Pacifican leader Ray Matveyev enters the port city of Urajiosutoku on an Etanian passenger boat. Tired and fatigued from a long trip, Matveyev was about to make history in this little corner of the globe. Returning from a trip from the Etainian home islands; a discussion with the heads of state and government representatives of that country about the independence of his. Upon his return, the forty-four year old Pacifican president left the aging vessel with a large group of tourists and immigrants. Urajiosutoku, known to him as Vladivostok, isn't the old Soviet port city it used to be, but is now a modern economic center with a bustling populace. Ever the common citizen, Matveyev waits for a bus to his home town of Ussuriysk, a long ride, but good for taking a nap.

Ray caught the bus home early in the morning, the long 3 hour, 80 kilometer ride would provide sufficient sleep. The ride was its usual: quiet and bumpy. Arriving home, at the town's city hall, the de facto capital of his country: the Pacifican Republic. His cabinet was anxious in meeting him since his departure two weeks ago, to discuss upon the independence of the Republic.

"Comrades, friends, upon agreement with the Etanian government, we are now an independent nation," said Matveyev in a solemn voice, "our years of work and struggle have not been in vain."

The ministers cheered, said their congratulations, and shook hands. "Call an extraordinary session of the Assembly, Ray," good friend and National Assembly Secretary Roman Delemonsky said, "they will need to hear about this."

Matveyev issued a general proclamation:

ATTENTION DELEGATES OF THE NATIONAL ASSEMBLY

of the Democratic Republic of the Pacific

FOR IMMEDIATE RELEASE

All delegates of the NATIONAL ASSEMBLY are called to EXTRAORDINARY SESSION in the USSURIYSK GENERAL BUILDING for a proclamation by President Ray Matveyev concerning the independence of the Republic. The 8th EXTRAORDINARY SESSION OF THE NATIONAL ASSEMBLY shall begin in TWENTY-FOUR HOURS.

By the dozens the 272 delegates of the Assembly arrived, extraordinary sessions were rarely called, and usually only in extreme emergency. Matveyev had quickly prepared a speech to the nation, he was never the best orator, but was hailed by his countrymen as an inspiring leader and effective governor. The speech, given the day after in the late afternoon, was seen as historic but very short and to the point:

"Comrades, delegates, countrymen, all those willing to listen:

Thirty-six years ago, we joined together despite the repressive regime of which our nation was governed by, we joined together in an effort to consolidate our peoples - to better our community the way we wanted to. Today, I bring the news all of our efforts, labors, and struggles have been successful. The representatives of the government Etania have signed the treaty we have offered to them - to secure and recognize our independence and our sovereignty as a nation. Our constitution, which for years we lived by, defended, and died for, can finally serve the purpose it was intended for: the supreme law and will of the people of this country. No longer shall we be considered a 'movement', but rather a 'people'.

From this day forth, my comrades, the Democratic Republic of the Pacific is free."

The Office of the President released this statement to all nations:

Greetings! The Democratic Republic of the Pacific welcomes all nations and foreign dignitaries! The Pacifican Republic is a small direct democratic nation of about one-and-a-half million people. I would like to invite the opening of diplomatic relations to the outside world and hopefully recognition among the international community of our nation. We seek to contribute to the enforcement of peace, nuclear arms destruction, and humanitarian relief abroad.

I am President Ray Matveyev from the Progressive Party of the Pacific. Our Party's aims are the assistance in the democratic socialist movement, as well as the struggles for civil liberties, environmental protection, and the liberation of the working classes. We also wish to assist in all sovereign recognition efforts from ethnic and political groups alike. Ties both diplomatically to the State and to the Party are greatly encourages as the Progressive Party would like to work with foreign governments on the advancements of socialism, human rights, and economic prosperity between our two nations.

As per our Constitution we protect many civil liberties and promote direct democracy and democratic centralism within national governments, as well as our own Party. The 103-article constitution outlines the foundations of our government, and the democratic values we wish to promote. We do not recognize the illegitimate governments of fascist dictatorships or theocratic regimes. These nations are out of touch with modern society, and do not promote individual democratic liberties.

Pacifican Independence and Sovereignty Accords at Urajiosutoku

AN ACT of the states of the Democratic Republic of the Pacific and Dai Etania Teikoku

PREAMBLE

THE PEOPLES of the Pacific have their destinies ahead of them, and a bright future to be drawn by the hand of the Creator. The parties of this document, mutually agree herein, that those futures shall be served in an independent nation, successors of their inhabitants before it; their struggles; their successes; their values; the common belief in humanity. The state of Dai Etania Teikoku herein, in this decree signed by representatives of both parties, establishes that destiny to be invested into a nation inheriting such ideals of liberty, self-determination, and humanism. Establishes in these accords, is the independence and the sovereignty of a nation of the Pacifcan peoples, their culture, and future administration.

