I don't think there ever was a -15% one, but I definitely had the +15% one twice back in teh day ;0 Nothing speeds your growth up more than having 15% more citizens lol. For my nation I am in debt about 5.6 mllion because of the negative events. You should be happy now because when the negative events start pounding and piling in on each other you won't be able to keep up!
