In logical terms, I dont believe that was the case. I believe that all empty lots would be considered military property rather than placed as civilian lots. For that, you must ask Spain, the ones who had all the right to grant that plot of land to whomever they pleased. We granted the land based on the nations past. They have done no harm to any European nation, or any nation for that matter. They have treated citizens with respect and like human beings, there is NO reason they would be denied the land as there is little to few citizens in the area. The Spainish people could have easily taken care of the people now under Louisiana jurisdiction, but as I have stated it for strategic purposes. I dont see how the people now under Louisiana jurisdiction are going to suffer. They are a civil nation. Demilitarizing it would be foolish as that effects only one side of this whole mess. There is currently no Spanish civilians under the Louisiana holdings in Iberia. We know where our citizens are, we would ask the RSSN to re-count our public records on such. If this is not the way you accessed such information then we may have a problem in the future.
