In the President's absence, the Vice President has just released the annual budget with some very pricy items. The administration has invested heavily in the Defense Industry market in order to decrease the unemployment rate and lower the poverty level. This has been successful, however these jobs will not be needed on a permanent basis. An unnamed official from the Department of Defense has said that the Department of Defense's budget could be cut by almost 90% next year. The department received in excess of $150 billion for the formation of our Armed Forces and for its equipment, but once those items have been delivered, the workers will no longer be needed and it is estimated that half of all defense contracting workers in the country could be laid off as early as next year. That's about 45,000 to 70,000 jobs lost. About a quarter of the total population. In addition to the large allocated amount for the Armed Forces, the government has allocated an estimated $1.5 billion for the construction of a brand new civil airport in San Tomas, the nation's capital. It is thought to create an average of 30,000 new construction jobs and 35,000 permanent administrative and airport staff positions. This however does not end the very expense price tag of government funded projects. The Department of Transportation, which is running the airport construction project, is rumored to be receiving an additional estimated $900 million for infrastructure improvement projects. These include a new Inter-State Highway, Bridge Construction and Renovation, and Local and State Road Re-pavement. Total price tag? $2.4 billion dollars! The additional infrastructure projects will create about 50,000 jobs. After all these projects are completed and up-and-running, it is thought to bring in about $3-5 billion in revenue for the Federal Government and Local-State governments. In addition to all these large scale projects, the Federal Government is allocating $200 million for a stimulus package to small businesses. Don't be fooled, the expensive price tag doesn't stop at the Department of Transportation. An anonymous official from the President's Office of Management and Budget, has stated that additional slightly less pricy projects are to come in the next couple of years. Who's running them? Well departments from Education to Energy to Health and Human Services. But what happens after all these things are done? What about long term jobs? It is thought that these projects will create in upwards of 150,000 jobs, only about half are expected to be long term. The President has stated, "although these new projects will do absolute wonders for our country's economy, we must continue to look towards the future and plan for it as best as possible." What does that mean? No clue, we will just have to wait and see what is next, but in the mean time enjoy yourself! J.P. The delegation will be led by President pro tempore of the Senate Horacio Astorga, the only indigenous person elected to the federal government. The first day's visit will be to the State of San Sebastián and they will meet with Governor Kraig Dutra. The delegation will travel to the National University of the Ascension, and meet with local, state, and national educational leaders and scholars. On the second day, the delegation will visit the State of La Paz with Governor Clelia Fecteau, the only indigenous state governor in the country. The delegation along with the governor will meet with local native leaders at the National Cultural Center to discuss the role and importance of the indigenous people in today's society. The President has personally emphasized to the delegation to pay close attention to the people's needs and to respect and honor them for their continued importance in the country's affairs. Third day will consist of a visit to State of San Juan with Governor Shantay Gaddy. They will travel to Fort Curuguaty, home of the Army General Command and 1st Corps of the Army, and meet with top military brass. Secretary of Defense Tamie Sabb and Under Secretary of Defense (Comptroller)/Chief Financial Officer Mr. Eleazar Izquierdo will also be in attendance. Topics of discussion will include the current and future state of the Armed Forces and looming budget cuts to the Department of Defense. It is estimated that the DoD will receive a 90% cut in its budget next year. The fourth day's visit will include traveling to the State of San Miguel to discuss the state of local and state police agencies and border protection. They will meet with Governor Linwood Chaidez and local police officials at the State Police Headquarters. They will also discuss the budget of the local departments and the effectiveness of them. Finally on the fifth day the delegation will travel to the State of Santa Maria and meet with Governor Argentina Vose and local officials. Topics to be discussed are healthcare, the economy, and job stabilization. After the meeting the delegation will meet with Secretary of Homeland Security Diana Sheen who will show them the location where a ship yard will be built and will headquarter the new Coast Guard of the country. They will also discuss the necessary funds that should be allocated to the Department for the formation of the Coast Guard. Several monumental infrastructure projects broke ground today and the Secretary of Transportation traveled to each one to see for himself what the future of Paraguay holds. The Department of Transportation has been allotted an estimated $1.5 billion for the construction of a brand new civil airport in San Tomas, the nation's capital. It is thought to create an average of 40,000 new construction jobs and 35,000 permanent administrative and airport staff