Population happiness is based off solider efficiency (soldier modifyers) just as it always has. This is not a bug.

Thanks for coming back and clarifying what happend here. The deploy screen uses real soldiers. In fact, it has not changed with this update.

I'm confused ??? is the first number how many you have if you forget about the resources and stuff, and the 2nd one is the number you have including your resources?
That is correct. The second number is what your population happiness is based off of as well as battle odds, the first number is what soldier casulaties is actually based off of.

The updated soldier purchase screen has just been released. Try purchasing soldiers now.

No. The operation costs of spies is considered as their upkeep.

I love how the majority of the spy operations conducted now are between alliance members. Like, "Hey, does this work?"
As we are in a testing phase with spies right now this is acceptable, however once the feature goes fully live this will be considered as spy slot filling and will be a warnable offense just like war slot filling.

The spy operations screen is currently down right now. It will be back up within a day or two.

From the about spies information index:
If your spies are exposed during a spy operation a summary of the spy attack will be sent to the defender via private message with your ruler name revealed as the sender of the message. A summary of the operation will also be added to the "Exposed Spy Operations Across the Globe" screen for all nations to view. If your spies are not exposed during a spy operation a summary of the spy attack will still be sent to the defender via private message however the sender of the message will appear as "Unknown Sender".You can find all the exposed spy operations by going to World Statistics -->> Exposed Spy Operations here: http://www.cybernations.net/all_spies_information.asp
Regarding upkeep for spies, there won't be any. That is what the operation costs are for. You only pay for spies when you use them.

Yes, spies are limited just as declaring war is.

The "coming soon" text has been removed. Regarding the other issues with the about topic, it works fine for me and spies is listed in the table of contents at the top.
Regarding where the screen re-directs, it can go back to the nation display if that's what people want, I just thought going back to the purchase screen would be good in case people want to purchase more.

New "soldier update" major problem

You can purchase up to 80% of your citizens in real soldiers but your efficiency can now go much higher than 80%. The 80% population happiness threshold has not changed so this part of the update is working properly. The game shows that you dismissed soliders on 9/29/2007, did you enter a negative number in the input field? Anyway, I've changed your soldier dismissal date to allow you to correct the issue.
