-At the time of the incident the majority of the Magadan military were still going threw training. We had no forces deployed near the Magadan USRS border.

- The Oblast military only uses 2B14 Podnos HE 82 mm rounds (i think got this from the link on my factbook http://en.wikipedia.org/wiki/2B14_Podnos)

- At the time we only had the regular border police. (log reports attached.)

- At the time of the incident there were no radar systems online in the area. The closest online radar was a short range military radar site about 30 miles from the launch site. The radar had not picked any unusual objects at the time. (Radar readings attached)

- There was a Border police base 16 miles from the launch site. Inside the base was a dozen officers.

- A dozen border officers at a border police base 16 miles from the launch site. (Names and logs attached).

- There was nobody within 5 miles of the area to our knowledge.

- You have complete access to the launch site and surrounding areas.

*The Mortar fragments will be delivered early tomorrow morning to the closest military installation to our Eastern Borders as will witness statements.

*We believe it to be a response to our comments and later ultimatum in regards to the education and literacy skills of the region. Magadan Oblast continues to destroy the written language, something picked up on by several other Nations. The Senate authorised the usage of trading sanctions against Magadan Oblast until the Government enforced the laws, or made the laws required to develop and/or maintain an acceptable level of literacy. It is evident the Government of Magadan Oblast either does not enforce laws on education, or point blank doesn't have any at all. It would be folly to deny that their representatives ranging from Government Officials, right down to News Reporters lack sufficient education and literacy skills and it is the belief of the USRS that it is because the Government simply doesnt care enough about the peoples well being and education, which in turn leads us to believe that they simply do not care about the well being of the people or their intellectual advancement.

However, the sanctions were not put in place, Magadan Oblast continue to state they activly maintain the educational laws and so we decided to sit back and see how it pans out and if anything improves. Unfortuantely, it has not. The SIS, (Siberian Intelligence Service) believe the attack we strongly believe to have originated from Magadan Oblast, was a retaliation to the threat of trade sanctions. An effort to... drive us away, like a victim of bullying would to a bully. IE, just lash out and hope it scares them away and leaves them alone.

Witness statements will essentially say they heard whistling noises and then twelve large explosions in quick succession. People who saw it will have briefly, VERY briefly tracked the Mortars by eye as they came into the school/library and then explode.

btw it IS possible to track a Mortar by eye if your hearing is good enough to know where to point your head.

Vaulian investigative teams are sent to both the USRS and Magadan Oblast to conduct further investigations. After their investigations are complete, the following report is sent to the governments of the USRS, Magadan Oblast and the Serene Republic of Vaule.

[b]Introduction[/b]

On [date], a mortar attack was launched against the USRS resulting in civilian casualties and the destruction of property. This attack, coupled with the toxic diplomatic relationship which exists between the Magadan Oblast and the USRS, has complicated matters in East Asia.

In keeping with the mandate of B-FOR to seek to maintain peace in areas which were formerly protectorates of the Serene Republic of Vaule, and seeking to understand the nature of the events which took place, the Office of the Commander of B-FOR undertook an independent investigation.

[b]Background[/b]

Diplomacy between the USRS and Magadan Oblast got off to an extremely rocky start after statements issued by the government of Magadan Oblast were interpreted by the USRS and other nations to indicate either a lack of proper education or that steps were taken to deny Magadan citizens an education. This claim was rejected by the government of Magadan Oblast.

In response, the government of the USRS issued an ultimatum to the government of Magadan Oblast demanding that the citizens of the Oblast be entitled to a “full and proper education”, deeming the alleged withholding of such an education to be a violation of human rights. It is important to note that this ultimatum also included the threat of trade sanctions and further unspecified action for non-compliance.

The government of Magadan Oblast invited concerned parties to investigate the claims of denying education to its citizens. It is unknown if any nation took up this offer. This hostile environment continues to exist between these two nations to date.

[b]The Incident[/b]

Our investigation has confirmed the following:

At 11:30pm on [date] twelve HE mortar rounds were fired from locations inside of Magadan Oblast towards the town of Little Minsk in the USRS.

The mortars damaged a school and a library in the USRS and resulted in [number] deaths.

The government of Magadan Oblast announced that their military played no part in the attack, however expressed willingness to take full responsibility for the attack and to pay restitution.

The government of the USRS made military deployments aimed at the Magadan Oblast and threatened to “remove the hostile regime [Magadan Oblast govt]” if any “further” attacks were launched. The USRS statement suggested the presence of hard evidence to prove the involvement of Magadan Oblast in the incident.