positions. The Inter-State Highway will take about 3-4 years to complete, the airport will be completed in 2 years, and the other projects are expected to be finished within the next year or two. The President has been briefed and is currently flying back from a summit with the South American Organization. ----5 hours later---- The hospital in which the Vice President was admitted has released a bulletin, "The Vice President was admitted at 5:30pm local time for a major heart attack. He underwent 2 major surgeries to the heart. There was a complication with the 2nd surgery which resulted in his heart stopping. Many attempts were made to revive him, however they were unsuccessful. The Vice President was declared dead at 10:40pm local time." Today is very sad day for the entire country. On the day that Paraguay was recognized as a sovereign nation one of our most influential and important leaders has passed away. The President was briefed and made the following statement, "My fellow citizens, Today we lost one of our most beloved leaders, a national hero, and a personal friend. His many years of dedicated service will not be forgotten and we thank him for. Without his support and consultation we would not be where we are today. I ask for a moment of silence to remember Vice President Patterson..." The President concluded his statement before the press by ringing the national bell three times in remembrance of the Vice President. George Patterson was 76 years old, married, 3 children, and 8 grandchildren. The President will appoint a replacement soon. Here are the latest news and updates: - The construction of new military and civilian factories has begun in different parts of the country and is expected to be completed within the next 7-12 months. - The Vice President will be addressing the National Cultural Center and national indigenous leaders at the "Role of Indigenous People in Today's Society" conference. Vice President Melosa Navar is the first indigenous person to hold such a position in the government. - Infrastructure projects are on schedule and the airport is scheduled to be completed at the end of this year. lkfht Posted August 18, 2013 Author Report Share Posted August 18, 2013 (edited) 8/17/XX State of San Juan President Makes a Surprise Visit President Gomez made a surprise visit to the State of San Juan, where he met with Governor Shantay Gaddy. After his meeting with Governor Gaddy at the Governor's Palace, President Gomez headed to Fort Curuguaty, where he met with Paraguayan troops and Gen. Marc Canellas, Commander of the fort. He thanked them for the sacrifices that they have made -- and that their families have made -- for the defense of freedom and democracy, and paid tribute to their successes. He had a meeting with several top army commanders and topics of discussion included cooperation in emergencies, the needs of civil defense, strengthening civil-military relations, and cooperation with scientific and technological development of the country. Fort Curuguaty is home of the Army General Command and the 1st Corps of the Army. After the visit, he made another unannounced trip to San Dominic Regional Hospital. This was where then Vice President Patterson was taken when he had the heart attack and later died from complications in surgery. The President thanked all the medical personnel for doing everything that they could to help save the Vice President. After talking with several patients offering them support and prayers of healing, the President got back in his motorcade to go back to the People's White Palace. Attorney General Cayla Troyer issued the following statement, "Tonight, the NBI has stopped an attack that targeted the construction grounds of the San Tomas Airport. The organization responsible is Los ciudadanos se rebelan por la Libertad (LCRL) or the The Rebellious Citizens for Freedom. They were unknown to the general public until now, however the NBI has tracked their movements for several months. Five members of the group have been arrested, however their leader, Gregorio Galvez, remains at large. The attack was supposed to symbolize the lack of protection the government can provide to the people. I want to personally reassure the general public and the international community, that Paraguay will not be held hostage by such cowardly acts and will do everything possible from letting anything like this ever happen." In addition to the National Bureau of Investigation's participation, it is thought that the National Security Division at the Department of Justice helped coordinate the operation to stop this. The President and Vice President have been briefed by the National Security Council and a statement from the President is as follows, "My fellow citizens, today we came very close to seeing the will of evil persevere in our country. Only cowards would ever consider killing their own country men and women in order to make a political statement. I want to reassure you that the government and law enforcement agencies are working together to protect you from the LCRL. Evil will never prevail, but rather the will of the people and their determination to see democracy in this country will overcome it." When asked what type of measures the government would consider to use the President had no comment. The airport was funded by the Department of Transportation and both private and public construction companies were used to complete the project in such a short period of time, about 7 months. The new airport was built upon an existing airfield used by previous air force units. The airport will bring in about $2-2.5 billion in revenue for the country. Several domestic and international air carriers have