From the information index: If a defending nation has less than 250 miles of land but still has navy vessels on hand then Naval Attack operations against it are allowed. I did still have 1 Shipyard up though. I dont see why that would matter. On 11/1 just before you were last blockaded you had: 257.037 mile diameter. 192.349 in purchases, 3.818 in modifiers, 60.870 in growth You have since sold land below the 250 threshold and you are now immune to blockades.