[b]Investigation[/b]

Requests were submitted to obtain mortar fragments, RADAR and tracking information and witness statements related to the attack from both parties. Teams were dispatched to both the attack site in the USRS and the border region of Magadan Oblast with the approval of both governments. Information regarding the deployment of forces and their armament/weapons inventories was also sought. Investigative teams received the full compliance of both involved parties.

[b]Conclusion[/b]

Our investigation has confirmed that at 11:30 on [date] twelve HE mortars which ballistic analysis strongly suggests were 81mm HE Mortar Cartridges were launched at the USRS from the territory of Magadan Oblast. Information regarding the launch point of the mortars was suggested by USRS RADAR and Satellite data, and further confirmed by Vaulian RADAR stations. Our investigation of the impact site confirms that damage and destruction at the site is in line with what one would expect from a mortar attack. This is supported by USRS citizen witness statements.

After a detailed analysis of the military of Magadan Oblast and its capabilities, we are able to conclude that it is extremely unlikely that the military or police forces of Magadan Oblast carried out the mortar attack. Our conclusion is supported by the lack of Magadan military personnel near to the border at the time of the incident, a lack of changing military posture prior to, during, or in the immediate aftermath of the attacks as well as the apparent ‘non-combat readiness’ of any branch of the Magadan military.

Also, if as evidence from the USRS suggests the weapon used was an 81mm HE mortar, it is most peculiar since there are no 81mm HE mortars in the weapons stores in use with the Magadan military. The only mortar round in use with the Magadan military is the Russian made 2B14 Podnos HE 82 mm. The fragments, which were analyzed by Vaulian investigators, do not appear to be of Russian design. Blast tests were conducted in which ten 82mm HE cartridges were launched at a building. The blast fragments were analyzed and compared with those found at the site of the incident. These tests supported our initial conclusion that the mortar rounds used in the incident were not 82mm HE rounds. We state however that it is impossible to be 100% certain regarding mortar shells, especially post detonation, however we strongly believe that this is the case.

The statement by the government of Magadan Oblast immediately after the attack came to light, which denied their military involvement, but also expressed a willingness to accept responsibility for the incident was either a statement issued in the face of a perceived threat, or a statement acknowledging that the attack, while not state sponsored, may have taken place from Magadan Oblast territory. Against the background of the strained diplomatic relations between Magadan Oblast and the USRS, we were unable to find sufficient motive on the part of the government of Magadan Oblast to carry out the attack.

[b]Result of Investigation[/b]

It is our belief that the attack on the USRS was launched from the territory of Magadan Oblast, but was not done by the Armed Forces of that nation. As the attack did in fact take place from Magadan territory, one of the following conclusions may be drawn:

[*] The attack was initiated by a group of individuals who were not a part of the Magadan Oblast military or police force, but were armed with weaponry not found in the arsenal of the Magadan Oblast military or police force. (Likely)
[*]The attack was initiated by a third party who managed to move the arms in question into and out of position without being detected (Unlikely)
[*]The attack was initiated by rogue elements within the security apparatus of Magadan Oblast. (Extremely Unlikely)

[b]Recommendations[/b]

We recommend that both parties hold bilateral talks in order to take concrete steps to ensure that such an incident is not allowed to occur again. These talks should, if held, focus on ensuring that the Magadan security forces have full control of all of their territory including the border regions. We recommend that the current diplomatic stand-off between both parties should be addressed through dialogue and that both sides refrain from further threatening actions. For the interim, until both sides agree upon a formula to prevent another such incident, we recommend the deployment of peacekeepers from a neutral third party to maintain security along the border zone.

[b]Note:[/b] The following report has been provided to the involved parties in order to permit them to respond to or refute any of the claims made in the report. After 48 hours, the report shall be released into the public domain.

The USRS finds the results of this investigation to be satisfactory, however, we will not enter talks with Magadan Oblast at this point in time. Nore do we want third party peacekeepers on the border. The Peoples Army, is more than capable of safeguarding the USRS from any further attacks from rogue elements/terrorists. The Pacific Fleet, presently in the Sea of Okhotsk will return to Port at Inchinskiy to reduce tensions in the area. No formula needs to be made, Magadan Oblast simply needs to crack down on any and all groups which posses large, military grade weaponry and ammunition and ensure it doesnt happen again.

IC: The troops deployed along the coastline would be pulled back has the USRS fleet had returned to port. The majority of the soldiers positioned at the defensive line was returned to base. A unit of 10,000 soldiers would remain at the defensive line to begin the deconstruction of fortifications shortly.
Alert was lowered to 4 with military bases at a ready alert status.

[b]Science/Military[/b]

A year onwards, our Nuclear Powerstations now producing electricity to the nation, Military officials have confirmed that the Uranium Enrichment facility next to the Logashinko plant will be used to produce weapons grade uranium with the purpose of developing nuclear weapons.

