The whole point of this resource list is to optimize the resources for countries that need uranium to build nukes. It's also a great resource for nations who use it for peaceful means (option 2 under the nuclear weapons government position).

Most CN veterans agree that this is the best combination for people who want nukes. For people who don't want uranium, it should be substituted with coal to get steel as the fourth bonus. Seven bonuses looks good, and I had it for a long time, but three is just more beneficial. Quality over quantity.
