1. The National Unity Law has caused much dissent within the Union, especially in the German and west Ukraine areas. Dozens of riots have been stopped by the police, but all the more, dissent grew. Even within the Congress, many members of the Belaya Rus were also against the measures, but since it was done as a political deal to get the Belarusian nationalist Partyja BPF to form a coalition government with the Belaya Rus, President Lukashenko had passed the bill. It remains to be seen if things can hold for now. Lukashenko International Airport, Polotsk Alexei Borodin, a Ukraine, was in an elevator with Vladimir Makarov and three other men are in the Airport. Zippers are heard, as the team removes weapons from bags or suitcases, and don combat vests. Makarov reminds them not to speak Belarusian, but to use Ukrainian. When the elevator opens, they slowly walk out into an airport security checkpoint where all of the gunmen open fire on the civilians. The gunmen move through the airport as they continue the killing. After exiting via a gate service area the gunmen encounter FSB forces. The M203 was used to make short work of any Riot Shield users. After killing all Internal Troops in their way, only Borodin, Makarov, and another men named Viktor remain alive. Makarov leads Borodin and Viktor to an ambulance (the getaway vehicle). The back door of the ambulance opens. The driver said "Good, you made it! Get in. We sent a strong message with this attack, Makarov." Makarov and Viktor get in the ambulance. As he pulled Borodin into the vehicle, Makarov said "That was no message..." and executed Borodin with an M9, after which he said "When they find that body... all of Belarus will cry for war." The ambulance drove away, leaving Borodin to be found by the Belarusian government. The combination of NATO weapons and equipment (which were used by the military in West Ukraine), Ukrainian-speaking shooters who use military jargon, and the body of an Ukrainian soldier made the attack appear to have been supported by the Ukrainian military. This would have reprecussions in the future.
 2.
85*12 gives me 1,020. Gunther's formula gives me 388. I think. So I'm biased. Question: does the number just go for combat aircraft (fighters, bombers, ?attack helis?) or for the total, including trainers, gliders, transports, refuelers, etc.?
Currently, people use it for just fighters and bombers, meaning trainers, gliders, transports, refuelers, etc. are "unlimited".
 3. As long as we have thousands of fighters, it is not fine. Please check the current version of the air force suggestion.
 4. -New Law from Senate- The National Unity Law 1. The capital of the Union of Rus shall be Polotsk, where Belarus originally came from. 2. The state religion will be Orthodox. All Uniate and Nordig Pagenism shall be banned and related buildings closed down 3. The sole language shall be Belarusian. 4. Only one ethnic groups is recognized: Belarusian.

 6.
Really? Because we use a fairly simple system now. Third world = IG aircraft count, modern and 1st world = IG count x 12 since IG count are squadrons.
Using squadrons itself is already out of reason, which seems to escape you. That would mean a "modern and 1st world" RP country would be able to have 720 fighters/bombers, which is an absurd number unless you happen to the the hyperpower United States. Also, those that do have over a thousand combat planes include fighters from the 1960s. Since everyone here loves to have only the up-to-date stuff, we're in a fantasy world where everyone is as powerful as the US. Is that logical to you?
Except we don't, and thousands of anti-air missiles aren't workable? Really? Do you understand what counts as an anti-air missile? And I quote:
If you see the OP, I said such as Patriots, not the RAMs. See the following (from http://www.army-technology.com/projects/patriot/):
Patriot GEM-T upgrade .... 770 missiles are being upgraded, of which more than 500 have been delivered. Deliveries are scheduled to conclude in 2007. A further order for 230 GEM-T upgrades was placed in May 2007. This includes a number for Foreign Military Sales (FMS). Patriot advanced capability (PAC-3) ....PAC-3 entered low rate initial production in late 1999 and first LRIP production missiles of a total of 92 were delivered in September 2001. A contract for 88 missiles was placed in December 2002 and another for 12 in March 2003. The missile was first deployed during Operation Iraqi Freedom in March / April 2003. In February 2004, Lockheed Martin was awarded a production contract for 159 PAC-3 missiles, which includes 22 missiles to replace those expended in Iraq. Deliveries are to complete by April 2006. A further contract for 156 missiles was received in February 2005. Of these missiles, 32 are for the Netherlands and 16 for Japan under foreign military sales (FMS) agreements. The Netherlands received the first PAC-3 missiles in October 2007. The US Army ordered another 112 missiles in May 2006 and 112 in March 2007.
In short, the US has about 1,000 upgraded PAC-2 and 575 PAC-3, to a total of 1,575 Patriots. A thousand might be possible (if you're a militarized state like Russia), but for any one of use to have over a thousand missiles without messing up the economy is impossible.
 7.
No. Again, instead of relying solely on numbers, this should be kept within reason.
There is already no reason in the realm of air force and missiles.
Anyway, no, the system may not be perfect the way it is, but it's workable. KISS
Having thousands of fighters/bombers and anti-air missiles is not workable.
