The politics of the PDRNA takes place in a framework of a parliamentary democratic republic, whereby the President of the PDRNA is the head of state and the Prime Minister is the head of government, and of a multi-party system. Executive power is exercised by the government. Legislative power is vested in the Angola People's assembly. Currently, political power is concentrated in the Presidency and the Military, forming the "Provisional Government of the People's Democratic Republic of North Angola". The executive branch of the government is composed of the President, the Prime Minister (currently vacant), and the Armed Forces Command. The Armed Forces Command, acting Council of Ministers, meets regularly with the President of the Republic to discuss policy issues. President Agostinho Neto promised to call general elections by the end of the second week of April 2011. Following the outcome of the General Elections, the democratically elected Angola People's Assembly will vest all legislative powers and promulge the new constitution of the PDRNA. The majority will submit the Government Cabinet to the President of the Republic, who will officially appoint the Prime Minister and the Ministers, who will vest the executive powers.[/font][/color]

Landmines, food shortages, ruined roads, scant basic services and years of anarchy or short and unstable governments give Northern Angola the dubious honour of being one of the worst places to live in on the planet - a country with some of the lowest human development indicators in the world. "People talk about pockets of emergency, but in Angola it's more like big black holes," said a humanitarian aid worker "Basic services are pretty abysmal outside the capital of Luanda, and certainly worse than anywhere else in Africa," he added. The new and weak provisional government, pretty much only in control of the Luanda Municipality, is headed by President Agostinho Neto planned the reintegration of returning refugees, helping them to generate an income by providing agricultural training, equipment and support. Angola's problems stem from the 27-year civil war: the country was torn apart by armed factions (now transformed in political parties) and the scene of intense, protracted fighting. The end of the war in 2002 brought little relief, as returning internally displaced persons and refugees tried to reintegrate into communities in remote, often arid areas. The situation does not appear to have improved in other parts of the region. "It is our belief that you will still find pockets where people live like this, where people need food, clothing, blankets and also the most basic of infrastructure," Landmines - another deadly legacy of the civil war - are also seriously curbing aid work, despite the demining effort to make key roads safer. "Luanda's sorrounding roads are ringed with landmines. Just to get to their fields or to water points, people have to cross known mined areas," Landmines have prevented from properly researching the situation beyond the municipal centre of Luanda, but anecdotal evidence indicates that less than half of the local population are food secure. "People are not dying, but they are eating very badly and they are on the move looking for food, a general physical weakening can be expected which could, in turn, lead to much more serious health risks." But Angola's problems do not end there. Augmented by short-term food aid, a more long-term approach ensuring that all returnees have access to land, seed and equipment to carry out basic farming and build houses, is desperately needed. President Pagano was a member of the CLN, the anti-fascist movement, and he was always committed to fight fascism and Borghese's authoritarian regime. Carthage helped, funded, traded, supported and guaranteed the independence of Italy and Italian Somalia, reinforcing the regime while dissidents were being arrested and rioters dealt with rifles.
  13. Carthage supported and helped Italy even if they knew about the oppressive policy of the Borghese Government. You are responsible just as the fascist are. You didn't complaint when we colonized Somalia and sent troops to defend Carthage. You guaranteed the existance of Italian Somalia and you defended us against the blockade of the Kingdom of Serca. If the Borghese regime lasted so long is also thanks to your support. And in our archives there are direct contatcs with Molakian authorities who asked us to fund and support a pro-fascist movement in their country. But we were neutral and isolationist, and we refused. We can't deny Borghese for some time ruled Italy trought the means of oppression and dictatorship, but we also have access to well documented relations between Borghese and many of the countries that today criticize his government condemn his policies.

