    I don't believe in conspiracy theories about OMG BILROW SET US UP. I'm stating the facts, I would of kicked him, but this seriously doesn't justify a major controversy. Now if Xenu's reaction was necessarily bad, then sure I'll support your condemnation of the GPA, but otherwise I still say this is an overreaction. Sure you could draw that this an OOC attack. I can deduct that myself, but unless you necessarily knew this fact, it wouldn't be conveyed that way. The basis of this reaction is that Xenu didn't ban him immediately, this is absolutely ridiculous for a sketchy OOC attack that requires prior knowledge.

    OOC: Due to RL issues, I am out of state and have just literally signed on.

    Bilrow, you have my personal apologies and on behalf of the GPA, I extend our fullest and most heartfelt apologies as well. As I am sure you will agree that what happened this evening is not representative of the GPA.

    On reading the logs, I found certain conversations contained therein to be quite telling. This was the action of a lone individual acting in a manner which he thought was neutral. Knowing this individual, I believe it was not done out of maliciousness on his part. However that in no way excuses the fact an OOC attack was perpetuated simply by allowing the fake bilrows presence to continue in our #IRC channel.

    Therefore, I have called for an immediate and full scale investigation into this incident to be conducted at the highest levels within the GPA.

    Once again, I reiterate, You have my personal most heartfelt apologies and I extend the same on behalf of the Green Protection Agency

    Until after Bilrow overreacted, I didn't even know he had HIV, let alone AIDS.

    He did send me a PM, actually. I can't remember if that was before or after he went nuts. Might have been a minute or two before. I need to check the timestamps.

    And since then your actions have proven how sorry you were, and how big a misunderstanding it was, right?

    Ironically, we used the same name again since this one was so shortlived. The title of the treaty was the Christmas Accords.

    The second one you are referring to was late in Ivan's reign after the war when Starfox offered us a MDP from your side and then you guys voted it down.

    NPO-Grämlins: Peace Intelligence Aid Treaty:

    Preamble

    Both signatory’s wishing to affirm their friendship and mutual desire to live in peace, and to strengthen their collective efforts for the betterment of both alliances, do hereby sign this Peace Intelligence and Aid treaty.

    Article 1 – Friendship

    i) Signatories commit to not flame, bait or insult one another - but rather to act in a respectful manner, and to treat each other as they would their own members.

    ii) Both signatories obligate themselves, not to take part in any campaigns by third parties, which are meant to inflame or insult the other signatory, limit the others signatories freedoms/liberties or cause diplomatic incidents.

    Article 2 – Peace

    i) Signatories will desist from any act of violence, on each other either individually or jointly with any other powers.

    ii) Both signatories commit themselves to resolve any issues that might arise via diplomatic channels.

    Article 3 - Intelligence

    i) Signatories agree to share any intelligence they have obtained and that could prove useful or vital to the other. Helping one another in counter-espionage is vital to ensure the safety of both signatories, therefore NPO and The Grämlins will do everything possible to protect their partner from espionage.

    ii) If either signatory alliance collects intelligence regarding a security breach or a credible threat concerning the other signatory alliance, the acquiring signatory alliance will convey all pertinent information in their possession to the other signatory alliance.

    Article 4 – Aid

    i) Both Signatories may request aid from other signatory for any reason. Such requests shall include the rationale for the aid request and the nature of the aid required. Provision of such aid is strictly voluntary.

    ii) The signatory providing the aid shall determine the nature and amount of any aid they provide. Such aid may include, but is not necessarily limited to financial assistance, and diplomatic assistance.

    Article 5 – Cancellation

    i) If a signatory decides to cancel this agreement, it must give the other party a 72h notice prior to the official cancellation.