 8. Congress formation The Congress of the Union of Rus has been formally established. It is the bicameral parliament that made up of two chambers: Council of the Union- The upper house House of Representatives- The lower house While each chamber has specific duties they have been charged to enforce, both chambers have the ability to veto local laws that deviate from the Constitution of Rus. The chambers of the Congress are convened to two regular sessions every year: the first session opens October 2 and its duration cannot be more than 80 days; the second session opens April 2 and does not last more than 90 days. In extraordinary cases and following a decree of the President of the Union of Rus, the House of Representatives and the Council of the Union may be convened to an extraordinary session. Extraordinary sessions are convened under a particular agenda upon an initiative of the President of the country or upon a request of at least two-thirds majority of the full membership of each of the chambers. Any bill must be initially considered in the House of Representatives and then in the Council of the Union. According to the constitution, any bill that impacts the budget must be approved by the president or the government before being voted on. The Speaker of the Council of the Union is Georgiy Mikhailovich Romanov-Gogenzollernov (English: George Mikhailovich Romanov-Hohenzollern) -Message to Germany- We wish to ask if Germany is willing to give us some land which as Slavic people on it. (The Area of Dark Green) As we know, there had been a plebiscite of whether to leave Germany in the past, yet, the land had never been transfered. Therefore, we desire to set things right, and have your Slavs join us. We await your reply.
 9.
Ultimately when we do war RPs the only thing that count is number of soldiers and number of tanks in ground warfare. The IFVs, artillery etc are garnish used by those who want to use them to spice up their battle posts, otherwise inconsequential for the sequence of war.
I am not going to even consider answering the sheer ignorance of the importance of artillery. Editted the OP. Please check the bolded part, on IG CMs.
 10.
For Self propelled artillery and tanks yes. IFVs should not be counted as they are much cheaper and more plentiful.
By IFV, I was thinking of the M2 Bradley. APCs like the B1 would not be part of the tank.
I'm still not liking planes. Honestly, how many nations in our world have more than a few dozen combat aircraft? not many I'd wager. In our universe, every man and his dog owns a fighter jet it seems. I'd support some sort of graduated scale or lesser multiplier, but 12x105 planes is getting to superpower levels, especially when you have high tech.
I have tried to fix that by having UAV also be part of IG planes.
 11. The congress, in their first session, voted upon having all foreign forces be removed from the Union. The AHPB attempted to block the move, but the government parties were able to easily override all opposition. A speech was given by President Lukashenko when the bill was passed. "Our so called leaders of the Slavic Union prostituted us to the West... destroyed our culture... our economies... our honor. Our blood had been spilled on our soil. Our blood... on their hands. They are the invaders. All PEPTO and Slavic Federation forces will leave Rus immediately... or suffer the consequences." In addition, it has been decided that the Union airspace will be closed to all planes without permission indefinitely until further notice. After the speech.... -Reply to Alec Pradeux- In hope that my speech did not anger the Slavic Federation, for it was for propaganda purposes. I wish to visit you shortly, and discuss how we can build up relations while I deal with the nationalist Partyja BPF. Yours, Alexander Grigoryevich Lukashenko
 12. Formation of Government The new government of the Union of Rus has been swearn in. The President is Alexander Grigoryevich Lukashenko and the Prime Minister is Alaksej Janukevich. Alexander Grigoryevich Lukashenko Alaksej Janukevich The government was the result of an uneasy alliance between Belaya Rus and Partyja BPF. The two parties disagree on whether the Union should join Slavorussia, but decided that AHPB was a greater threat. The president told the press that "We might have some disagreements, but in essense we are similar. We shall open a new era for the Slavic people as a whole."