  16. NAPOLI - Today Naples heralded its celebrations of Republic Day with one of the largest revivals seen since the fall of the Italian Republic through the streets of Naples. Signifying the establishment of the Italian Republic, Republic Day continues to be the most poignant and emotional celebration and national holiday in Italy. Republic day began early in Naples with inner city streets being closed from 6am and the major entrance of the port completely locked down with all access to non-military blocked until the end of the parade. The people lined the upper parts of the street to see the exit of the military. Troops dressed with the uniforms of the Republican National Army ensured that Neapolitans will remember the first Republic Day of 2010. In scenes reminiscent of the Italian Republic era, military bands played around the city until all hours of the night. At Naples station departing veterans and widows danced and celebrated with younger generations whilst loudly singing songs of the Borghese regime. As trains departed, staff handed out flowers in recognition of the contributions made and loud cheers were heard across the many platforms. In a touching event it seemed to bond the generations of yesterday and today. A huge banner has been displayed on the Senate "Viva la Repubblica, Viva Borghese" long live the republic, long live borghese. An early flag of the Italian Republic was also put on display as the crowd displayed roman salutes. Following the official parades and ceremonies, the inner city was opened to the public, albeit under extreme security and an ever watching eye from Interior Ministry troops. Closing the festivities was a series of fireworks in fourteen different locations throughout Naples including the grand display over the port and the presidential palace.

In a new poll, more than half of former citizens of the Italian Republic defend the policies of Junio Borghese. The life of Marco, a native of the acient city of Rome, could read as an all-Italian success story. When the Italian Republic dissolved, he was in Rome. Today Marco is planning a sailing trip in the Mediterranean. Marco is sitting in a Neaples pizzeria, defending the former fascist country. "Most Italian citizens had a nice life," he says. "I certainly don't think that it's better here." By "here," he means post-Borghese Italy, which he subjects to questionable comparisons. "In the past there was the OVRA, and today foreigners control our land." In Marco's opinion, there is no fundamental difference between dictatorship and freedom. "The people who live on the poverty line today also lack the freedom to travel." Marco is by no means an uneducated young man, he is quick to argue with those who would criticize the place he called home: "You can't say that the Italian Republic was an illegitimate state, and that everything is fine today." As an apologist for the former Italian dictatorship, the young Roman native shares a majority view of Neapolitans. Today, one month after the fall of the Republican Military Government, a majority of italians defend the former Italian Republic. "The Borghese Regime had more good sides than bad sides. There were some problems, but life was good there," say 49 percent of those polled. Eight percent of Italians flatly oppose all criticism of their former home and agree with the statement: "Italy had, for the most part, good sides. Life there was happier and better than in divided Italy today. They annexed our land and didn't care about identity, they litterally abused our culture and destroyed our nation.. we knew they weren't liberators, just land grabbers" These poll results, released today in Neaples, reveal that glorification of the former Italian Republic has reached the center of society. Today, it is no longer merely the eternally nostalgic who mourn the loss of Junio Borghese. "A new form of Fascistalgie (nostalgia for the former Fascist regime) has taken shape," says historian Antonio Segni. "The yearning for the ideal world of the dictatorship goes well beyond former government officials." Even people who had almost no experiences with the Fascist institutions are idealizing it today. "The value of their own history is at stake," says Segni. People are whitewashing the dictatorship, as if reproaching the state meant calling their own past into question. "Many Italians perceive all criticism of the system as a personal attack," says Segni "Not even half the citizens questioned describe fascist italy as a dictatorship, and a majority believe the OVRA was a normal intelligence service. These young people have no reason to, and in fact have no desire to, recognize the dark sides of the Italian Republic." Wall decorations from Venice decorate Marco's living room, and a miniature version of the Colosseum stands next to the DVD player. All the same, Marco sits on his sofa and rhapsodizes about the good old days in United Italy. "In the past, a campground was a place where people enjoyed their freedom together," he says. What he misses most today is "that feeling of companionship and solidarity." The economy of scarcity, complete with barter transactions, was "more like a hobby." Does he have an OVRA file? "I'm not interested in that," says Marco. "Besides, it would be too disappointing." His verdict on the Italian Republic is clear: "As far as I'm concerned, what we had in those days was less of a dictatorship than what we have today. Today we want independence, but we are occupied by foreign troops.. before we had less freedom, but we were independent.. now we are Neapolitan, Sicilian, what are we? Are we Italians at all?" He wants to see equal wages and equal pensions for residents of the former Italian Republic. And when Marco starts to complain abouta divided Italy, his voice contains an element of self-satisfaction. People lie and cheat everywhere today, he says, and today's injustices are simply