If you want to improve your financial situation, Barracks are better, because they don't hurt your income. If you want to maximise your effeciency for an upcoming ground battle, Guerilla Camps give you a better effeciency bonus, but they hurt your income, so you will probably want to destroy them before you collect taxes.
