The address was televised and broadcasted all across the country. "My fellow countrymen and women, The continent of South America has become involved in an international affair concerning the Tianxia Empire and the United Republic of Bolivia. In recent light of some discoveries, it so happens that Bolivia has had a nuclear program ongoing and has been able to acquire nuclear weapons. Let me make this clear - Paraguay does not support Bolivia's nuclear program and urges Bolivia to dismantle such destructive weapons. In response to these discoveries Tianxia has tried to form a superpower bloc composed of itself, Athens, and Russia. The purpose of this Security Council in their eye is to bully an nation that disagrees with them. The true United Nations allowed all nations equal representation on matters of international concern. The Security Council is only ONE of many organs of the UN and therefore does not dictate what the rest of the organization or the world must do. They have not exhausted all diplomatic means of resolving the Bolivian issue, but rather decided to launch an outright military campaign. This campaign has done nothing but created an international incident, forced thousands of civilians out of their homes, and has almost created a humanitarian crisis. While we recognize that several nations believe in the legitimacy of the Security Council, we do not. BUT even putting that matter aside, how can one sit idly on the sidelines knowing full well that Tianxia has used military force without looking towards a diplomatic solution? What about the innocent civilians caught in the middle? Do we just say oh well that's their problem not ours? Paraguay will not allow the cries of the innocent to fall upon deaf ears. That is why I have ordered the Federal Paraguayan Police Force's Peacekeeping Operations Bureau to start to formulate a peacekeeping task force of 3,000 police officers to enter Bolivia. They will ensure that those wishing to leave may do so without incident and that hospitals and other essential infrastructure to the local population are protected and safe. I have also directed Madam Marlina Vides, PAID Administrator of Humanitarian Assistance, to coordinate relief efforts in the country. With the Bolivian conflict fresh in the minds of all 500 representatives of the Chamber of Freedom, a bill was submitted today to engage in military combat. This however was not in refernce to Tianxia or its allies, but rather with Bolivia itself. Seeing that it wishes to make a political and military statement at the expense of its citizens, legislative leadership is pushing this bill to end this conflict once and for all. Speaker of the Chamber, Mr. Leonardo Veloz, has been quoted as saying, "This bill is not a submission to foreign powers, but rather an expression of common sense. We recognize that Bolivia is a soverign nation however its pursuence of nuclear weaponry at the expense of innocent civilians is unacceptable. This bill would authorize military action to overtake Bolivia with the welfare of its citizens our number one priority. It would also allow Tianxia and Athenian inspectors into the country to dismantle the nuclear arsenal." It is unclear whether or not President Gomez would sign such a bill, but pressure is rising in Paraguay to do something about this crisis. BILL #258-A Title: Protection of Bolivian Civilians Act BE IT ENACTED BY THIS CHAMBER Preamble- Stressing the particular impact that armed conflict has on women and children, including as refugees and internally displaced persons, as well as on other civilians who may have specific vulnerabilities including persons with disabilities and older persons, and stressing the protection and assistance needs of all affected civilian populations, we so enact the following not as a political submission to foreign powers, but rather for the common good of the local population. Section 1- Allow the use of $1,500,000,000 by the Paraguayan Agency for International Development in order to address the needs of more than 20,000 displaced Bolivians in Paraguay, Section 2- Allow the Executive Branch, with advisement from this body, the use of military force through all branches of the armed forces in order to secure a better future for the people of Bolivia with the protection of civilians being the number one priority, Section 3- Allow Tianxian and Athenian inspectors/experts into Bolivia, once the country is secured, to dismantle ALL nuclear materials, Section 4- Allow an additional budget of $2,500,000,000 for the Department of Defense in order to operate efficiently in the previously stated manner, Section 5- This bill, if passed, will be enacted immediately in accordance with standing laws and regulations set forth by the Constitution of Paraguay. Notes: This Chamber wishes to make sure that Tianxia and its allies, along with fellow SAO nations, that Paraguay is not attacking them in anyway. This Chamber is instead acting in accordance with the mandate to protect civilians from an unfair ultimatum and to ensure international security. This