perpetrated in a more cunning way than in the Italian Republic, where starvation wages and slashed car tires were unheard of. Marco cannot offer any accounts of his own bad experiences in present-day Italy. "I'm better off today than I was before," he says, "but I am not more satisfied." Marco's reasoning is less about cool logic than it is about settling scores. What makes him particularly dissatisfied is "the false picture of Fascism that the so called liberated Italy is painting today." The Italian Republic, he says, was "not an unjust state," but "my home, where my achievements were recognized." Marco doggedly repeats the story of how it took him months of hard work before starting his own business -- before dissolution, he is quick to add. "Those who worked hard were also able to do well for themselves in the Italian Republic." This, he says, is one of the truths that are persistently denied on talk shows, when traitors of the fatherland act "as if anti-Borghese italians were all a little stupid and should still be falling to their knees today in gratitude for dissolution." What exactly is there to celebrate, Marco asks himself? "There is no country, there is no identity, all these people do is divide the land among themself.. is this freedom? Then i have to say i miss dictatorship. Rose-tinted memories are stronger than the statistics about people trying to escape and applications for exit visas, and even stronger than the files about killings by the OVRA and unjust political sentences," These are memories of people whose families were not persecuted and victimized in Italy, of people like Marco, who says today: "If dissolution hadn't happened, I would also have had a good life." The young man expresses his views levelheadedly and with few words, although he looks slightly defiant at times, like when he says: "I know, what I'm telling you isn't all that interesting. The stories of victims are easier to tell.". Marco doesn't usually mention his origins. In Neapolis, where he works, hardly anyone knows that he is originally from Rome. But on this afternoon, Marco is adamant about contradicting the "victors' writing of history." "In the public's perception, there are only victims and perpetrators. But the masses fall by the wayside." This is someone who feels personally affected when OVRA terror and repression are mentioned. He is an academic who knows "that one cannot sanction the killings during the Milan riot." However, when it comes to the border guards' orders to shoot would-be escapees, he says: "If there is a law against vandalism, you shouldn't break it. It was completely negligent." This brings up an old question once again: Did a real life exist in the midst of a sham? Downplaying the dictatorship is seen as the price people pay to preserve their self-respect. "The world celebrates a divided Italian homeland, controlled by foreigners who never respected our identity, there is nothing to celebrate but only something to miss... our past. I hope one day our country will be united again." and when we ask him his opinion on President Francesco Pagano he says "He is just a low-class functionary of the Sicilians.. there is only one man out there who could possibly lead this country to greatness...   23. The Neapolitan Republic is just aknowledging the past of the country and specifically the Region Campania. Our people aren't happy about the status of the Peninsuila and are just expressing their will to continue the same traditions they followed in the past 7 months. A few weeks of foreign occupation will not make them forget 7 months of changes, that's why in his speech President Pagano said new democratic reforms are needed. The Italian Republic, during its last 2 months of existance, was in full swing towards a process of democratization, a process suddenly interrupted by foreign invasion. This sudden interruption has left a divided and polarized country where fascism was not completely replaced and democracy wasn't in place yet. The Neapolitan Republic is just a popular expression of an Italian desire of autonomy and defense of our local traditions in a post-unitary scenario. In the speech, there is no mentioning of independence or sovereignty, there is just a strong effort in the defense of common values such solidarity and unity during harsh times like these. Those are the words of an Italian who lived 7 months under Junio Borghese and is now trying to move his people beyond fascism and toward a more democratic society. SENATE OF THE NEAPOLITAN REPUBLIC ACT On the Re-establishment of autonomous powers in Campania The Senate of the Neapolitan Republic, expressing the will of the nation, decrees and solemnly proclaims that the execution of the autonomous powers abolished by foreign forces in December 2009, is re-established. The territory of the Neapolitan Republic, consisting of the region Campania and its islands, is whole and indivisible. The Neapolitan Republic stresses its adherence to universally recognized principles of international law, recognizes the principle of inviolability of borders, and guarantees human, civil, and ethnic community rights. It shall be forbidden to reorganise, under any form whatsoever, the dissolved Republican Fascist Party. The law has established that for not more than 6 months from the implementation of the Neapolitan Constitution, temporary limitations to the right to vote and eligibility for the leaders responsible for the Republican Military Government. The Senate of the Neapolitan Republic, expressing sovereign power, by this Act begins to realize the complete autonomy of the Neapolitan Republic, as successor state of the Italian Republic. This is President Pagano speaking. I give you my best and warmest wishes for a Happy New Year I should like to try and share a few thoughts with you about the difficult times we have just lived through and about what lies ahead. The memory of