If you have donated to someone as a deal and they have not held up their end of the bargain, I suggest contacting Admin via his email address as you would in the Donation Mistake thread in this forum. If you have sent someone aid in return for a donation and they have not yet donated to you, since the money RL has not changed hands I don't believe there is much we can do; however you do have in-game means at your disposal at that point.

A trade ring is a set of nations sharing their resources with one another to achieve the bonus resources they want, such as Construction, Automobiles, Fast Food, and the like. The advantages of this are constant, stable trade relationships that last until a nation is deleted or decides to opt out with advance notice. Check the Trading Harbor forum for trade rings you may qualify for.

If both nation and ruler name were extremely similar I would take more of an interest; as they are not I would let it slide until they flat out attempted to try and steal your identity.

We try to shy away from any and all advertising on this forum that isn't the ads that come with the forum hosting service, preferring any signature links to be solely game-related. Your request in this case is not as game related as I think we would like. Most people who want to start a CN alliance forum know where to go to do it. I would suggest against advertising the link unless asked specifically by someone in a non-IC forum.

You should be fine. Working with the iPhone and the 3G/EDGE networks are fairly up in the air since the lion's share of accounts access from an actual hardline or wireless network linked into a local hardline. I'm not sure about the cell phone towers.

Deployed forces return to defend when your nation's defenses are depleted to the point that anarchy will ensue. The primary indicator is the number of forces, not the state of anarchy. The Fallout Shelter System keeps your deployed troops deployed unless you somehow do not have enough defending forces to 'maintain order' after the nuclear strike. If you have a full complement of defending soldiers when the strike hits, then your deployed forces will remain to fight on in your glorious name. If you already were depleted to the point where half of your remaining forces are not enough to stave off anarchy from a normal battle standpoint, then your people will return to the home front.

The Fallout Shelter System will not prevent you from entering Anarchy. No matter what, a nuclear strike will throw your nation in an uproar. The FSS merely allows half of your soldiers to survive the strike.

You may not create multiple accounts on one network. Your nephew would have to have his own seperate internet connection to be able to play. This is to ensure that there is not abuse of the game by forming multiple nations that can then work in concert. I hope this helps.

As is listed in the Moderation FAQ, bumping your thread is now a warnable offense and we will move those to the bottom of the pile. The key word in any appeal is patience. Also, claiming your appeal has been ignored (emphasis yours) will not help your case. The Cyber Nations Senior Staff takes all the evidence into account before making a decision, and such decisions take time. Multiply that time by the myriad of appeals that have been filed and you can see why the appeals process isn't simply instantaneous. This does not include the other items on their agenda which include the duties of every other moderation team, save that of Sword of Estel and Admin. Most of all, they are human. You wouldn't attempt to hack off the IRS when you're being audited, would you?

You will want to try to register under your home network, as a school network is likely to be watched by the Game Staff for evidence of multiple users on the same network. As has already been answered, you may also file an appeal to use your old name, or simply try a new one and go for a completely fresh start.
