The National Service is a state run organization in charge of foreign and domestic issues and the military. The head of the service is the president, in charge of all major decisions. The National Service answers to congress and the Supreme Law. The National Service also releases official news from the government and is in charge of internal communication of movements and lawmaking.

The nation is in celebration of its first trade partners the Democratic Ubersteinian Republic of Argentina. The government has announced today that in cooperation with the Argentinians and the help of their military the first Democratic Defense Force will be developed as the standing army of our union. Along with the new military cooperation between our great states an exchange of embassies will take place to make communication and travel more easy for both of our nations.

<PresidentRamirez> Thank you Mr. Otero for visiting our nation and for your recognition. Your nation is a nation truly for the people.
<Bautista_Otero> It is my pleasure. I'm glad to see that another region in South America has decided to push for native self-determination.
<PresidentRamirez> It is indeed good to see more native nations on this beautiful continent than colonies. Now to get down to why I have invited you here. As you may know any good nation is as good as its people. As such it becomes very important to defend those people to the best of our abilities. 
<PresidentRamirez> Being such a small nation we don't have much going for us financially or militarily. I have invited you here to humbly request assistance in the training of our national defense forces. This would be mutually beneficial for the both of us, having a nation on the continent that is weak may make the whole continent vulnerable to colonists.
<Bautista_Otero> I'm glad to hear that you understand the realities of the situation. Imperialist aggression is something that can strike swiftly and without warning. As for military aid, it would certainly be prudent to move forces up here and help your military get on its feet. We're actually something along those same lines in Uruguay.
<Bautista_Otero> But, what degree of aid are you looking for? Training? Actual emplacement of Argentinian forces?
<PresidentRamirez> Well mainly the training of my forces and assistance in developing some sort of military infrastructure and logic. Of course I am not asking for free things, so I would be more than willing to allow Argenterian forces to be placed in my nation. 
<PresidentRamirez> As another benefit to this for our mutual gain I would be interested in opening trade between our two nations. If anybody would be our first official trade partners, I think it would be more than appropriate that it be your nation.
<Bautista_Otero> Oh, don't worry about cost, Mr. Ramirez, the aid which Argentina gives to its friends is an investment. The establishment of a friendship. Besides, I'm sure that a division of the A.L.S.G. would enjoy training duties near the lovely shores of Venezuela.
<Bautista_Otero> As for trade? Argentina is always open to new business partners, especially within South America.
<PresidentRamirez> Well I can say that my people are certainly appreciative of all of the help you have given thus far. Our ports were one of the first things secured during the go for independence so trade should come easy. As far as building materials and loging for your men that will be supplied as well. Military commanders will be given top noch treatment. 
<PresidentRamirez> I do have one more thing I would like to offer, an embassy in your capital and yours in mine to maintain communications and for civilian travel.
<Bautista_Otero> Mutual embassies is certainly something that will happen. So, military aid, economic investment and trade, and embassies. Anything else you can think of? I believe we have a good deal here.
<PresidentRamirez> I am more than happy with what we have already acomplished today. Do you have any requests or inquiry for my nation?
<Bautista_Otero> None that I can think of. I will have my staff write up an appropriate contract and have it sent to your office as soon as possible.

The 10th Infantry Division has moved from the Salta Province, north to the Republic of Zulia, with orders to aid in training and logistical support of the local armed forces. Existing and potential officers of the Zulian forces have been granted travel fare, tuition, and permission to attend the Rivadavia Military University in Argentina. Two squadrons of FMA IA 58 Pucará have also been provided to aid in any counter-insurgency needs of the Zulian government, as well as to serve as training planes for Zulian pilots.

 

At the same time, several Ubersteinian-style economic and industrial advisers were flown over to offer their services, though it was suspected that the currently in charge Freedom Party would not be open to the heavily interventionist policies of Ubersteinianism.