already arranged contracts with the San Tomas Airport Authority to begin fights of of the airport by next week. The airport features 2 major runways, a large terminal, and several business jet hangers. The airport will be used mainly for commercial passenger and cargo purposes, however there is room for private aviation. There are plans for the possibility of the airport acting as a partial base for the "yet to be determined" Air National Guard. The Department of Defense has no comment on this. Security at the airport will be under the Transportation Safety Agency under the Department of Homeland Security. Since the recent terrorist plot being uncovered the Department of homeland Security will be taking extra precautionary measures to ensure everyone's safety. The DoD has also stated that the development of any such technology will remain classified, however we do know that the current infrastructure of the DoD only allows them to produce up to 300 MT of nuclear weapons. The Department of Energy also intends on developing nuclear energy to reduce our dependency on oil and as a part of the "Clean Energy Initiative". Several legislators and environmental groups have voiced opposition to such measures, however the Department of Energy continues to ignore their claims and insists that Nuclear energy is safe, environmentally friendly, and cheap. The President has authorized such measures by both departments and has said that the military's ability to respond to international events is paramount to the ability to have nuclear weapons at its disposal. He also has said that our dependency on oil must be reduced and we must look towards other energy sources such as solar, wind, water, and nuclear. The exact protocols for the use of nuclear weapons by Paraguay are classified, however it is known that only the President has the authority to use such destructive measures. Another police officer was wounded in an ambush when he and other officers arrived on the scene. Attorney General Cayla Troyer attributed the deaths to the Los ciudadanos se rebelan por la Libertad (LCRL) or the The Rebellious Citizens for Freedom. They are a rebel terrorist group that operates in the country. It was the first attack by the group since the plot to target the San Tomas International Airport. They have taken over certain parts of the State and influence domestic policy in the region. The President has been briefed and action is expected to be taken in retaliation for the deaths. Service provided by the NESA will range from emergency medical services to advanced firefighting support. The DHS has allocated $1 billion to purchase and maintain the latest emergency and life saving equipment. These measures are in response to the latest plots and attacks by the LCRL and several wildfires developing during the lowest precipitation downfall of the year. The contents of the investigation are classified, however word is that it's not good. There are five states in Paraguay, each run by an elected governor. Allegedly the investigation has found that the LCRL maintains a headquarters in the western part of the State of San Miguel, the most northern state in the country. It is also home to 60% of the Paraguayan Indigenous population. The report allegedly says that the LCRL is gaining monetary support by running industrial waste companies and gaining contracts from the state government. Recent factory construction and production in the region has increased dramatically, especially for ammunition and firearms for the military. These industrial waste removal companies are offering cheap services to the state, and as a result dump the waste wherever they wish. Most of these areas are farmlands used by the local indigenous population, however their crops have become polluted and their livestock are dying. The state government has done nothing so far to correct the problem, mostly because they are profiting from it. These farmlands are the only financial income the people in the region have, but now that their lands have become polluted, extreme poverty is expected to set in on the people. The Environmental Protection Administration submitted a report on these effects to the President, however he and his administration are timid about taking action because they believe that it is a state issue, not a federal one. The LCRL continue to use this method to gain financial support to purchase weapons and possibly use some of this money to make bribes to officials to turn a blind eye to their operations. They are responsible for several murders and terrorist plots against the country. Public outrage, especially in the State of San Miguel, has become infuriated with the lack of action by both state and federal authorities. They are demanding immediate action. Some high level government officials have also voiced outrage for inaction. The best example is Vice President Melosa Navar, an indigenous native of the State of San Miguel. She has called on Governor Linwood Chaidez to take immediate action to end this and for his resignation. Other officials who have made the same call are Attourney General Cayla Troyer, Secretary of Interior Marceline Smyth, Secretary of Agriculture Andy Hodge, Secretary of Homeland Security Diana Sheen, Sen. Maxine Alvidrez(NUIC) (only indigenous senator from the state), and State of San Juan Governor Shantay Gaddy. The President is expected to make a statement shortly. ---- 3 Hours Later ---- Press Conference at the People's White Palace, residence of the President Good evening my fellow citizens, "In recent light of the official inquiry into the LCRL's operations and the report by the Environmental Protection Administration, I have decided to call on Governor