You register as 0 NS if you've just created a nation and haven't completed any transactions. I believe there's a game mechanic which prevents nations for declaring war until they're 3 days old (or is it 5?).
If you haven't paid your bills for 3 days I don't think you can declare war (not sure) And if you do pay your bills, it'll update your NS and you won't be 0 any more.
When GOONS lost their sanction (Despite being stronger than several participants in the race) at the end of the UJW, they were asked to PM admin if they wanted it to stay. They didn't. It's been gone for like 9 months now.

It seems to be messing with at least one alliance on every single chart drawn from the 'extra' data (the newly added stuff), every day.

I would have put the Polar gains down to military buildup due to tensions, but apparently this is not the case, as we can see thanks to UE's graphs:

There's a small NpO spike in tanks (Similarly sized to the RoK spike and much smaller than the MCXA spike), and no real change in soldiers.

Also, there appear to have been a couple bugs in yesterday's data. A couple I noticed were TOP and VE's tank data drops to 0 for one thing, and SUN's 'percent nations in War Mode' data also drops to 0: there were probably others on graphs I didnt check. I'll assume this has to do with the problem you just mentioned.
Try reading next time. The words 'War is always fun, even if you're losing' being the key ones.
Never had that happen to me, the times I've been losing I still steal enough to stay alive