The Nuclear Weapons Bill passed through the Senate with mixed feelings which was evident in the votes. Fifty three votes for and forty seven votes against.

This confirmation by the military has caused concern for many members of the Government aswell as many on the streets.

"By stockpiling and maintaining nuclear weapons, we ourselves could become a target for nuclear attacks" Senator Ivan.
"Nuclear weapons only mean nuclear war and I have seen on the television what nuclear bombs do to a country" Street Vender.
"Nuclear terrorism is the fastest growing threat to the security of the world, everyone remembers the Monégasque submarine attacks" Logashinko Policeman.

Many anti nuclear protesters have already undertaken a vigil over the Uranium Enrichment Facility and are under observation by Police Forces to ensure that the protest doesnt get violent.

It is expected that we will have gained the bomb in a matter of months, experts estimate that we could be nuclear armed by the middle of the year.

The Second Peoples Armada today was launched into the Arctic Circle following massive delays by BAE Systems in finishing the Siberia Class Carriers. The Fleet, comprised of three Siberia Class aircraft carriers, three Independance Class Amphibious Assault Ships, four Revenance Class Battleships, four Republican Class Guided Missile Battlecruisers, three Revolution Class Destroyers and four Vaule Class Frigates. An undetermined number of submarines joined the force to aid the defence of the Republics northern frontier.

The transnational rail and road network is nearing completion and already people are using the network in the Western Districts. Project Manager Bakunin Asimov has stated confidently that it will be completly finished in the next three years.

[b]Military[/b]
Rumor mill is working at overload at the moment because yesterday, it is alleged that the Government tested its first Nuclear Weapon. Siberian News, can confirm today that this is true. Military scientists and Officials gathered on board RS Siberia, to watch the test. at 11:52am the device exploded at 2000 feet above the ground.

The test, intended to be 500kt, only had a partial yield explosion due to a technical malfunction resulting in an explosion similiar to that of the W54 "Davy Crokett" tactical nuclear device, under 1kt. The massive failure by the Republican Atomic Commission on the state of the weapons final yield is under investigation by the SIS. Officials who do not wish to be named believe that the weapon was sabotaged by one of the engineers who worked on it.

The danger of fallout from this weapons original yield was vastly reduced by its airburst and posed no threat to the public. This smaller yield, of less than 1kt, ensures that any fallout, if any, will not reach any populated areas.

A second test is planned for two months time.

[b]Government places embargo on Zargathia![/b]

Yesterday, in a statement sanctioned by the Senate, the President announced that;

[quote]"all Zargathia citizens presently in the USRS are to be detained, all corporate assets siezed and a complete embargo on all Zargathian goods is now in place."[/quote]

This statement was in response to an ongoing territorial dispute over the former Xinyan Republic after the United Federation of the East stepped forward into the dispute to end it once and for all. The statement by the UFE which says;

It is clear that neither the Zargathians or Novak are capable of a speedy resolution to this crisis or of exercising the necessary activity for basic governance of this region. It is therefore the policy of the United Federation of the East, that as the Xinyan Republic was a suzreignty of the United Federation of the East, it is our responsibility to assume governance over this situation. Two years of inaction while people go without basic services is simply not an acceptable outcome.

All military powers who lack general military access agreements with the United Federation of the East are to withdraw from the territory immediately. Further all aircraft not of UFE origin are grounded in the area until order is restored."[/quote]

The Senate, and the President have pledged full moral support to the cause of the United Federation of the East in what many are seeing as a move to establish some sort of dialogue or future relations with the superpower, others have voiced opinions that the Government is simply supporting the force which means to end the dispute and aid the people in the region to the best of its ability.

The President has just announced that the alliances with Cyrantia has been upgraded to a mutual defence agreement. The upgrade comes after several days of talks between the President and Cyrantian officials. The most talked about parts of the meetings were our own nuclear weapons program, the recent attacks which implicated Magadan Oblast, large scale naval exercises amungst other things which have not been disclosed to the press.

The upgrade follows tensions with Magadan Oblast after an investigation by the Serene Republic concluded rogue elements with access to heavy weapons were responsible for the Mortar attack on the school and the library. Militaries from both nations were deployed to the border areas in anticipation of retaliation or further attacks from the Magadan Oblast territory.

Needless to say, the upgraded treaty was welcomed by towns up and down the border who now feel safer knowing that Cyrantia will stand by the Republic if the moment arises.

Speculation about the Nuclear Weapons program hit an all time high today after the military confirmed it had successfully tested its first ICBM. The "Ivan 1" missile or IV-1. The IV-1 is reported to have a range of up to 7500 nautical miles, though many believe this to be an exaggeration by the supporters of the nuclear program. The IV-1 is also reported to have the capacity to fire one single 500 kiloton nuclear warhead or up to ten 100 kiloton warheads if deployed with a MIRV system. The Strategic Rocket Services have been unavailable for comment or confirmation.

