[b]Classified[/b] The NPCDF is experimenting with a new air to ground weapon, the [url=http://en.wikipedia.org/wiki/CBU-107_Passive_Attack_Weapon]CBU-107 Passive Attack Weapon[/url], which rather than detonate high explosives, detonates and launches 3,700 flechettes made of steel and tungsten penetrator rods, used to provide maximum damage to enemy infantry with the goal of minimal structural damage to the surrounding environment. In the wake of the closing weeks of the Unification War, which saw the destruction of several key fuel stations and oil drilling sites, it was decided that an airstrike capable weapon that would not detonate vital fuel stores that could either be captured or recaptured, thus leading to the advent of this new weapon. Testing continues in Western South Alaska to decide if the weapon will see adoption into the air force.

"Just as the North Pacific Commonwealth will assert the independence of Procinctia, the Commonwealth will steadfastly assert Korean sovereignty over the Eastern Aleutians. We hope that our partnership forged under Koryo will continue to be fostered and grow under the banner of the Greater Korean Federation. My question to the esteemed individuals before me, do you see any diplomatic changes, whether positive or negative, happening between Korea and the Commonwealth? Please relay information via radio to our regional branch of the Commonwealth Disaster and Emergency Relief Agency in Dutch Harbor upon approaching Commonwealth waters. A forward base will be established there to relay the aid and oversee operations. If it be Arctican wishes, they may send personnel there to oversee operations. Commonwealth aid officers have been instructed to consider Arctica as the leader of the aid mission in keeping with the official Commonwealth stance and will have the objective of supplementing aid efforts. Chief of the CDERA John Dermand will be present at the Dutch Harbor branch.

The Commonwealth would like to formally request to work closely with Arctican aid efforts to provide much needed aid to a regional ally, establish our own aid agency, and to further diplomacy in the region at large. Cooperation will expedite Arctican travel across Commonwealth waters, which must be crossed to reach Procinctia.
  6. Despite the use of non-lethal weaponry, fighting in Procinctia will not long be tolerated by the NPC on our doorstep. If rioting factions cannot be contained or halt escalation of conflict, the Commonwealth will consider the possibility of intervention to police the transition to a parliamentary or congressional system of governance. The Commonwealth will not endorse either system at this time, but it is important to the Commonwealth that Procinctia be well established and domestically secure for the good of its peoples. The NPC has long held a belief in Procinctian self determination and will defend that notion.

[b]Military Upgrades[/b] Standard Infantry Rearmament- 75% Vehicular Rearmament- 35% [b]Anchorage, South Alaska[/b] [b]Sports Update[/b] In a thrilling final game of the Gridiron Football season, the yearly Commonwealth Bowl (National Championship for Gridiron Football in the NPC), the Anchorage Eagles squared off against the Seattle Seahawks, in which Seahawks quarterback Roger Frotham lobbed a 27 yard touchdown pass in the final seconds to secure a Seattle victory of 23-20. The game was of special significance in Washington as the season had been transformed into a symbol of the new province, their victory honoring Washington's people and society. A victory parade was held in Downtown Seattle through the financial district and waterfront, Frotham smiling and hoisting the Wellington Trophy for the citizens of the city. The College Gridiron Championship was also played out, with South Alaska University edging out Sitka State 40-31. SAU running back David Caldera had a career highlighting game, scoring three rushing touchdowns and a 15 yard yard pass to quarterback David Gage which set up a 33-yard field goal for SAU. Caldera has prospects from the Commonwealth Gridiron League from the Sitka Bears and Kodiak Mariners. [b]Television[/b] A brand new show has been released in the fall line-up and is quickly rising in the rankings. Entitled 'Frasier,' the show centers around a radio psychologist living in Seattle. The show is a big hit in Seattle and Anchorage, the two largest media markets in the whole of the Commonwealth.

    Immigrants have been re-accepted and reprimanded for poor immigration practice. They will be re-applying for immigration to the Castro, while going through the proper channels to secure passage through the America Union, which is assumed to be travel visas.

With 60 Tupolev's already having been purchased from the UFE, the NPC has issued the construction of an additional 60 bomber craft. 36 will be Tu-60's, which will be slightly below the ability of those purchased from the UFE, and 24 will be B-2 Spirit stealth bombers. Fighter aircraft will be updated as follows: -420 F-22 Raptors -60 AV-8B Harrier VTOL Attack Aircraft -60 F-35 Lightning II's -25 AC-130's -35 F-16 Fighting Falcons Ground vehicles will be updated to the following: -Main Battle Tank: M1A2 Abrams -IFV/APC: BTR-90, Wolf Armored Vehicle, IAV Stryker, AAV-7A1 Amphibious Assault Vehicle

