Yes at around that point you can switch to buying tech from others but you will need wonders before switching to buying, so you will probably need to stay at 3999 infra selling tech for a long time.

When your starting out your best off keeping 100 tech on hand all the time, so if you sell 100 tech buy another 100 straight after but it's not worth having more than that until your around 3999-4999 infra and have a collection of wonders.

Technology lowers infrastructure upkeep costs up to a maximum 10% discount based on the following formula: (Technology Level * 2) / Nation Strength = Percent off infrastructure upkeep bill.

Take a look at any of the top ten or so alliances, literally any of them will be a better choice than SNX, though some of them may be a bit harder with you on your application due to the wars you launched, but they will likely forgive them - and the reason they will be harder is that, unlike SNX, they have the luxury of not being desperate.

Sorry no I don't buy tech, I do arrange for tech deals to take place but it works differently to the above and requires that those people be in a allied alliance or on brown team.
Start a thread in the Black Market for 6/100 deal and I'm sure you'll get some people who are interested.

There are a few variation around to get better efficiency out of the mechanics but the most common deal for a new player like you would be for a person to send you 6 mill and in 10 days time you send them 100 tech back.

You can use the deployed troops to attack with while any you have not deployed defend, you will lose some of your deployed troops in attacks but then you can buy more which will add to your defending troops.

Manhattan project is expensive for first wonder you would need to be very patient.
I think Federal Aid Commission (cheapest wonder) is best for first wonder but it depends on if you can get tech deals that use a 9mill rate instead of 6mill otherwise Stock Market is a good choice.