The ministry of defense has set the national readiness level to DEFCON 4 in response to local tension. Construction of a border wall around Merida and Zulia has begun to ensure national security and to prevent border violations or false territorial claims

Ruiz in response to questions about the new border security: "The Zulian government finds it in the interests of the nation to secure its border against violations or false territorial claims. The government wants to make it clear that the area of Falcon is a disputed area and we will hope to work it out with our neighbors in a diplomatic way. We do not expect the need for military but we do not recognize the Bolivarian claim of the area of Falcon due to revent investigations into the supposed democratic process. We invite our neighbors to a meeting in Zulia to discuss where we move from here."

Reporter: "What of the rumors of the ideological difference playing into this, specifically the Bolivarian policies of our neighbors."

Ruiz: "Those rumors are just that, rumors, while our governments have our political differences we are not interested in such matters playing into the safety of our population until these things become a threat."

Ruiz: "I think we need to discuss our most recent Bolivarian neighbors. More specifically their claim of the area of Falcon, an area that has just begun elections."

Pres. Ramirez: "Currently publically we have a policy of indifference, privately is another matter. I dispute their claim of Falcon, an area that has shown recent support for our government."

SoIA Ramirez: "It concerns me that they would claim all of Venezuela in support of their nation when our own findings tell a different story."

Gonzalez: "I will be the person to say, as Foreign Minister, the thing that concerns me most is the fact that this government claims to be Bolivarian. Venezuela did not do well under Bolivarianism in the past. It concerns me that it is so close to our border, and in fact already claiming areas in our favor."

Ruiz: "To be blunt Mr. President we need to make it clear that we are disputing the Bolivarian claim of Falcon, and we need to secure our current political claims as much as we can afford. I am talking about border security and walls to prevent more claims from our new neighbor."

Pres. Ramirez: "I agree with you, I don't want to see Bolivarianism spread into our country, that won't end well for anybody. We need to make sure the world knows we are not anti socialist, as we have a socialist party our selves. I think you should take the lead on announcing it Ruiz being a representative of the Zulian Socialist party it would be good for you to be the face of it. Gonzalez I want you to be in charge of the press conference and direct any questions about our stance on the Bolivarian aspect of it to Ruiz. Ramirez I want you to be in charge of the logistics of constucting the wall. Speak with out Argentinian friends and see if they will be of any help in constructing it. That being said, diplomacy is, and always, should be the first and only option. A representative will be sent to your nation, upon a time and location of your choosing. We look forward to working with our brothers.

While the A.L.S.G. will support Zulia in a defensive conflict, at no point will Argentinian soldiers fight an aggressive war for Zulia. I suggest you step carefully, and keep diplomacy in mind."

The workers of Zulia and Merida celebrate today as a historic deal with Chile to begin drilling oil and taking advantage of the current platforms already built in the bay of Zulia and around Merida. This deal is not only financially sound for both Chile and Zulia, but it will bring jobs to the nation and help in driving the economy. In addition, a Zulian embassy will be built in the capital of Chile, and a Chilean one in the capital of Zulia to further relations between the two nations. President Ramirez signed the documentation early this morning and people are already being put to work to fulfill the contract.

Zulia Army Graduations

 

 Today Zulia celebrates its first day of graduations from basic training and officers school. These men and women volunteered for military service to protect their homeland and through their hard work they are officially men and women of the Zulian Armed Forces. The graduation of 2,000 active units was a proud moment for the people of Zulia as it was their first sign of nationalism. President Ramirez commented on the graduation saying that "This day will forever be remembered as a day where Freedom not only rang throughout Venezuela, but now this freedom is defended. I thank our friends in Argentina for their support in training our men and women in the armed forces without which we would have no real combat experienced training." the 2,000 soldiers later marched in a parade in Zulia with the president up front. The government announced that it will be focusing more intently on artillery and anti ballistic defense to compliment the army in defending the homeland against aggressive states. Production of a standing ground defense to compliment the army is underway.

