theory it should be two to anarchy, provided it's a well planned attack.

I've been able to anarchy on my second attack when I started my first attack with 49% odds. I found this weird, but did not really care. I was always under the impression you needed to send a defeat alert or whatever to get the initial anarchy.