the fascist regime is still very alive in our soul, in our minds, and we now face an unprecedented social and cultural crisis that has swept across the whole Peninsula. Campania is not the only region affected but we have special reasons to be worried about our country. We can say that during the Borghese Regime a great effort was made and that important results were achieved at regional level to establish rule of law and a unitary state. The Unitary State ceased to exist, but the day the Italian tricolor waved on the Colosseum and the Lunar surface, will always live in our hearts and souls. Junio Borghese set a precedent of Unity amongst us. We are the heirs of the Italian Republic. In similar situations in the past it was usual for the people of our country to meet often and consult together to try and come up with solutions in the common interest and to agree on the decisions to be taken. But that was just what did happen last year. Italy - while remaining firmly anchored to Europe - made its own, widely-criticized road to "A place under the Sun" as Junio Borghese used to say. Today, we firmly reject fascism and all form of authoritarianism as means to achieve the wealth and the benefit of the Italian People. I say this, you see, as I consider what took place at the deepest level in our country. Because, as I know only too well, while we certainly lived through some very turbulent times politically speaking it should not stop us from seeing how all the institutions produced concrete results and how, despite deep divisions, it was often possible to find common ground and make progress. At the same time, at the broadest and deepest level of society, businesses, families and working people reacted to the crisis with intelligence, flexibility and a sense of responsibility. Let us look to the New Year with confidence, with greater confidence than last seven months. I cannot, however, help mentioning the price which we in Italy paid for fascism and which we still risk paying, especially in social and human terms. After the fall of the Unitary State, there has been a sharp fall in production and consumption. Italy's talent for industrial entrepreneurship needs to be confirmed. And today what is most at risk is employment. Great efforts have been made to safeguard human capital and to ensure that even crisis-hit companies can go on employing precious human resources. There is no doubt that the trend today is one of growing unemployment, particularly among young people. Let us mend the defects and resolve the problems that have been with us too long - the fall of the fascist regime can and must produce an Italy that is more just. That challenge still remains to be overcome and that is the basic resolution which we Italians have to make together. But how can we succeed? By looking at reality, even when it is most critical, with courage, by embarking on the reforms and taking the decisions that can no longer be delayed and by allowing ourselves to be guided by the great values of human solidarity, social cohesion and national unity. Let me start with the families that have the biggest problems - couples with several under-age children and families with a single, blue-collar breadwinner. Research, including parliamentary studies, shows that Italy has a high level of social inequality and poverty compared with other countries. Wages and salaries continue to be penalized by high fiscal pressure and social security costs; the lowest revenues are those of families whose members work on a casual or temporary basis. The most critical conditions are to be found here in the south of Italy and among the young. Those are the questions that need to be the focus of political and social attention and of any government programme. Post-Borghese Italy's economy must grow more and better than in the last 7 months - that is our fundamental objective. And in order for Italy to grow faster, Southern Italy must grow, and must do so much more. Only that way, with the whole of Italy growing at the same time, can an answer be given to all the young people who are worried about their future. Even if we are once again divided, the Italian people of the Neapolitan Republic will always dream and hope in a more just, peaceful, and maybe united Italy. More growth, more development in Campania, more of a future for the young and more social justice. We know that the reforms and decisions required cannot be postponed. Today i announce two very important initiatives, one on the reform of unemployment benefits and the other on fiscal reform. The first is specifically intended at last to provide security and protection to those engaged in very flexible and temporary forms of employment. The proposed fiscal reform is also absolutely crucial. For this is a sector where there can be no question of continuing to apply "fixes" and where a comprehensive analysis and plan has to be presented and debated. Such a debate should include a renewed awareness of the very difficult problem of the national debt. Meanwhile Parliament has undertaken to restore public finances with the law on fiscal federalism and to keep spending under control with a new system of budgetary laws and procedures. Both reforms have already been voted by a wide majority in the Neapolitan Senate. Let me now turn to institutional reform and to the judicial reform that people talk about so much. I have expressed my opinion on the subject on a number of occasions. Considering the question solely from the point of view of the general interest I have argued that those reforms, like the others I mentioned before, cannot be delayed because they are needed in order to delete the last traces of the fascist regime, in the service of citizens and of the country's growth. They are therefore no less important than economic and social reform and cannot be blocked because the mood between political parties is one of mutual