Learn what forms of government are most likely to succeed and how to implement them. At T5E, we're a relatively small alliance, but filled with experiance. I suggest joining us and learning the ropes. The only excuse you could have for having a government structure like the one you wanted is if you never took part in alliance affairs or if you were only in an alliance for a brief amount of time.
