I found a couple of bad bugs.

Your nation has been attacked with nuclear weapons by thedestro. You lost 5016 soldiers, 0 defending tanks, 0 cruise missiles, 183.534 miles of land, 61.178 technology, 183.534 infrastructure, and 1/4 of your aircraft force. In addition to these losses your nation will experience many days of economic devastation.
Nuclear weapons are extremely devastating to nations being attacked by them. Nuclear weapons completely reduce the number of defending soldiers for a defending nation to zero (35% Survival if the defending nations has the Fallout Shelter System wonder), cause great amounts of land, technology, and infrastructure losses (35% each up to 150 land, 150 infrastructure, and 50 technology), and also cause population happiness to plummet for a period of 5 days after a nuclear attack. Nuclear weapons may not be launched until at least 25 hours after declaring war.

My nuke burst all the caps, (due to tech update I think). So either this is a bug, or the info index needs to be edited.

Well the caps are base damage which are modified so it's not really a bug. And all values in the info index are considered base subject to modification where noted elsewhere in the info index. So I don't see the index being wrong either.

This is correct. I've updated the information index to say "(35% each up to a base limit before the techbonus of 150 land, 150 infrastructure, and 50 technology)".