Linwood Chaidez to take immediate action to end these operations or to resign. This country has been through enough pain and suffering already, we do not need another separatists group to hold this country hostage for their own financial and political gain. I have also signed Executive Order #2-A to establish the Federal Paraguayan Police Force that is to be under the Department of Justice to assist local and state officials combat organized crime and counter-terrorism operations. Here are the results: Capital de San Tomas- Fastest growing city in the country, 99% literacy rate, 0% poverty State of San Sebastián- Well developed, 95% literacy rate, 1% poverty State of La Paz- Well developed, 96% literacy rate, 2% poverty State of San Juan- Technologically advanced, 97% literacy rate, 0.5% poverty State of Santa Maria- Infrastructure is well developed along with its technology level, 97.6& literacy rate, 0% poverty State of San Miguel- Worst state out of the others, corrupted officials, LCRL controls parts of it, 75% literacy rate, 55% poverty Obviously there is great improvement in Paraguay, however the State of San Miguel is in trouble and pressure is growing on both state and federal officials to take action to resolve it. The LCRL is NOT being funded or hired by this state for industrial waste removal, that is a lie the President told. I want to assure you all that I am doing everything possible to make sure the LCRL does not hurt any innocent civilians. The President called me last night asking for my permission to allow the Federal Paraguayan Police Force to conduct operations to destroy this great state and its economic stability. I said NO. The federal government does not need to interfere in state matters. After I said this the President along with several other federal officials called on me to resign. The Bolivian President was in the country attending a conference, that was cut short, when the operation was given the go ahead. The President left immediately, however instead of going to the airport he had his convoy drive right through the LCRL occupied territory towards the Bolivian border. His convoy was attacked, however he was unharmed. His car is currently being shadowed by an army UH-64D Apache. A military replenishment convoy was ambushed and all 10 members were killed. They were carrying heavy firepower, RPGs, HK416, and M82A1 sniper rifles. This will definitely make a difference. There were about 4,000 personnel part of the assault force, however word is that the commanding officer of the force requested an additional 4,800 personnel from both the National Guard and FPPF. The President has had several humanitarian agencies distribute necessary supplies to the population of the state in the hopes of winning their hopes and minds. Protests are ongoing, however the number of protesters are declining. Fear is that the innocent civilians are done protesting, but the LCRL isn't and this could turn very violent very fast. lkfht Posted August 23, 2013 Author Report Share Posted August 23, 2013 (edited) 8/22/XX Capital de San Tomas Operation New Hope- 2 The National Emergency Services Administration (NESA) and the Federal Emergency Management Agency (FEMA) have been mobilized under Executive Order #3-A by the President to render immediate medical, fire, and humanitarian assistance to the civilians caught in the violence in the Alpha 1 Zone. So far it is estimated that 60 civilians have been killed and 100+ injured. There are/will be about 1,500 relief workers near and around the Alpha 1 Zone to help the general population. Medical evacuations by helicopter are taking place and a temporary emergency trauma center has been established. Humanitarian supplies is running low and international assistance would be greatly appreciated to the people of Paraguay. UH-60 Medevac Helicopter transports wounded civilians to nearby hospitals. With the permission of the Paraguay government Kharak shall send aid shipments of food, medical supplies and other supplies for those caught up in the conflict. The Governor of San Miguel has been arrested peacefully and is currently being transported to a federal prison under heavy security. Unfortunately very violent demonstrations have occurred to protest his "unjust" arrest. At first civilians were participating, however after the President ordered them to disperse they left. But LCRL members stayed. They were unarmed so lethal force was out of the question, but not to the LCRL. An estimate 20 police officers are dead or wounded and 35 LCRL member casualties. The fear is that insurgent operations will commence in retaliation with a full blown war zone taking shape. Several LCRL members have been arrested as well. All civilians have been evacuated from the A1Z, so now military operations can begin in a real effort to destroy the LCRL once and for all. The Paraguayan Main Assault Force has been combined with Bolivian army units to conduct counterinsurgency operations. The LCRL is still estimated to be between 4000-4800 men strong, armed with RPGs, heavy assault weapons, and possible SAMs. They have now taken refuge in houses and buildings once occupied by the general population, waiting to strike. President Gomez has dispatched a military police brigade of 10,000 men from the 2nd corps of the army and a stryker combat team to help assist in these operations. All reserve units have been activated and are expected to be called upon. The total assault force is 29,650 men strong and is currently taking back the streets of the A1Z. Several arrests have been made and weapons caches have been discovered by the FPPF. Casualties are high, 200 for the Main Assault Force and 300 for the LCRL, unknown wounded.