ARTICLE I: SOVEREIGNTY AND INDEPENDENCE

The parties of the Pacifican nation, herein established as the Democratic Republic of the Pacific, and of the government ot Dai Etania Teikoku mutually agree on the need for an independent Pacifican nation and goverment - from that of the Etanian administration. The purpose of this is for the Pacifican people to develop within their own liberties and ideals, while assisting their Etanian predecessors. The governments, established by their relative constitutions, laws, and customs, shall be independent of one another and shall recognize each other as sovereign nations of this Earth. The independence of both nations, however, shall be granted mutually to each other by both parties and their constituent administrations and figures.

No territory, herein established as Pacifican, shall legally be administrated by Etanian authorities of any level unless delegated by Pacifican officials, as per cited authority and legality in their relative customs and laws. This includes, but is not limited to, the private property of Pacifican citizens and the public property and claimed processions of the Pacifican government. Likewise, the Pacifican state must respect the same such claims made by Etania that does not conflict with this agreement establishing sovereignty.

In establishing separate, but allied governments, Pacifica and Etania shall conduct civil and tactical administration how they see fit and how their populace will it. This includes, but is not limited to, the customs of which the officials of authority granted in a party's relative law may use their power. Neither party withholds the right to control the laws, customs, elected or selected officials, nor any other provision established in law of the other nation.

ARTICLE II: TERRITORIAL RIGHTS

As per Article I of these accords, neither signatory has the right to infringe upon the system of governance of these established territories nor may they not be respectable towards the other citizenry's private property or other state's public property. Etanian and Pacifican officials and states herein mutually agree on the provisions set to declare the legal territory of the Pacifican Democratic Republic.

The border of the Pacifican Democratic Republic shall encompass the southern territories of the former existing territory under Etanian civil administration. This includes the area of Yaroslavskiy, Spassk-Dalniy, all directly north of Urajiosutoku extending to Khanka Lake. This territory shall extend no further west than with the border with Zargathia and no further south than the border with the Michuraza Empire. This territory also extends no further east than the town of Spassk-Dalniy. This territory shall be transferred to the governance of Etania upon the dissolution of the Pacifican state.

The port city of Urajiosutoku, herein referred to by Pacifican officials as Vladivostok, shall serve under the civil administration of Etania. These ports, however, shall be open to all Pacifican civil and peaceful trade, as to allow for the Pacifican Republic's economy to grow.

This article is open to revision by both signatory parties and their constituent administrations.

ARTICLE III: CROSS-SEA COOPERATION

Both parties are to establish cordial and open relations with one another respecting to provisions of Article I and Article II. If either party is found in violation of these articles, appropriate cooperative programs may be altered as found fit by the victim party.

Economic cooperation among the states of Etania and Pacifica shall be open and fair. Cooperation through the use of ports, shipping lanes, land routes, and air travel shall be agreed upon for mutual economic development.

Furthermore, both parties agree to defend each other's guaranteed independence and safety of their government territories upon attack from an outside party. However, such tactical cooperation shall be kept within the sovereign and independence limits as established in Article I of these accords. Both states will take the steps necessary to defend the property of each other's states, their citizens, and inalienable rights to independence from outside forces.

As such with the above statements, both states shall not provide aid of any kind to an outside force hostile and at conflict with the other signatory party's constituent government. Aid includes, but it not limited to, tactical support, exchange of information and intelligence, financial support in the form of trade of good or monetary funds, and/or the use of citizens to fuel a proxy conflict.

This article may be cancelled upon request of either party, effective 6 months upon confirmation of cancellation.

ARTICLE IV: RATIFICATION

We the undersigned representatives of our state, our government, and our people, hereby declare these accords to be legal and valid:

Haruhi Suzumiya knew this was a glorious day, as the Russian people in part of the Teikoku were taking control of their own destiny. The Japanese majority DET did not feel it was right to forcefully rule over the Russian territories that they considered part of their nation, and decided to let this be the first step in allowing those people their own representation and independence.

To her, they would remain faithful allies through thick and thin regardless of this.

Considering that the Pacifican regime does not recognize Theocratic entities, the Holy American Empire chooses not to recognize the Pacifican nation. Furthermore, any ships flying this flag are labeled terrorists and any nations allying with these thugs will be prevented from trading with the Holy American Empire. Including passage through the Panama Canal and the Southern Passage between South America and Antarctica.

Good luck getting between oceans.

Considering that the Pacifican regime does not recognize Theocratic entities, the Holy American Empire chooses not to recognize the Pacifican nation. Furthermore, any ships flying this flag are labeled terrorists and any nations allying with these thugs will be prevented from trading with the Holy American Empire. Including passage through the Panama Canal and the Southern Passage between South America and Antarctica.

OOC, your geographic must be abit muddled mate... he can just go the other way through the indian ocean into the atlantic and stay in international waters.

The Federal Union of Belarus and Moldova recognizes the Pacifican regime, although it encourages this new nation to change its hardline stance of not recognizing theocratic regimes. Such display of stubbornness is never helpful for foreign policy. We hope the Slavic peoples of the DET will settle in this new nation and thus set the seeds for the prosperity of yet another Slavic nation.