Chamber will hold the Paraguayan Armed Forces to the highest standard when it comes to the protection of civilians and local infrastructure. We hope that the international community will support this measure, especially since this is NOT for any political or military gain, but rather is a call for the defense of common humanity from nuclear annihilation. The United Republic of Bolivia has announced that they will merge the Bolivian territory with Paraguay. The current crisis in Bolivia has been over its nuclear stockpile, and therefore President Gomez has invited a team of UN inspectors into the territory to dismantle all the nuclear weapons. PAID Director Mr. Cesario Pio has been dispatched to the territory to coordinate humanitarian response. President Jose Gomez has also named Vice President Melosa Navar as interim-governor of Bolivia. The Chamber of Freedom will be having an emergency session in order to formulate a plan to integrate the new territory into Paraguay. President Jose Gomez has signed it and will be put into effect immediately. The four new states are: State of Pando, State of Beni, State of Santa Cruz, and the State of San Andres. The Articles of Incorporation allow the interim-governor, Vice President Melosa Navar, to continue to be the principle executive until elections for governors can be held. The new governors will have a daunting task ahead of them. They will have to establish governance over their states, reopen education/health facilities, and allow a democratic transition within the local populace. Elections are scheduled to start today. President Jose Gomez is expected to make an official visit to the State of Santa Cruz later this week. He will meet with the newly elected governors and local officials. The cries of the local population of the former Bolivian territory have amassed in protest, not against the Paraguayan government, but rather in support of it. Hundreds of thousands have gathered in every states' capitals protesting the United Nations Security Council to immeditely send authorities to dismantle the nuclear weapons and to allow them to be ruled by their elected officials. Bolivia has been in possession of nuclear weapons and has threatend the international community with them. In response, Tianxia and its allies, rightfully so, used military force in self-defense. The Paraguayan government, along with fellow South American nations, were slow and not strict enough in their response to the crisis. This eventually resulted in the Bolivian government handing over the territory to Paraguay. As a condition, Paraguayan officials must allow UNSC inspectors into the territory to dismantle the weapons, which it has. The only problem is that the UNSC has not dispatched any team to the area, and Tianxia has continued military strikes. The people of the former Bolivian territory, immediately after they were incorporated into Paraguay, held elections for their newly formed states. The UNSC has forbidden these newly elected governors to exercise their power as executives of the state, the power of which came from the people. Tianxia has also not stopped attacks against the region which continues to instill fear and panick amoung the local population. A humanitarian crisis is unfolding before our eyes and the UNSC is doing nothing to address the problem. The President's scheduled visit to the State of Santa Cruz has been cancelled due to security reasons. The four newly elected governors are scheduled to appear before the UNSC to deliever their people's wishes. UN Ambassador Silandra Lopez has also expressed her sympathy for the people of the states and assures them that she will do everything possible to make sure their voices are heard. In fact there are tens of thousands of Tianxia soldiers, airmen, and marines in country supporting the UN Authority in country. Further there is no agreement that Paraguay obtained sovereignty over Bolivia. Paraguay is in fact one claimant in a dispute over Bolivia. In response the United Nations Authority has requested and Tianxia is deploying three airborne divisions to rapidly secure and block the border between Paraguay and Bolivia and strict visa regulations will be implemented in light of this escalatory decision by Paraguay. If this resignation is accepted by the Vice President and Speaker of the Chamber, then VP Navar will assume the presidency for the remainder of the term. President Jose Gomez only has one more year left of his four-year non-renewable term. He has been under great scrutiny both from domestic and international parties. He has been criticized for the way his administration has handled the Bolivian crisis, along with preventing the LGBT community to be recognized as equal persons. Vice President Melosa Navar is currently in Bolivia and will be returning to the capital to assume all presidential powers if the resignation is accepted. Presidential and Governor elections will be held for the first time since the passing of the new Constitution in 4 days. According to the constitution the Chamber of Freedom will elect