  15. [b]Unknown Location[/b] The lights to the unknown complex began to slowly fade back on, contributing to the motif of the eery blue glow of the alien structures. What stood before them was monstrous, tragic, and unfathomable to the three soldiers. A very large creature, vaguely resembling an elephant, sat on a floating chair before them. It had four arms, one of which began to raise. Blue light emanated from the three-fingered hand and all the weapons the SAS troops were carrying suddenly snapped into the massive creature's grasp. *HUUUUUUUHH!* "You will understand. It has been foretold." The three Australians were speechless, Hindmarsh was the first to regain any semblance of composure, "Foretold?" *HUUUUUUHH!* "YYYYes, foretold." Hindmarsh thought quickly. This, [i]thing[/i], might be able to shed some light on whatever was happening. In all honesty, what choice did he have? "Foretold by whom?" *Huh-Huh* *Coughs* "Me." "Wh, Wh, What are you?" asked the Private. Hindmarsh took more note of the creature. It did indeed resemble a bipedal elephant with four arms. However, metal, segmented piping twisted to and fro across its form, with the end of the tubes, and other metal machinery and implements, were grafted into its torso. In the place of a trunk, two segmented pipes, running parallel to eachother and connected every four rungs in the tubes drooped down from the face, which was identical to an elephants. Out of the outside sides of the 'trunk,' blade-like protrusions pointed at a slightly downward angle, symmetrically. Brilliant ivory tusks jutted out on either side of the trunk. In place of each eye, a pair of glowing blue, metal eyes sat. This made a total of four eyes on the face. *HUUUUUUHH!* "My name is Ganesha. Your language has no equivalent for me. I am the last of my race, we were driven to extinction by the creators of the artifact you used to get here, and the archives you see before you." Hindmarsh then took notice of what was behind Ganesha. Endless hallways arranged like the aisles in a library ran off into the distance so far that the ends could not bee seen. Small, robotic drones tended to the 'archives,' strange lights marking their interactions. Browning stroked his chin, "Ganesha, Ganesha, I feel like I've heard that name before..." "Indeed," *HUUUUUHH!* "I have visited your planet. Earth. In a place you know as 'India.' The proto-humans worshiped me there as part of their already established religion, which soon evolved into Hinduism. Of course, that was after [i]this[/i] was done to me, by the Creators." "What happened to you?" inquired Hindmarsh. "Ha, ha, ha, ha," Ganesha laughed in a deep, throaty voice. "I was given a choice. I was the supreme commander of the military forces of my entire species. Our leadership was killed near the onset of the war with the Creators, which left me as the ruler of my entire species. At the end of it all, I was given a choice. I could either die, and let my entire race perish along with its memory, or survive for the rest of my fallen comrades as an experiment of our enemies." "I was blessed with the entirety of knowledge throughout the continuum of time. I know all of everything past, everything that transpires now, and the history of the future." "How is that possible? Isn't the future always changing, constantly altered by our choices and actions?" replied Browning. Ganesha violently leaned forward and raised his voice, "Choice and free will are an illusion! A masquerade for the weak-minded or those who are not strong enough to accept the actuality of eternities written course!" "B-but wait!" Hennings interjected, "Isn't you telling us this creating a paradox? Altering time's flow?" *HUUUUUHHH!* "You do not understand! It was foretold that you would learn of me and my knowledge, as well as the nature of time and fate! Even my anger now was foretold! I know what you will say, ask, I know how I will reply, answer, and I know when you will die and how you will shape the future. I even knew of my calming that is taking place right now. You know not of the burden of omnipotence. I know when everything will happen. I know even of my own demise. This will not happen for some time. So long in fact, that it will not happen for five times as long as the time I have lived, which has been over 500,000 years." Hindmarsh had gained some courage now, "What about the existence of a 'God?'" I will not answer *HUUHHHH!* You would do well not to have that question answered." If either country is attacked by a member not in this treaty, then the other signature must agree to defend the other and declare war on the attacking nation. Article III: Free Trade The United Kingdom of Idaho and Montana and NPC agree to free trade between their countries. Neither country shall be taxed for goods arriving to and from their nations. Article IV:Optional Aggression- Both Parties agree to aid each other in times of offensive war- with military troop aid as well as financial support if and only if the helping party feels the cause is just and noble. Article IIV: Termination. Either country has the right to terminate the treaty with a mandatory 48 hour notice period. Reading the treaty, everything seemed to be in order save for a minor spelling error, which he promptly corrected. (OOC: Pacifican to Pacific) Everything seems to be in order Doctor, and here is my signature given power by the Governor-General to validate the treaty.

Governor-General Sullivan was quoted as saying, "We will bring this military out of the cold war into the modern era. With the unification of the North and this modernization of the North Pacific Defense Force, our nation will become the world's new rising star." The following is a list of the updated hardware: Standard infantry rifle: M16 and M4 rifle suites, NPCSAS utilizing both M4, M16A4, and G36 rifles SMG: H&K UMP Shotguns: M1014 [Sometimes referred to as the M4], FN SPAS-15, Mossberg 590 Squad Automatic Weapon: M249 LMG, M240 LMG Sniper Systems: M40 and M82 sniper systems, as well as M39 EMR and SAM-R for designated marksmen Sidearm: M9 Additionally, squadrons will be expanded to 12 per squadron and production will begin immediately. Modernization of aritllery, tanks, IFV's and APC's will begin at a later date.

With that, Dr. Stroud and his bodyguard were taken through airport security, the way having been already cleared so that it would take as little time as possible, where they were led to customs, which promptly cleared them. The group got back into the armored van and were shuttled to the Olympia city hall. They disembarked and Colonel Hendricks led them inside to the meeting room which was very cleanly decorated, simple conference room. As the party walked in, Völker finished the last sip of his scotch before standing up. He extended his hand, "Please, Dr. Stroud, have a seat, make yourself comfortable. Would you like anything to drink?" After everyone was settled, Völker began in his trademark Prussian accent, "As you are probably aware, the Commonwealth is ready to put aside any remaining animosity between ourselves and the Kingdom. We can work together to provide a safe political environment for the Pacific Northwest through joint cooperation. If you have any suggestions for how we can meet this goal, please let them be known."

We aren't expecting any trouble as the citizens are rather passive, but considering the recent political disagreements our governments have had, as well as our own cultural nature, we won't be taking even the slightest chance." He glanced toward the doctor's bodyguard. I'm afraid I'll have to ask your men to relinquish any weapons they have before we take you through customs. I understand a soldier's frustration in doing so, but that is our procedure here."

  25. OOC: for the !@#$. IC: We find this as a suitable alternative to Labradorian encroachment. The cultural kinship to the people of the Candian prairie peoples of Ursalia, in addition to Ursalia's promise to not annex the region is a much better situation for the Manitobans.