suspicion and all kinds of preconditions have been set. The Constitution of the Italian Republic must be revised - as is proposed by various political forces. It can be modified according to the procedures established by the Constitution itself. The essential thing is that - with a renewed foundation in the principles lying at the basis of our being together as a nation - the fundamental checks and balances between Government and Senate, and between executive, legislative and watchdog institutions continue to be guaranteed and that rules are established which both the Government and the opposition abide by. I have urged the use of prudence, realism and determination to reach the broadest possible consensus, as the Senate recently and unanimously also suggested. I should like to say I am confident that things will continue to move forward and not come to halt amid useless recriminations and quarrels. The new impetus Italy needs to move beyond fascism towards a more secure future needs reforms, needs conviction and participation from all sectors of society and requires also that we rediscover the values we all hold in common. Values such as solidarity: the country has shown a rich store of solidarity in a year marked by tragic and painful events and most recently by political violence. And Italians, as ever, engaged generously in many deserving causes, in charities, in concrete and affectionate assistance to the physically and mentally challenged, to the poor, to the old and lonely and in support of the fight against the most insidious diseases, including those affecting many children. We need to stand together in all the situations where people suffer, if only because that is when people feel deprived of their basic rights. I am thinking of prisoners in terribly overcrowded jails where a decent life is impossible and where people are exposed to abuse and danger and are certainly not going to be reeducated. Solidarity also means understanding and hospitality towards the foreigners coming to Italy in accordance with established procedures and limits in order to engage in honest work or find refuge from wars and persecution. Even in their severity, policies aimed at affirming the rule of law and at guaranteeing security should not make people lower their guard against racism and xenophobia. They cannot be misinterpreted and used as a pretext by those who would introduce hateful forms of exclusion that negate any spirit of hospitality. From that point of view also, care should be taken to foster the unity and civil quality of of our pluri-millenarian Italian society. Civil quality, quality of life - those aspects should be considered as essential in gauging a society's condition, its degree of well-being and human progress. The factors which increasingly count are not merely material but moral ones, which lend meaning to the lives of people and of society as a whole and constitute its connective tissue. We must rediscover and reaffirm values that have been too widely ignored or denied in recent times. That includes greater respect of one's own duty towards the community, the adoption of more sober lifestyles, greater care and solidarity in relations with others, the intransigent refusal of violence and of all the fatal suggestions that young people may be prone to. I can assure you that I am determined to continue in my efforts on behalf of greater national unity. Those efforts still require time and patience but I shall not desist. One reason is that, as President of Southern Italians nothing is more comforting to me than to contribute to the serenity of all of you. Yes, all citizens need greater serenity in difficult times like these - workers, the unemployed, young people beset by pressing problems, all those working for the recovery of our economy and all those scrupulously serving the State. I am thinking in particular of the armed forces who are called on to maintain peace and stability and of the people working in law enforcement who are fighting organized crime with increasing success. All those holding positions of responsibility in politics and society should respond to their need. I feel I am able to transmit serenity and hope to you today. Hope looking at Italy, a country that has shown it is determined to, and can react in the face of difficulties. Hope looking at the world scene, despite the fact that it is troubled and shaken by conflicts and threats including the renewed, ever worrisome, menace of fascism. That is my message and my hope for 2010 to you Italians, men and women of all generations, to those who remember the day Italy was united, and from all walks of life who celebrated the New Year with your dearest ones, or perhaps far from Italy's shores but with Italy in your hearts. Today Crocodillian officials said that Tropican troops are occupying part of a disputed island of Nueva Oviedo along the two "nations" border, stirring concerns about an escalation in tensions between Tropicans and Crocodiles. The Crocodillian government spokesman El Croc confirmed tropican troops had seized the town of Oviedo on the island of Nueva Oviedo. El Croc said he chaired a meeting of the national Security Council today to discuss the incident. "The council views the Tropican move as a violation of Oviedo's sovereignty and urges Tropico to withdraw its troops from the island and bring down the Tropican flag they raised above it," El Croc said. The Island of Nueva Oviedo is located about 4 miles north from Tropico. It has estimated reserves of 10.000 cigars. El Croc said that the Crocodillian government summoned the Tropican ambassador in Oviedo and submitted a letter of protest. El General announced the use of a terrifying weapon imported from Australia: Kangaroos.. ah no! Sorry, i mean Steve Irwin!. Tropican and Crocodillian officials have frequently tussled over territory in the atoll, and brief incursions aren't uncommon.