With the USRS now a nuclear power, the warheads were placed on a host of platforms. Twenty Trident III ICBM's all ready to go loaded into the Navies Typhoon squadron. Plant to develop a large nuclear stockpile ranging from Strategic to Tactical weapons were put in place and to maintain the stockpile.

With the world now aware it has a new Nuclear Power, the Government quickly released its policies regarding the stockpile and its usage. Anti Nuclear demonstrators argue that these policies are too aggressive and do nothing to make the region safer, they in fact argue that another Nuclear Power is destabilising. Military Officials however, maintain that this policy with Nuclear Weapons will ensure the safety of the people. He argues that Nuclear Weaponry for the USRS is a weapon of deterrance and as outlined in the bill, can only be used as a first strike in extreme circumstance.

It is widely known that the Peoples Navy will bear the brunt of the arsenal with the new Typhoon II SSBN vessels, but the bill below insinuates that nuclear weaponry will be stored across a vast array of platforms capable of launching them at a hostile force. Nothing has been confirmed by Government Officials on the matter.

In the event that all three of these bodies are incapacitated, the Strategic Rocket Forces are to be placed under the Command of the next Senior Military Official. It then falls to the discretion of said Officer to launch/not launch a Nuclear response. First Strike approval is the launch of Strategic Nuclear Weaponry against an enemy States military facilities and Tactical Nuclear Weaponry at an enemy states Industry.

[b]*MAD Policy[/b]
*Should Nuclear, Chemical or Biological Weapons be used on USRS population centers, a state of total war shall exist between the USRS and the belligerent State. A attack on the USRS by either of the above methods will result in a continued Nuclear barrage until said belligerent Nation surrenders.

[b]Tactical Strike Policy[/b]
*The USRS will use Tactical Nuclear Weaponry against any belligerent Nation that encroaches USRS territory in a time of war. It must be noted that the Tactical usage of these Nuclear Weapons will be localised to enemy military formations and will not be used against enemy population centers.[/quote]

The First and Second Legions of the First Cossack Shock Army are to be re-deployed to the border with Magadan Oblast. The Two Legions are to be split up into their Cohorts and spread along the border in marching Forts. The Cossack Shock Army Support Legion is to be attached to the First Army and assist in construction efforts.

Satellites monitering Magadan Oblast noticed a massive shift in troop movements to the border. Obviously in response to the placement of the First Shock Army and the Support Legion on the border. In response to bolster the border further, the Seventh Army Group of 50,000 soldiers. These would spread out in their respective Legions many miles behind the Shock Forces marching camps and begin building their own marching forts. The armour and artillery of the Legions would be parked neatly in rows inside the camps. The Artillery train would remain unpacked as it parked up.

No other forces would be placed on the border and no other action would be taken other than the construction of Marching Camps.

Naval Forces in the Sea of Okhotsk comprised of eight Corvettes and fourteen National Security Cutters were placed on a high state of alert and ordered to be extra vigilant. The one Carrier in the Sea was an Independance Class Helicopter Carrier. It left port and sailed into the Sea remaining quite a distance from the small Flotilla already in position monitering Magadan Oblast shipping. With the Carrier was a lone Astute Class submarine running shallow at 400 meters at a speed of less than five knots. Its 2076 towed array streamed behind it listening for any other shipping or submarines in the area.

Border patrols have noticed large amounts of troops being positioned along your border with us. If you could be so kind has to explain the reasons for a larger military presence along our borders it would be appreciated.

60,000 troops were redeployed in the former defensive line along the mountains. They have been positioned in remaining fortification positions and will soon be ordered to refortify the area if the USRS is to become aggressive.

The first deployments were part of an exercise of mobility. The second deployments were in response to your own large formation being deployed to the border, our satellites are tracking a large formation of your own military, estimated to be around 50,000 men moving towards the border. As you have no satellites and seem to be aware of our troop movements that are infact not even near the border and are still underway, we have no choice but to assume you have spies within USRS territory.

Your nation has attacked us previously, we are well within our rights to keep an eye on the border. You however have no right infiltrating our Borders. You cannot deney it, otherwise how would you know about the larger, second troop movements mere hours after they were given?

We have never attacked or infiltrated your borders, and the said troops being deployed are yet to be anywhere near the border so evidently you are monitoring all military positions inside Magadan Oblast. You are right you have a right to watch the borders but you have abused it if you are going to monitor the entire nation.

And we never mentioned about a second, larger military deployment by you. But thanks for the heads up.