the President from a candidate of each major political party. Each party is to elect their frontrunner for the office. The National Republican Association (NRA) has chosen Vice President Celestina Scavo as their candidate. Scavo was previously the Secretary of State and was nominated as VP when Melosa Navar took office earlier this year. She is considered a right-wing conservative and supports traditional marriage and does not support equal rights for the LGBT community. She also does not support any non-South American government occupying South American territory. She also wants to regulate immigration into Paraguay in order to protect its national security and have knowledge of who is in the country. National Union of Indigenous Citizens (NUIC) has nominated President Melosa Navar. She is currently serving a one year term and is therefore eligible for another 4 year term as President. She is also considered a right-wing conservative however her foreign policy has taken a pacfictic approach compared to former President Jose Gomez. Navar supports the United Nations Security Council, however she believes the nation of Tianxia is taking to much liberty along with its allies in foreign occupation. Progressive Democratic Party (PDP) has nominated Mr. Natanael Ledesma, Governor of the State of Santa Maria. He is a left-wing politician who believes in more social freedoms. He believes in affirmative action for foreign policy, a balanced budget, and a market economy tempered by government intervention (mixed economy). He also believes that government should play a role in alleviating poverty and social injustice and use a system of progressive taxation. The Party for a Country of Solidarity (PCS) and the Authentic Radical Liberal Party (ARLP) have jointly announced their support for Mr. Cedric Montgomery, current National Supreme Court Promoter of Justice. He has voiced his support for reducing the role of the federal government through cutting bureaucratic regulation, reducing spending, and community-based economics. He also favors a non interventionist foreign policy. He opposes euthanasia and abortion, the latter including in cases of rape and incest. He also supports gender equality and same-sex marriage. He believes in ecological wisdom, respect for diversity, personal and global responsibility, and clean energy sustainability. He has also voiced support for drug legalization, separation of church and state, and open immigration. It will be a close election and some parties may have to cut loose their candidate and side with a similar party in order to achieve the changes they want. Results will be announced on December 1st. Through negotiations and discussions held with Republia's government officials, Secretary of State Carmen Torres was able to acquire the Port of Rio Grande, Port of Porto Alegre, and Port of Salvador to be used by Paraguayan naval/marine forces. These ports will be shared with military and civilian ships of the Republia. The following have been established at the ports: Marine Corps Base Rio Grande, Republica Naval Station Porto Alegre, Republica Naval Station Salvador, Republica The 3rd, 4th, and 5th Marine Expeditionary Brigades will be deployed to Marine Corps Base Rio Grande in the Republica to be readily deployable abroad any naval vessel at a moments notice. The 1st and 2nd MEB's will remain at Marine Air Station Blue Lake and Marine Corps Base La Paz. Mr. Criston Abrigo has been nominated as Admiral of the Navy and will be a member of the Joint Chiefs of Staff. He will remain in San Tomas, however Commandant of the Marine Corps Gen. Roberto Lince will be moved to Marine Corps Base Rio Grande and will oversee direct operations in the area. Admiral Criston Abrigo has announced the building of the following ships for the new navy. They are expected to be available by the end of this ear to due abundant resources and older frames available. President Melosa Navar has ordered all Paraguayan soldiers and marines currently in Africa to return home. The Paraguayan forces were in Rhodesia-Nyasaland for a UNSC Peacekeeping Mission. The reasons for their return are not quite clear, however experts say it may have to do something with the growing security concerns in South America. Attorney General Mariano Trueba has sent 3,000 FPPF officers to replace the outgoing forces. They will continue to maintain law and order in refugee camps and surrounding villages, as well as train local security forces so that they may eventually take over security themselves. Air Force Gen. Javier Llano has stated that while Paraguayan Army and Marine units are leaving, Air Force assets will remain. The citizens of Paraguay elected their 5 governors and the representatives of the Chamber of Freedom elected the new President. The Chamber of Freedom has elected... Vice President Celestina Scavo as the next PRESIDENT of Paraguay! However some conservatives were not happy with the outcome because she has nominated Mr. Cedric Montgomery, current National Supreme Court Promoter of Justice, as the Vice President.
