He needs to register and play from another IP (e.g. the library/school, a friend's house, a second home connection). Bear in mind that he will have to NEVER log in from your same IP. Or you can both use the same Nation (like it had two Rulers). AFAIK there's no rule against multiple people playing with the same Nation (I may be wrong on this, but I also don't see why anybody should care of it - or how they could check it, for that matter...)