Emergency Tunnel System

In the event of an all out invasion against Zulia, the government estimates that a larger force of fighters would only take 48 hours to overcome the military in conventional warfare. The Zulian Army has developed a plan for a system of tunnels to be bult, one main system connecting to larger areas like the Capital building and military bases and a system of smaller stand alone tunnel systems in remote locations. This array of tunnels is expected to be complete by the end of the year, and able to sustain long term guerilla warfare a few months after. These tunnel systems will be strictly military in use and are not intended to house civilian population. On top of the order, the government has begun training the armed forces on guerilla tactics such as land navigation in thick forrests and the making of crude traps and snares for the enemy. Aditionally the government has developed a system of explosives that are to be built throughout the country on bridges and roads to slow enemy troops in the event of total war. These plans, say military officials, should significantly increase the time period the Army would have to work with in the case of an invasion.

The twenty five men fly to Bogota on a commercial flight on their original documents and burn them upon landing. Once in Bogota they proceed overland to the Zulian border and quietly wait for orders to proceed across to begin work.

As payment is not recieved the men hold their position just at the border waiting confirmation from their employers. They are happy to have the work. The life of a former Detiendist Rebel isn't a pleasant one in Chile. They had jumped at the offer from a company that was just formed the day before by two people who are dead, in turn which is owned by another paper company that is owned by someone who never existed, in turn which is owned by someone thought to be living in Santiago circa 1893, and so on and so forth. Sure the whole thing seemed a bit shady but what did it really matter as long as they were making money? Cash up front was given in a fat brown envelope and accounts were provided for their families to draw funds from. Even top quality private insurance was organized for their families through a charitable group that was given a quiet cash donation to make it happen with no questions asked. While they wait dozens of NAMICA platforms are checked over as they are put aboard a private charter company's planes for shipping to Argentina.

Military updates (Highly classified)

 

Merida:

Defensive positions have been put in place to help in case of an unexpected attack. The military has begun digging permanent trenches and hidden tunnels focused in the Pico Bolivar mountain ranges in Merida for long term anti-invasion tactics from the eastern half of the nation. 2,000 troops will be deployed permanently to the area to guarantee its safety. F.O.Bs and Q.R.F installations will be placed in the area as well to bottleneck the enemy as the head into the area. A Q.R.F fortification has been placed on the General Rafael Uraneta Bridge with 800 troops to defend the bridge over. Explosives have been placed on the bridge to only be detonated when the area is absolutely lost. Troops have been placed in between Pico Bolivar and Lake Marabcaibo as a choke point on invading enemy troops. In the event of failure on the Pico choke points delayed reaction mines will be placed, some long term and some short term to destroy enemy logistics should the position become compromised

Northern:

 

The farmland in the north has begun upgrades on defensive measures with tunnels and tactical teams. Farms have been bought up in secret and the barns used to house troops. Q.R.Fs were placed throughout the area in random locations to react in case of an invasion from the northlands. 2,000 units in total will be placed in different hidden defensive locations to prevent an attack from reaching the capital. Helicopter patrols have been ordered to remain a constant in the area. Delayed action mines will be placed in the area as well in possible logistical travel areas to delay enemies on attack.

 

Southern:

 

The military has begun definite positions in the Perija National Park and Cienagas de Juan Manuel National Park with helicopter patrols, Q.R.F and F.O.B installations as well as isolated hidden tunnel systems and trenches with an occupying force of 3,000 units. The troops in the area will be trained over time in guerrilla warfare tactics and traps. The forest will be taken advantage of as a natural defensive position in which to bottleneck the enemy and use hit and run tactics. Delayed action mines will be placed in likely defensive spots to destroy enemy positions and logistical support. 

 

Remaining units: 

 

Remaining units will be placed in the defensive garrison near the capital buildings of Merida and Zulia to defend from domestic threats should the arise.

The military has been approved for the purchase of several batteries of the M240 240MM Mortar, LAW 80 disposable anti tank RPG, and Light Artillery Rocket Systems from Siberia. As well as light HMMWV units such as the M56 Coyote Smoke Generator Carrier and the M1038 Cargo/Troop Carrier.  Light tanks are being purchased as well, the main approved tank is the M551 Sheridan. The Bel AH-1 helicopter will be purchased for ground support. The budget approved for the military should meet and exceed the cost for these purchases.