 13. Comprehensive guideline suggestions 1. IG Soldiers: 10x IG potential for RP soldiers (assuming non-Botha mode) 2. IG Tanks: Total numbers of RP tanks/attack helicopters(combined) are same as IG potential At the same time, 0.1 x of IG potential for number of ballastic missiles, CMs, and land-based anti-air systems (like the Patriot. Handheld like Stingers or sea-based like RAMs are not included). 3. IG Planes Each IG plane is a flight of 4 RP planes. In addition, each IG plane will be two flights worth of lightly armed UAVs (Predator, for example). If the UAV is similar to a cruise missile, it will be part of IG tanks. However, there is an exception to this: For each IG carrier you have, 5 IG planes can be a squadron per IG plane, but ONLY for naval use. 4. IG CMs Indicates chemical, biological, and radiological weapons. The maximum size per IG cm is a warhead that can be fit onto a ballastic missile. In addition, IG CM will count as megabombs (like MOAB). 5. IG Nukes Total number of nuclear warheads. I recommand the following site for RPing power and damages: http://www.carloslabs.com/projects/200712B/GroundZero.html
 14. The National Census of Rus has been taken. Here are the majority group within the Union. White: Belarusian Grey: German Green: Eastern Ukrainian (Russian-speaking) Red: Western Ukrainian (Ukrainian-speaking) Blue: Rusyn Light Green: Belarusian + Eastern Ukrainian Light Red: Belarusian + Western Ukrainian Many would be surprised by the division of ethnic groups. The governmen has done research into this situation, and issued a report: The former Slavic Union was complex in how it used Slavic nationalism to attempt unification of Belarus and Ukraine. The advocation of mixing had lead many Ukrainians to move north, leaving to the mixed area in southern Belarus. The culture of Ruthenia had spread north, back toward to heartland. At the same time, the Slavic Union was unable to fuse the eastern/western divide of the Ukrainians themselves. The Russian-speaking part of modern Ukraine was not, historically, part of Ukraine, but a later addition tacked on during the Russian Empire. This East/West split runs through linguistic, cultural, religious and historical differnces. The Pan-Slavism of the Slavic Union paradoxically made this split greater, forming two separate apheres which look at each other as different nations. Uniate vs Orthodox, Ukraine vs Russian, these differences cannnot be merged without massive changes which would radically shift the identity of the people. At the same time, the Rusyns of Carpatho-Ruthenia have resurrected their own identity. Finally, the Germans have come into the picture following the refugee floods that resulted from the current Russo-German War. Since the Slavic Union collapsed at the time, there was no border controls to stop the people. At the same time, northwestern Belarus was very underpopulated, and so there were no backlash against the Germanization of western Belarus up to Minsk.
 15. Formation of the Union of Rus With the acception of independence from PEPTO and the Slavic Federation, the Union of Rus has been born. Flag of the Union of Rus Belaya Rus has a near majority in the congress, so it remains to be seen what the policy of the Union will be.
 16. -Election End- The results are the following: Belaya Rus: 47.06% Partyja BPF: 29.41% AHPB: 23.53%
 17. My opinion: Do not allow mode changes. You either start in Botha mode, or you do not play in it. In addition, only when you completely reroll (no same characters, countries, etc) can you start in a new mode.
 18. Update from the Belarus Referendum Committee "With a total of 180,000 voters saying yes versus 130,000 saying no, the people have decided for independence by 58.06%. The results have been sent to PEPTO and the Slavic Federation. It is hoped that PEPTO does not submit the results to another internal vote, but acknowledges the results. With the end of the referendum, the elections for goverment has been restarted." OOC: Now can I have the land without interference? The election thread is the following: http://forums.cybernations.net/index.php?showtopic=86111
 19. Update from the Belarus Referendum Committee "Currently 15,000 people have voted for independence and 7,000 people havae voted no, meaning 68.18% are for independence. The strong indication for freedom seems to have been shown. The poll shall end at midnight today." OOC: Taken out all the non-CNRP votes. Votes will end at midnight of France, +0200 UTC. It would be 1 PM Central time.
OOC: Doesn't matter. Voting fraud is voting fraud, regardless of whether it changes the outcome. As far as we know, somebody could have picked the side that had the most votes just so that they could have had their name on the winning side. The entire vote should be null. But nobody will care.
OOC: Blame PEPTO for wanting a vote for "realism". This wasn't really my choice in the first place.
 20. Update from the Belarus Referendum Committee "Currently 11,000 people have voted for independence and 5,000 people havae voted no, meaning 68.75% are for independence."
 21.
OOC: Ah...look at that...yeah...I call shens at least for a few of the 'yes' votes.
OOC: Then delete your vote and vote again, for etierh yes or no
 22.
OOC: I'd like to make this a public poll...please if you voted...state which choice you voted for. Thank you. (I nulled my vote just to be clear.)
OOC: It is a public vote, Sarah. Just click on the vote choices, and you'll see who voted.
 23. OOC: A notice. Only CNRP related people vote, please. Although I do want Belarus, I also want to be fair.
 24.
"We feel that this new independence front, should it be able to gain the support of the majority of the peoples of Belarus, should not be ignored. Should this new government gain the support of the people it seeks to rule, we see no problem in their ruling. HOWEVER, we are highly disturbed by the lack of patience shown by this faction. A mere five days in hardly a long wait, and as PEPTO holds our use of a voting system in high regard, we, as a member state are unhappy to see it mocked. Also, we feel that you can hardly claim to be a fully democratic movement if you have no patience for Democracy. Keep in mind that this will be taken into account in our support of your nation, should you be voted into power."
"A mere five days? It's been nearly a month!" OOC: Following the 1 RL week = 1 RP month formula.
 25. Message from the Belarus Referendum Committee. "Before more words are exchanged, we wish to say this: We have never undnerstood why PEPTO is in Belarus in the first place, for the Slavic Union formed from the territories that are supposed to be under the jurisdiction of the forming nations of the Slavic Federation. Setting that aside, we wish that PEPTO would have a consistent policy. Telling to have a election, then clarify it as a referendum, and then starting an internal vote all of a sudden is not something a logical groupd should be doing. We hope that PEPTO will follow its mandate and work for true peace of Europe, instead of letting imperialist countries declare war without any consequences from the other membership."