Finally getting tired of waiting for the money, Port of Sudan Imports and Exports authorizes the Technological Assistance Group to go ahead and cross into Zulia and begin getting to work with preparing the way for the delivery of the NAMICA units. Payment can be recovered by making a claim against oil exports or some other such mechanism in the future once the lapse in communication is resolved. Likewise the shipments of BMP-2 Armored Vehicles with their modern Anti-Tank Missile systems are begun to the designated Argentinian locations for delivery. 

 

A query is made to the Southern Charity Front to determine if the Zulians required other armored vehicles at this time as well.

Curazao, Zulia:
A total of 20,000 newly trained defensive Units were ordered to be placed in a high state of readiness just outside the area of Curazao. These units would be supported by the newly acquired anti-tank missiles supplied by the Port of Sudan. The units were to be ordered on defensive garrison with AH-1 helicopters patrolling in the air overhead to give warning of any bombing raids. Colonel Michael Nantz was put in command of the region, which has been considered an volatile area since the Bolivarian aggressors took the region of Falcon. While the units were there trenches and other semi permanent defensive installations would be put in place in case all out war were to break out.

Quisiro, Zulia:

Michael Nantz commanded a more secret unit of about 2,000 special forces units just outside of the area of Quisiro, Zulia. The Units were ordered in advance to assume all out war was to break out within the next few weeks. These units would be sent to go behind enemy lines and wreak havoc on their smaller units and airfields using guerrilla&nbsp;warfare. Ordered to remain as hidden as possible from enemy UAV and satellite detection by hiding in barns and brush with no central area of command, these units would do the dirty work before an actual reactionary force was sent in.

Newly Constructed Army Bases:
The army in cooperation with Argentinean logistical and tactical assistance has completed the construction of the following army bases. These bases have been built as a defensive measure against Bolivarian aggression and as such their exact locations have been hidden from public knowledge.

Zulian Air Force:

 

With the Zulian economy booming from its many trade partners, the military has begun seriously considering the development of a functional air force. The planes decided for construction were the F-15 eagle for the air superiority role, the F-16 Fighting Falcon, the B-52 Stratofortress as a bomber, and the A-10 Thunderbolt II for close air support needs. The construction fields in Zulia would be used for the main construction efforts but for security reasons some would be built in Merida. Zulian Aeronautics was put in charge of the project, which was stressed to be completed within two years, but not rushed.

Zulian - Argentinian PIAT

 

 

Article I: Peace

I. Both nation agree to a policy of non agression towards each other whether in the market or on the battlefield. All disputed between the two will be solved in a peaceful way avoiding public argument. An embassy shall be maintained and defended in both nations for open talks.

 

Article II: Intelligence

I: In the event either signatory finds information that in any way may become a threat to their fellow signatory, they are required to present that information in a timely manner.

II: Should presenting the information threaten the security of the either signatory, presenting it shall become optional.

 

Article III: Aid

I: In the event of devastating economic downturn, natural disasters, or any other destructive event it is an obligation of this treaty to send aid to the civilian population.

II: Materials for war are not an obligation but are strongly encouraged. 

 

Article IV: Trade

I: In the interests of both signatories, a policy of free encouraged trade shall be made.

II: Any trade tariffs, embargoes, or blockades will be a violation of this treaty whether direct or indirect.

 

Article V: Cancellation

I:In the event that either signatory decides that it is time to part ways diplomatically, a cancellation warning of 72 hours shall be issued.

 

Article VI: Upgrade

I: In the event that either signatory decides that they wish to upgrade the treaty to be a more defined position they may call for a meeting. If this meeting results in a direct upgrade in terms the validity of this document shall be in affect for 24 hours before it is upgraded.

New transport craft introduced

 

The Republic of Zulia has announced its introduction of the Lockheed C-130 into the Zulian Army and Air Force. This craft will be used largely for support and transport of military units and material at a rapid rate. Initially 12 C-130 have been officially been put to service and 25 more are scheduled to be finished by the end of the year. The secondary transport craft of Zulia will be the Huey helicopter.
